WHEREAS, WHEREAS, Thomas Jefferson, author of the Declaration of Independence, architect of the City of Jeffersonville, and the third President of the United States insisted that a Bill of Rights be enacted and added to the United States Constitution to guarantee our personal liberties; and a Bill of Rights was introduced in Congress on June 8, 1789 and adopted by the states in December, 1791; and WHEREAS, the First Amendment of the United States Constitution guarantees freedom of speech and freedom of political affilliation as guaranteed to the states by the Fourteenth Amendment to the United States Constitution; BE IT THEREFORE RESOLVED by the Common Council of the City of Jeffersonville as follows: SECTION 1 That all employees of the City of Jeffersonville are hereby guaranteed freedom of expression and freedom of political association including but not limited to the right to seek and hold public office or campaign for or against any person ~seeking public office. SECTION 2 That no employee of the City of Jeffersonville shall be disci-' ' plined, demoted, transferred against their will, or otherwise reprimanded for expressing any opinion regarding any elected or appointed official, provided that said opinion is with- in the confines of the law. SECTION Any elected or appointed official of the City of Jeffersonville that violates the rights of a city employee does so against the will and wishes of the Common Council. Adopted by the Common Council of the City of Jeffersonville, Indiana, this 15th day of November, 1986. MAYOR DALE L.
