HomeMy WebLinkAbout1984-R-23RESOLUTION NO. 84-R-~ BE IT RESOLVED by the Common Council of the City of jeffersonville, Indiana, that the positions of Mayor and Clerk- Treasurer are authorized to serve as agents to respond concerning creditable service for the Public Employees' Retirement Fund. The Mayor and Clerk-Treasurer may act jointly or in making the necessary responses. While we have had a satisfactory response from many units, to date we have had no response from your governing body. "TO ALL PERF EMPLOYERS: It has been our practice to verify the number of years of creditable service for an employee with their em- ployer. The response we receive can create considerable pension lia- bility and cost for the employer. In the past we have accepted a response without really knowing if the individual responding has the authority to do so. It seems unwise to continue with this procedure. We therefore, are asking each employer, by action of its governing body, to authorize an individual(s) to respond to such inquiries. In the future we will accept a response only from an individual who has been previously authorized. (In the case of elected governmental positions, the position rather than the individual may be authorized.) A resolution by your governing authority is the only acceptabie means of granting such authority. We therefore, request your Board to keep on file with us a copy of their minutes covering such a resolution. No response concerning creditable service will be accepted from any other person. We are aware this will take some effort, particularly as changes occur, but the new procedure is the only practical way to protect employers from unknowingly assuming pension liabilities." Please be aware that after September 1, 1984 no further retirement applications can be processed for members of your unit unless the resolution is in our hands. L. H. Earle, II ~4 ~ Executive Secretary ~~'~L ~/ cOUNCIL PROCEEDINGS OF TIlE COMMON COUNCIL OF TtIE CITY OF jEFFERSONVILLE, INDIANA July 2, 1984 The Common Council of the City of jeffersonville met in regular session in the City County Building, in the Clark County Court Room, in jeffersonville, Indiana, on the 2nd day of July, 1984, at 7:30 o'clock P.M. The meeting was called to order by Mayor Dale Orem presiding and Clerk-Treasurer C. Richard Spencer at the desk. Mayor Orem asked all those present to stand and pledge allegianc~ to the flag and welcomed all visitors in attendance. The roll was called and those present were Councilmen Potter, Weidner, Perkins, Waiz, Grooms and Allen., Absent was Councilman Shrewsberry. The minutes of the meeting of June 16, after which Councilman Potter made a motion 1984 were presented to approve and accept the minutes as presented, seconded by unanimously carried. The minutes of a special meeting of June presented after which Councilman Perkins made and accept the minutes as presented, seconded Grooms and unanimously carried. Other business followed. Councilman Weidner and 27, 1984 were a motion to approve by Councilman Mayor Orem'introduced Resolution No. 84-R-23, a Resolution authorizing the Mayor and Clerk-Treasurer to serve as agents to respond to inquiries concerning creditable service for the Public Employees' Retirement Fund. City Attorney Allen Morris address- ed the provisions set out in said Resolution. After general discussion Councilman Perkins made a motion to adopt said Resolution, seconded by Councilman Weidner and passed Other business followed. Councilman Perkins made a motion to adjourn the Session of this meeting at 9:00 o'clock P.M., seconded Councilman Weinder and passed unanimously- DALE unanimously- Executive by OREM, MAYOR ATTEST:
