HomeMy WebLinkAbout05-20-02May20, 2002 1 COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA MAY20, 2002 The Common Council of the City of Jeffersonville, Indiana met in regular session in the Multi-Purpose Meeting Room in the City-County Building, Jeffersonville, Indiana at 7:30 F.M.| on the 20th day of May 2002. / The meeting was called to order by Council President Denny Frantz, with Deputy Clerk r lent Barbara Hollis at the desk. President Frantz welcomed all in attendance, asking all those p es to stand as Councilperson Ron Ellis gave the invocation~ President Frantz then asked all dose present to join him in the pledge of allegiance to the flag. The roll was called and those present were; Councilpersons Les Merkley, Ron llis, Denny Frantz, Rob Waiz, Barbara Wilson, and Ron Grooms. Absent: Councilperson Vicki Conlin. Councllperson Merkley made the motion to approve the agenda with the deletio~ of Agenda Item #10, seconded by Councilperson Waiz, passing unanimously. President Frantz presented the minutes of the meeting of May 6, 2002 for considel Iion by the Council. PUBLIC COMMENT: / Ms. Sheila Rockey, a resident of 814 Sharon Drive appeared before the Council allatlonofac ortonher ro ert Ishe regarding a situation she encountered fouowing the inst ' arp P P Y'i did not know she had to have a permit to install a carport. She said she was told by Building/ Commissioner Gavin he did not know if a permit was needed. A complaint was made Cy a resident on 8th Street that was forced to take her carport dowr~ Ms. Rockey has been told sheII~lhas~s to move her carport back 6 inches. She was denied a variance. Her question to the Count' ' when this took effect. Councilperson Ellis explained what he knew of the situa[ior~! Councilperson Merkley said the new code was passed in July of 2001. He also explained the May20,2002 2 Council does not have the authority to grant a variance. Councilperson Waiz promised to ~isit the resident. Ms. Ann Boyer, a resident of 816 Sharon Drive, also appeared before the Couhcil / with the same situation. / Mr. Larry Wilder appeared before the Council, on behalf of the Bi-Centen~il al Committee, to explain the Board of Public Works has approved the requested street closingI for the upcoming celebration. He has been asked to inform the Council there will be overtime lil~elYl ' for the Fire Department, Police Department, Street Department, and Sanitation Department. ?r. Wilder announced a total of $65,500 has been raised for the celebration. The latest donations included Texas Roadhouse - $10,000, Bank One - $5,000, and Bales - $5,000. d re resentm a rou ofc~t~zens from'the Mr. Gary Leavell appeared before the Counc' p ' g g p ' ' [ Claysburg area Mr Leavell presented the results of a community survey regarding the poss.~ble . closing of Greenwood Swimming Pool (attached). He has been told the estimate to repairi the pool is $318,000. He would like to see the pool used this summer. His intent is to inform and|l plead with the Council to fund the pool. He is concerned the pool was not taken care ofprop~erly which is not the fault of the people of Claysburg. Mr. Leavell has concerns for availability of transportation to the Aquatic Center. The Park Board will have to come to the Council| for " al',~a s funding. The one comment Mr. Leavell heard when going door to door was They are y taking something from us". Councilperson Ellis has talked to numerous people that all f¢ el it would be bad to lose the pool. Senator Sipes and Representative Bottorff are looking into funding. Mr. Leavell asks the Council to put this pool on some type of priority. AGENDA ITEMS: Fire Chief Mike Smith appeared before the Council informing them $100,000 in uild / Indiana Funds have been received for the purchase of a fire truck. The intention is to get a duck! close to the Port area. He is close to bidding. He speculates the total cost will be over $400,(~00. Ms. Joan Kemper of Life Springs appeared before the Council to request passag~ of Resolution No. 2002-R-19, A Resolution Of The Jeffersonville Common Council Sponso, lring CDBG Grant For Renovation To Downtown. Councilperson Merkley made the motio[n to approve Resolution No. 2002-R-19, seconded by Councilperson Grooms, passing unanimous Ms. Kathy Hailer appeared before the Council to explain Resolution No. 2002-R-1 Resolution Of The Jeffersonville Common Council Describing Jeffersonville Floating Project And Requesting Funds From The Clark-Floyd Counties Convention And Tc tage dsm May 20, 2002 3 Bureau. There is no cost estimate on the main stage and no decision on fee for se. 1 Councilperson Ellis asks if the Tourism Bureau will help with maintenance. He also asks ii'the· idea does not work will the money need to be refunded. Councilperson Grooms has been leal t° believe there is a barge available for less the one half million. Councilperson Grooms has talked with the Executive Director of the Convention and Tourism Bureau and asked if it was 1 imperative this be passed tonight. He was told the "sooner the better". Councilperson/]~llis would like to see a plan addressing all costs before he can support this Resolution. Councilperson Merkley agrees with Council President Frantz mere! is a need to use Tourism funds as if the City doesn't have a barge or stage the Terrace Lhwn 1 cannot be used. Mr. Guy Tedesco, a member oftbe Convention and Tourism Bureau, explained · Id the Lewis and Clark Bi-Centennial is a three and one half year event. Plans have been d~scusse ! there will be as many as 50,000 tourists in this area that will be looking for an outdoor vehue. There are plans for a "Thunder" type event with the Louisville Orchestra. There may also/l~e a play and an opera that will also need a stage. At the conclusion of all discussion, Councilpe~.son Wilson made the motion to table Resolution No. 2002-R-19 until the next meeting, seconded by Councilperson Ellis, passing unanimously. COUNCIL AND MAYOR COMMENTS: Councilperson Ellis wants to know how to explain to taxpayers in increase in prot erty taxes due to putting money into a barge. Councilperson Wilson invites all to the Concerts In The Park. Councilperson Grooms expressed his concerns for City parking standards. He ques?ns why there is a need to come into code if Compliance was meet when built. Councilperson Grooms presented copies of a letter to the Council from Ms. Marty Fontaine to Ice Hillerl regarding the $1,600,000 that was deposited into Redevelopment without going to the Cit~ or Clerk Treasurer. This is for information only, but does give more meaning to the Resohit~o 1 passed. Councilperson Merkley asked what if the money is not returned by Decembe~ 31. Councilperson Grooms assumes it would be time for an attorney. Councilperson Wilson suggests the Resolution be amended to change the date to now. Box 783 Jeffersonville, Indiana 4713 t To: From: Date: Subject: Rick~Ellio~and the Jeffersonville Park and Recreation Board Jeff~r~le/Clark County NAACP //Gary L)/Leavell, President Q,_~, 2002 Parks Department Five (5) Year Plan for Lansden Park On behalf of the membership of the Jeffersonville Clark County Branch of the NAACP, I am writing you to express our objections to the plans for the He~y Lansden Park. We have received a copy of the plan and are somewhat perplexed by the recommendation proposed in the plan to convert the existing pool to a spray pool. Additionally we have some reservation as to other proposed changes to the Park. Upon reviewing the five-year plan it became apparent that community input into the plan was missing. Therefore, the NAACP initiated its own survey of the residents of the Claysburg area and learned that almost no one was aware of the plan. The results of the survey are indicated below: (See attached) 1. Better than 90% of the respondents want the pool to stay open as it is. 2. 90% felt the pool is a positive benefit to the community. Many of the residents felt that the pool hours need to be extended to 7:30 or 8:00 p.m. (12:00 p.m. to 5:00 p.m.) hours are problematic and during the hottest time of the day. 5. More than 50% of the res!dents Iack transportation to get to the new Aquatic Center. 6. 74% of the respondents indicated that their family would be using the pool. 7. 51% of the respondents indicated that they would not go to the new Aquatic Center. Lansden Park has become the venue of choice for many family, church and community group activities, (family reunions, church picnics and special community events) such as the Claysburg Reunion and Family Day which takes place annually in August. The Parks and Recreation Department's recommendations to install walking/jogging tracks make almost no sense to us. We need more picnic areas and tables to accommodate those using the park. Access to electricity that is centrally located would be very beneficial for vendors and other activities held in the park. There is no Gazebo/stage area or shelter for community concerts, etc. Our recommendations for your consideration for the Lansden Park are: 1. Build a gazebo for public events. 2. Install electrical access for gazebo and for vendors. 3. Existing sidewalks should be repaired this would provide a place for people to walk 4. Build a multipurpose softball field that wold accommodate soccer and football. We are also interested in seeing that the pool area is better utilized by the youth of the community. Swimming parties and special events centered on water sports should be made available to the kids. Events should be age specific. S~vimming lessons for those who have not learned how to swim ~vould be helpful and would encourage more kids to utilize the facility. The NAACP, IDAAC, and SIAAC are willing to work with tl3e Parks Department to make Lansden Park and the swimming pool a safe and fun place for our residents. 2
