RESOLUTION AUTHORIZING THE SUBMISSION OF
IDEM GRANT APPLICATION
WHEREAS, the Common Council of the City of Jeffersonville, Indiana is the City legislative body and
is by law authorized to adopt ordinances and resolutions concerning the governmental and internal affairs of
the City of Jeffersonville, Indiana, and;
WHEREAS, the Common Council of the City of Jeffersonville, Indiana acknowledges that the City
has provided residential yard waste management, including tree limbs and yard waste diversion as part of its
residential waste management and diversions program, and;
WHEREAS, the City of Jeffersonville has determined that its demand for providin9 these services
requires the purchase of a new knuckle boom loader, and;
WHEREAS, a public hearing has been conducted concerning the Common Council's consideration
of a Grant application to the Indiana Department of Environmental Management for a Recycling Grant to
partially fund the purchase of a knuckle boom loader for the Jeffersonville Street Department:
Petersen Lightning Loader, model TL-3 Loader
· heavy duty swing motor SAI
· 60" bucket
· 24 cubic yard heavy duty body
· Freightliner M2 Chassis
WHEREAS, the Common Council of the City of Jeffersonville, Indiana conducted said public hearing
at a public meeting in accordance with all legal requirements for legal advertising and public notice under
Indiana statute;
WHEREAS, non-governmental service providers were notified in writing of the public hearing and
invited to attend and participate in the public hearing and to submit any displacement claims sought to be
raised;
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Jeffersonville,
Indiana as follows:
That a finding is hereby made that the acquisition of the above-cited knuckle boom loader by the
Jeffersonville Street Department is not likely to displace any significant non-governmental service as the
equipment will generally be utilized on projects which would not normally have been contracted to a non-
governmental service provider.
RESOLUTION NO.
2. That a finding is hereby made that all written and verbal comments received prior to or at the public
hearing were carefully evaluated and that the equipment will not result in a significant net displacement
of a non-governmental service of comparable scope and size.
3. That the City of Jeffersonville, Indiana submit the proposed Grant Application to the Indiana Department
of Environmental Management for a Recycling Grant for partial funding in order to acquire the knuckle
boom loader for the Jeffersonville Street Department.
4. That the City's match of $90,000 for this grant will come from the sanitation/landfill or motor vehicle
budget line.

re.' Recycling Grant
The attached resolution is for a grant that I am preparing for Ron Ellis, Street
Commissioner. The recycling grant will provide up to a maximum of $25,000
towards the purchase of a piece of equipment known as a knuckle boom loader.
This equipment will enable the street department to pick up large items, such as
white goods (refrigerators, stoves, etc.) and large limbs, and also clean up debris
along the riverfront after flooding.
The cost of the equipment is $115,000. The match of $90,000 will come from the
sanitation/landfill budget line.
