RESOLUTION OF THE CITY COUNCIL OF THE CITY OF JEFFERSONVILLE INDIANA,
AUTHORIZING THE SUBMITTAL OF A cO~ FocuS FUND PROPOSAL TO
THE INDIANA DEPARTMENT OF COMMERCE
WHEREAS, the Council of the City of Jeffersonville, Indiana, recognizes the need to stimulate
growth and to maintain a sound economy within its corporate limits; and
WHEREAS, the Housing and Community Development Act of 1974, as amended, authorizes the
Indiana Department of Commerce to provide grants to local units of government to meet the housing
and community development needs of low and moderate income person~) and
YVHEREAS, THE City of Jeffersonville, Indiana, has conducted or will conduct a public hearing prior
to the submission of a proposal to the Indiana Department of Commerce, said public hearing to assess
the housing, public facilities and economic needs of its low and moderate income residents;
NOW, THEREFORE, BE IT RESOLVED by the Council of Jeffersonville, Indiana that:
1. The Mayor is authorized to prepare and submit a proposal for grant funding in the amount of
$500,000.00 to address the construction of improvements for the revitalization of the Greenwood
Apartments Public Housing Development.
Adopted by the City Council of the City of Jeffersonville, Indiana, this ~ day of January

NOTICE OF PUBLIC HEARING
On or about April 2, 2004 the City of Jeffersonville, Indiana, intends to apply to
the Indiana Department of Commerce for a grant from the Department's
Community Focus Fund of the State Community Development Block Grant
(CDBG) program. This program is funded by Title 1 of the federal Housing and
Community Development Act of 1974, as amended. These funds are to be used
for a community development project that will include the following activities:
Revitalization of the Greenwood Apartments Public Housing Development,
consisting of demolition of four residential buildings and a maintenance
building; new off-street parking facilities; realigned access roads; new curb and
gutter; new and improved sidewalks; new playground/tot lot areas; decorative
and security lighting; security fencing; landscaping; and signage. The total
amount of CDBG funds to be requested is $500,000. The amount of CDBG
funds proposed to be used for activities that will benefit low-and moderate-
income persons is $500,000. The City of Jeffersonville also proposes to expend
an estimated $590,000 in non-CDBG funds on the project. These non-CDBG
funds will be derived from the following sources: Jeffersonville Housing
Authority, $590,000.
The City of Jeffersonville will hold a public hearing on January 20, 2004, at
2:00 p.m., in the offices of the Jeffersonville Housing Authority, 206 Eastern
Boulevard, Jeffersonville, Indiana, to provide interested parties an opportunity to
· express their views on the proposed federally fimded CDBG project. Persons
with disabilities or non-English speaking persons who wish to attend the public
hearing and need assistance should contact Sharon Apple, Jeffersonville
Housing Authority, 206 Eastern Boulevard, Jeffersonville, Indiana, telephone
(812) 283-3553, not later than 4:30 p.m. on January 16, 2004.
Information related to this project will be available for review prior to the public
hearing as of January 9, 2004 at the offices of the Jeffersonville Housing
Authority located at 206 Eastern Boulevard, Jeffersonville, Indiana, between the
hours of 8:00 a.m. and 4:30 p.m. Interested citizens are invited to provide
comments regarding these issues either at the public hearing or by prior written
statement. Written comments should be submitted to Carroll G. Gowens,
Jeffersonville Housing Authority, 206 Eastern Boulevard, Jeffersonville, Indiana
47130, no later than 4:30 p.m., January 19, 2004, in order to ensure placement of
such comments in the official record of the public hearing proceedings. A plan.
to minimize displacement and provide assistance to those displaced has been
prepared by the Jeffersonville Housing Authority, as the agent of the City of
Jeffersonville, and is also available to the public. The project will result in
displacement of twelve (12) families.
