HomeMy WebLinkAbout08-10-2005 Budget WorkshopBUDGET WORKSHOP COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA August 10, 2005 The Common Council of the City of Jeffersonville, Indiana met in budget session in the Mayor's Conference Room in the City-County Building, Jeffersonville, Indiana, at 7:30 P.M. on Wednesday, August 10 2005. Council President Ron Grooms, with Clerk Treasurer Peggy Wilder at the desk, called the meeting to order. Also present was Deputy Barbara Hollis. The roll was called and those present were Councilpersons John Perkins, Barbara Wilson, Connie Sellers, Ron Grooms, Phil McCauley and Ed Zastawny. Absent: Councilperson Keith Fetz. Clerk Treasurer Wilder reviewed the budget calendar. The public hearing for budget pre-adoption is scheduled for Monday, August 22, 2005 at 7:30 P.M. with the public hearing for final budget adoption is scheduled for Thursday, sePtember 1, 2005 at 7:30 P.M. Increases to the Council and Edit budgets were discussed. Councilperson Perkins voiced concerns regarding the official road miles. POLICE BUDGET Councilperson Perkins distributed a chart listing each police officer with the number of miles from their home to the City limits and miles from home to the Court House. The changes in the Police budget were reviewed. It has been the intent to purchase eight (8) new cars per year. Councilperson Perkins would like to modify the take-home car policy. Councilperson McCauley said the police take-home cars have been considered a benefit during contract negotiations. He does not feel the City can do a reduction of fringe benefits. Council President Grooms asked for a motion to increase the request for 5 additional breathalyzer certifications. No motion was made. Council President Grooms then asked for a motion to approve the request to add a full time records clerk. Councilperson Zastawny made the motion to allow $83,945.33 in line #116, subject to review, second by Councilperson Perkins, passing on a vote of 5-0. Council President Grooms did not vote. Councilperson Zastawny made the, motion to allow 3% over the 2005 budget in line #166, second by Councilperson Sellers, passing on a vote of 5-0. Council President Grooms did not vote. Councilperson McCauley made the motion to approve the SWAT Team request, second by Councilperson Zastawny, passing on a vote of 5-0. Council President Grooms did not vote. Councilperson Sellers made the motion to increase K-9 from 4 to 5, and approve the increase in K-9 supplies, August 10, 2005 2 second by Councilperson Perkins, passing on a vote of 5-0. Council President Grooms did not vote. Councilperson Zastawny made the motion to approve line #314 as requested, second by Councilperson Sellers, passing on a vote of 5-0. Council President Grooms did not vote. Councilperson Zastawny made the motion to approve line #330 as requested, second by Councilperson Perkins, passing on a vote of 5-0. Council President Grooms did not vote. Councilperson Zastawny made the motion to approve line #354 as requested, second by Councilperson McCauley, passing on a vote of 5-0. Council President Grooms did not vote. Councilperson Perkins made the motion to allow $18,000 in line #357, second by Councilperson Sellers, passing on a vote of 5-0. Council President Grooms did not vote. Councilperson Perkins made the motion to delete item 4/475, second by Councilperson McCauley, passing on a vote of 5-0. Council President Grooms did not vote. Councilperson Perkins made the motion to approve the Police budget subject to the Clerk's review, second by Councilperson Zastawny, passing on a vote of 5-0. Council President Grooms did not vote. A recess was called at 9:20 P.M. The meeting reconvened at 9:30 P.M. HREDEPARTMENT BUDGET Council President Grooms reviewed the Fire Department requests. Councilperson Zastawny made the motion to increase supplies by 10% to $3,450, second by Councilperson Perkins, passing on a vote of 5-0. Council President Grooms did not vote. Councilperson Sellers made the motion to increase Chemicals to $500, second by Councilperson Wilson, passing on a vote of 5-0. Council President Grooms did not vote. Councilperson Zastawny made the motion to increase tires to $3,000, second by Councilperson Wilson, passing on a vote of 5-0. Council President Grooms did not vote. Councilperson Sellers made the motion to approve $5,000 for line #237, second by Councilperson McCauley, passing on a vote of 5-0. Council President Grooms did not vote. Councilperson McCauley made the motion to approve $4,000 for line #246, second by Councilperson Zastawny, passing on a vote of 5-0. Council President Grooms did not vote. Councilperson Perkins made the motion to approve $10,000 for line #265; second by Councilperson Zastawny, passing on a vote of 6-0. Council President Grooms did not vote. Councilperson Zastawny made the motion to approve #3,000 for line #312, second by Councilperson Sellers, passing on a vote of 5-0. Council President Grooms did not vote. Councilperson Perkins made the motion to allow $36,000 for lines #340, 342, 346, & 348, second by Councilperson Zastawny passing on a vote of 5-0. Council President Grooms did not vote. Councilperson Zastawny made the motion to allow $26,000 in line #363, second by Councilperson Perkins, passing on a vote of 5-0. Council President Grooms did not vote. Councilperson Perkins made the motion to allow $17,000 in line #362, second by Councilperson Sellers, passing on a vote of 5-0. Council 'President Grooms did not vote. Councilperson Perkins made the motion to allow $600 in line #327, second by Councilperson Zastawny, passing on a vote of 5-0. Council President Grooms did not vote. Councilperson Perkins made the motion to allow $500 in line #355, second by Councilperson Zastawny, passing on a vote of 5-0. Council President Grooms did not vote. Councilperson Wilson made the motion to allow $1,710 in line August 10, 2005 3 #372, second by Councilperson Sellers, passing on a vote of 5-0. Council President Grooms did not vote. Councilperson McCauley made the motion to reduce lines #472, 478, & 480 to zero, second by Councilperson Sellers passing on a vote of 5-0. Council President Grooms did not vote. Councilperson Zastawny made the motion to allow overtime the same as this year, second by Councilperson Sellers, passing on a vote of 5-0. Council President Grooms did not vote. Councilperson P~rkins made the motion to approve the budget as changed allowing for a review of overtime and retiree's pay, second by Councilperson Wilson, passing on a vote of 5-0. Council President Grooms did not vote. Councilperson McCauley made the motion to allow $459,497 for Sergeants and $583,488 for Privates, second by Councilperson Perkins, passing on a vote of 5-0. Council President Grooms did not vote. Thursday, August 11, the Council will review the Parks, Vehicle Maintenance, and Sanitation budgets.
