COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA April 4, 2005 The Common Council of the City of Jeffersonville, Indiana met in regular session in the Multi-Purpose Meeting Room in the City-County Building, Jeffersonville, Indiana, at 7'30 P.M. on Monday April 4, 2005. Mayor Rob Waiz, with Deputy Clerk Treasurer Barbara Hollis at the desk, called the meeting to order. Also present was City Attorney Les Merkley. Mayor Waiz welcomed all in attendance, asking all those present to stand as Councilperson Wilson gave the invocation. Mayor Waiz then asked all those present to join him in the pledge of allegiance to the flag. The roll was called and those present were; Councilpersons John Perkins, Ed Zastawny, Keith Fetz, Connie Sellers, Barbara Wilson, Ron Grooms, and Phil McCauley. Absent: None Councilperson Perkins made the motion to approve the agenda' as presented, second by Council President Grooms, passing on a vote of 7-0.. Mayor Waiz presented the minutes of the special meeting of March 21, 2005 for approval. Councilperson Wilson made the motion to approve the minutes of as presented, second by Councilperson Perkins, passing on a vote of 7-0. Deputy Clerk Hollis presented the claim list for consideration by the Council. Councilperson Perkins made the motion to approve the claims as presented, seconded by Councilperson Sellers. Councilperson Zastawny expressed concern for a claim to IDAAC, asking if it was political and by invitation only. Mayor Waiz will check. Councilperson Perkins and Councilperson Sellers then amended the motion to include the table of the claim for IDAAC, passing on a vote of 7-0. PUBLIC COMMENT' There was no public comment. AGENDA ITEMS: City Attorney Les Merkley explained Ordinance No. 2005-OR-18, An Ordinance Amending Ordinance No. 2004-OR-56, Construction Site Runoff Control Ordinance. April 4, 2005 Councilperson Perkins made the motion to suspend the rules for Ordinance No. 2005- OR-18, second by Councilperson Fetz, passing on a vote o'f 7-0. CouncilpersOn Perkins then made the motion to pass Ordinance No. 2005-OR-18 on all three readings, second by Councilperson Wilson. City Attorney Merkley explained the Ordinance and discussion followed regarding the permit process. This will be reviewed. Following all discussion, the motion to pass Ordinance No. 2005-OR-18 passed on a vote of 7-0. Council President Grooms distributed a financial update on the Health Insurance Fund. He reviewed the sheet saying it looks good and the fund will probably be OK. Mayor Waiz said last year the fund started out behind $500,000 and the new contract reflects a saving of 16%. This should put the fund in good shape this year. Also the co- pay adjustment should help about $30,000. Council President Grooms has had concerns expressed to him regarding the mandatory mail order for prescriptions. Mayor Waiz said he has contacted Ms. Cindy Orem with Humana for a meeting with Council President Grooms to include local pharmacies. Council President Grooms said he is concerned the prescription business is going out of state and not staying with local pharmacies that pay local taxes. Councilperson Sellers updated the Council on the sewer master plan. She reported R & R Construction has the cOntract for the plan for the sewer system. The report from _ Tetra Tech should be ready soon. CLERK TREASURER COMMENTS' There were no comments. COUNCIL AND MAYOR COMMENTS: Councilperson Perkins noted the annexation committee and council will meet April 15, 2005. Councilperson Perkins also noted the wheel and surtax have been reduced. This will affect the revenue to the City of Jeffersonville in the amount of $200,000 to $250,000. Councilperson Perkins:'will be introducing an Ordinance regarding the sex offender registry as he wants to do something locally that includes a penalty. Councilperson Fetz said the Fire Department has ordered and received some of the air packs. He said Chief Miles is grateful to the Council. Councilperson Fetz is working on a living wage Ordinance and asks the Council for input. There will be a April 4, 2005 public forum this Saturday, at 1'00 o'clock P.M. at Bethel AME Church regarding the Voght Park proposals. Council President Grooms is waiting for financial data from Umbaugh regarding the State Revolving Loan Program. Council President Grooms inquired about the valuation of the Kitchen Kompact properties regarding moving the maintenance garage. Mayor Waiz said he and Council President Grooms need to go there. Council President Grooms said the next workshop with be a social agency exchange. There may be an executive session April 18. He asks the Council to keep open May 21 from 9:00 A,M. to 3'00 P.M. for a Council retreat. Council President Grooms said last Saturday he had the privilege and honor to present a check for $500 from the Council of Arts of Southern Indian to Jeffersonville High School senior Adrienne Molnar. He thanks Mayor Waiz for asking him to do this. Councilperson McCauley noted Jeffersonville native Ms. Sara Gettlefinger has a lead role in a Broadway play.
