The Common Council of the City of Jeffersonville met in Workshop 'session on Monday,
March I, 2004 at 6:30 P.M. The meeting was held in the City County Building, Mayor's
Conference Room. Council President Phil McCauley called the meeting to order at 6:40
P.M., with Clerk Treasurer Peggy Wilder at the desk. Councilpersons in attendance were
Connie Sellers, Ron Grooms, and Keith Fetz. Also present were Mayor Rob Waiz, City
Attorney Les Merkley, Deputy Clerk Barbara Hollis, Fire Chief Clark Miles, Assistant
Fire Chief Tony Decker, Police Chief Rick Ashabranner, Assistant Chief Rick Lovan,
and Captain Bruce Wilkerson.
Councilperson Fetz said he had spent time with the Police Department and the Fire
Department and feel they are far behind in acquiring equipment.
Councilperson Perkins arrived at 6:50 P.M.
Police Captain Bruce Wilkerson presented information and a price list for vests the
department would like to purchase for the S.W.A.T. team. The life span of a vest is 5
years. The department last purchased vests for the S.W.A.T. in 1994. They are currently
wearing the same vests as the street officers. Captain Wilkerson said the proposed vests
are the same as those used in Floyd County and Louisville Metro. Following all
discussion, Council President McCauley thanked the department for their presentation
noting a workshop is the right place.
Councilperson Fetz next introduced the need for equipment in the Fire Department that is
needed for the MFP inspection, which affects the I.S.O. rating.
Chief Miles said he is requesting money for additional equipment that the department
should have. The City is fortunate they have not been in trouble. The firehouses need to
be updated. Assistant Chief Decker said the 400 series was cut from the budget the last
several years and requests have not been made for equipment. The department has been
dodging bullets. The auxiliary trucks are short of equipment. An appropriation of
$17,000 would get the department up to par. The stations have not been able to keep up
and are in need of renovations. Pictures of the stations were displayed. The estimated
cost for the requested renovations is $60,888. Chief Miles noted these are needs. It is a
shame they have been neglected. Assistant Chief Decker said a grant has been applied
for and they will be getting $27,000 in equipment from Homeland Security. Chief Miles
said these items need to get done before looking at a new station. Councilperson Fetz
encouraged the Council to go look at Station #2. Council President McCauley said
Councilperson Fetz is doing a great job as liaison.

Planning and Zoning Director Chris Padgett presented a handout for fiscal plan for
annexation, asking what the Council's expectations are. Councilperson Perkins said it is
a joke that annexation won't cost the City. Council President McCauley said he is not
anti growth, but pro fiscal responsibility. Those asking for voluntary annexation need to
present the cost to the city. Councilperson Perkins noted the City ends up getting bit on
drainage. Mayor Waiz said he has been talking with Director Padgett and would like the
Council to give their opinion as to how extensive this should get. Councilperson Grooms
said the methodology should be similar to the bottom of the sheet that was presented and
each annexation would have to be looked at. Another question is who should pay.
Council President McCauley said the applicant should not conduct the estimate.
