Comprehensive Fiscal Plan
and Annexation Time Line- 2005

Whereas, the collective membership, both Democrat and Republican, of the
Jeffersonville City Council share a common goal. The collective common goal is to
take those actions necessary to ensure that the taxpayers and citizens of Jeffersonville
are best served by government.
Whereas, the Jeffersonville City Council believes that the mayor and all other
elected officials share in that same goal.
Whereas, at this time the Council has raised the issue of whether or not
annexation of properties contiguous might serve this common goal.
Whereas, in order to determine whether annexation is fiscally sound and in the
best interest of both the existing citizens and the potential new citizens it is necessary
that an economical, professional, non-partisan, fair and balanced comprehensive fiscal
plan be prepared. Annexation without such a plan would not serve the best interest of
the taxpayers or citizens.
Whereas, public discourse has been raised implying that the motives' for
annexation are political in nature and tone.
Whereas, the councils' interest in annexation .is not politically motivated.
However, it is important for the maintenance of the integrity of the process to .ensure

the public that mechanisms are in place to assure that any actions taken by the' Council

are timely, orderly and with just cause.
Whereas, the council recognizes that annexation will effect not only those
annexed but the existing taxpaying residents of the city.' The council believes that any
decision regarding annexation should weigh greatest in favor of the existing taxpayers
and citizens of Jeffersonviile. The decision to annex should only be undertaken if there ....
is clear and. convincing evidence that the existing taxpayers will benefit from this
decision.
Be It Resolved That'

The Council requests the Mayor of Jeffersonville contract with and employ e cost
effective, professional, non-partisan financial consultant with documented
experience in the preparation of an annexation fiscal plan in the State of Indiana
which have withstood successfully the challenge of remonstrance or other legal
challenges in Indiana within thirty (30) days of passage of this resolution.
2. The Council believes that it is prudent to forgo any actions upon annexation until
the completion and adoption of the comprehensive plan; provided the plan is
completed within 18 months of passage of this resolution.
3. The Council believes the issue of annexation should be studied concurrently'
with the comprehensive plan update in order to complement the completion of
both tasks.

4'. The Council agrees in consideration of the Mayor contracting and employing a
financial consultant to prepare an annexation fiscal plan that itWill not introduce
nor consider an annexation ordinance until ihe completion and adoption of the
comprehensive plan or before March 1, 2007, whichever occurs first.
5. The Council further agrees that it will not attempt to amend and/or modify this
resolution unless the Mayor concurs.
