COMMON COUNCIL OF THE CITY
OF JEFFERSONVILLE, INDIANA
OCTOBER 18, 1999
The Common Council of the City of Jeffersonville met in regular session in the Multi-Purpose
Meeting Room in the City-County Building, Jeffersonville, Indiana, at 7:00 P.M. on the 18th day of
October, 1999.
The meeting was called to order by Mayor Thomas R. Galligan, with Deputy Clerk Barbara
Hollis at the desk. Mayor Galligan welcomed all in attendance, asking all those present to stand as
Council President Conlin gave the invocation. Mayor Galligan asked all those present to join him in
the pledge of allegiance to the flag.
The roll was called and those present were Councilpersons John Perkins, Ron Ellis, Peggy
Knight Wilder, Barbara Wilson, and Vicki Conlin.
Absent: Councilpersons Donna M. Frantz and Andrew Williams III.
Mayor Galligan presented the minutes of the meeting of October 4, 1999 for consideration
by the Council. Councilperson Wilson made the motion to approve the minutes as presented,
seconded by Councilperson Ellis and carried unanimously.
Deputy Clerk Hollis presented the claim list for consideration by the Council, explaining one
additional claim. Following all discussion, Councilperson Ellis made the motion to approve the claims
as presented as well as the additional, seconded by Councilperson Wilson, passing unanimously.
Mr. Charles K. White stated his appreciation for the traffic control work the Police did for
a recent high school band festival.
Councilperson Andrew Williams IH arrives at 7:10 P.M.
Mr. Ernest W. (Bill) Smith, an amateur historical investigator, appeared before the Council
inthe character of Davis Floyd, friend of Lewis & Clark. Mr. Smith's presentation is to make area
residents aware of the need to be prepared to celebrate the 200 anniversary of the Lewis & Clark
Expedition, encouraging the completion of the Ohio River CJreenway connecting Jeffersonville
Clarksville and New Albany. Mr. Smith is available to answer any questions.
Council President Conlin read aloud Ordinance No. 99-OR-59, An Ordinance Approving The

1999 Jeffersonville Professional Firefighters I.A.F.F. Local 558 Contract. Deputy Mayor Phil
McCauley explained this contract contains the same economic cost as the contract with the Fraternal
Order of Police. Council President Conlin recognized those officers that worked on the contract.
Council President Conlin then made the motion to suspend the rules for Ordinance No. 99-OR-59
seconded by Councilperson Wilder, passing unanimously. Council President Conlin then made thc
motion to pass Ordinance No. 99-OR-59 on all three readings, seconded by Councilperson Wilder
passing on the following roll call vote:
Ayes: Councilpersons Perkins, Ellis, Conlin, Wilder, Wilson, and Williams.
Nays: None.
Ordinance No. 99-OR-56, An Ordinance Transferring Certain Funds Within Same Departmen
(City Engineer) was presented for the third and final reading. Councilperson Williams made the
motion to pass Ordinance No. 99-OR-56 on the third and final reading, seconded by Council
President Coniin, passing unanimously.
Ordinance No. 99-OR-57, An Ordinance Transferring Certain Funds Within Same Department
(Motor Vehicle) was presented for the third and final reading. Councilperson Perkins made the
motion to pass Ordinance No. 99-OR-57 on the third and final reading, seconded by Councilperson
Ellis, passing unanimously.
Ordinance No. 99-OR-60, An Ordinance Transferring Certain funds Within Same Department
(Clerk and Treasurer) was presented for consideration. Councilperson Perkins made the motion to
suspend the rules for Ordinance No. 99-OR-60, seconded by Councilperson Wilder, passing
unanimously. Couneilperson Perkins then made the motion to pass Ordinance No. 99-OR-60 on all
three readings, seconded by Councilperson Wilder, passing unanimously.
Council President Conlin presented Ordinance ~'Io. 99-OR-61, An Ordinance Transferring
Certain Funds Within Same Department (Fire Department), explaining the funds will be used to
continue the school education programs. Council President Conlin made the motion to suspend the
rules for Ordinance No. 99-OR-61, seconded by Councilperson Williams, passing unanimously.
Council President Conlin then made the motion to pass Ordinance No. 99-OR-61 on all three
readings, seconded by Councilperson Williams. Councilperson Wilder said her three young children
have been through the programs presented by the Fire Department and she appreciates how much

they have learned and have taught her. The motion to pass on all three readings passed unanimously.
Ordinance No. 99-OR-62, An Ordinance Approving Addendum To Animal Shelter Interlocal
Agreement was presented for consideration. Deputy Mayor McCauley explained this extension is
in the best interest of Jeffersonville and will allow time to show need to all parties involved. The next
meeting of all political entities will be October 28. There is a need for cooperation. Council
President Conlin questioned the possibility of capturing fine revenue for a non-reverting fund.
Attorney Galligan said this would need to be investigated through City Court. Deputy McCauley said
there is a need to show the cost of the operation. Mayor Galligan said there is need for cooperation
from all entities and the extension will help. Deputy McCauley hopes for a new agreement by the end
of this year. Councilperson Perkins made the motion to suspend the rules for Ordinance No. 99-OR-
62, seconded by Council President Conlin, passing unanimously. Councilperson Perkins then made
the motion to pass Ordinance No. 99-OR-62 on all three readings, seconded by Council President
Coulin, passing unanimously.
Deputy Mayor McCauley presented Ordinance No. 99-OR-62, An Ordinance Fixing Basic
Salaries Of Elected Officials Of The City Of Jeffersonville, Indiana For The Year 2000, pointing out
the Ordinance reflects an increase of $750 for the Mayor, Clerk Treasurer, and City Court Judge.
This amount is consistent with the increase given most employees outside of Police and Fire. Council
President Conlin made the motion to pass Ordinance No. 99-OR-63 on the first reading.
Councilperson Perkins is concerned for the Council as he favors and supports a pro rated raise for
the Council. This would be more equitable than what has been done in the past. Council President
Conlin is against a Council raise. Councilperson W'flder said she could support an increase of one half
of the $750. Councilperson Williams seconded the motion to pass Ordinance No. 99-OR-63 on the
first reading. The motion failed on the following roll call vote:
Ayes: Councilpersons Conlin and Williams.
Nays: Councilperson Perkins, Wilder, and Wilson.
Abstain: Councilperson Ellis.
Councilperson Perk/ns made the motion to pass Ordinance No. 99-OR-63 on the first readin
amended to reflect an increase of $375 per Councilperson, seconded by Councilperson Wilde~
passing on a vote of 5-1. Council President Conlin voted against passage.

Ordinance No. 99-OR-58, An Ordinance Amending Certain Portions Of Section 1
Ordinance No. 98-OR-47 (Sewage Department) was presented for the third and final reading.
Councilperson Wilder made the motion to pass Ordinance No. 99-OR-58 on the third and final
reading, seconded by Councilperson Contin, passing on a vote of 4-2. Councilpersons Perkins and
Ellis voted nay.
Council President Conlin reviewed a letter from Wayne Vance requesting IUS Chancellor F.
C. Richardson be given the opportunity to meet with the Council for 10 to 15 minutes at a convenient
time. It is suggested this take place at the next Council meeting. Council President Coniin has
received a request from Jay Ellis for a Council Resolution in support of the Hoosier millennium
Project.
Councilperson Perkins asked what the City policy is for work on private property. Mayor
Galligan explained that sometimes work affects private property. The crews do try to prevent this.
When some work is done on private property, such as grass cutting, the property owner is billed.
CounCllperson Perkins asked if the Cay is doing the earth moving at the Church at 8~ and Springdale.
Attorney Galligan explained this work is being done as a grant match.
Councilperson Ellis commends the Mayor, the Council, and the community members for
bringing the Claysburg Community Center to the ground breading stage. He is proud of what the
community has done.
Councilperson Wilson explained the light display done by the residents of Eastbrook
Subdivision at Christmas. She asks if the Council could help fund the horse and carriage rides which
are provided free to any visitors. Council President Coulin asks that a request letter be presented.
Mayor Galligan reported the sewer office will be opened on Saturday for bill adjustments until
the end of the month. Mayor Galligan then reported the ribbon cutting at Town House Suites was
very nice. This will fill a need in the area. He continued by stating the ground breading for the boys
and girls club is an important stride for the community. He thanks Counc'tlperson Ellis for his
comments. The light poles are going up on Spring Street. There will be a brain storming session on
the Quadrangle this Friday. All interested are invited to attend. There will be an open house on
Saturday at the Quadrangle. Mayor Galligan feels this could be a cornerstone to 10~h Street
development.

There being no further business to come before the Council, Councilperson Perkins made the
motion to adjourn at 8:15 P.M., seconded by Council President Conlin, passing unanimously.

Dear Mayor Galligan:
I am an amateur historical investigator and have developed a lot of credible information about tN
local connection with the Lewis & Clark Expedition. Clark County's first recorder, and later sheriff
was Davis Floyd. Mr. Floyd had a younger brother whose name was Charles Floyd. This Floyd wa
Sgt..Charles Floyd, third in conmnand of the Lewis & Clark Expedition. These two Floyds had a firs
cousin whose name was Nathaniel Pryor. He was Sgt. Nathaniel Pryor, fourth in command of th,
Lewis & Clark Expedition. It also appears that Sgt. Floyd became the first constable in 1801 fo
Clarksvitle Township. Stephen Ambrose says in his best-seller book, Undaunted Courage, that th~
Lewis & Clark Expedition started here in the fall of 1803 when Capt. Meriwether Lewis and Capt
Clark shook hands in Clarksville. The 200"' anniversary of this momentous event will occur injus
over four years. This community needs to be prepared to celebrate this event including th,
completion of the Ohio River Crreenway connecting Jeffersonville, Clarksville and New Albany vi~
the Lewis & Clark Parkway.
I would like to make a 15-minute presentation to the City Council on this subject matter sometim,
