COUNCIL PROCEEDINGS OF THE
COMMON COUNCIL OF THE CITY
OF JEFFERSONVILLE, INDIANA
October 20, 2003
The Common Council of the City of Jeffersonville, Indiana met in regular session
in the Multi-Purpose Meeting Room in the City-County Building, Jeffersonville, Indiama,
at 7:30 P.M. on Monday, October 20, 2003.
Mayor Tom Galligan, with Clerk Treasurer Peggy Wilder at the desk, called the
meeting to order. Also present were City Attorney Anne Made Galligan and Deputy
Clerk Barbara Hollis. Mayor Galligan welcomed all in attendance, asking all those
present to stand as Councilperson Ron Grooms gave the invocation. Mayor Galligan then
asked all those present to join him in the pledge of allegiance to the flag.
The roll was called and those present were; Councilpersons Ron Ellis, Les
Merkley, Denny Frantz, Rob Waiz, Barbara Wilson, Ron Grooms, and Vicki Conlin.
Absent: None
Councilperson Ellis made the motion to remove Agenda Item #12, Interlocal
Agreement On Sewer Tap-Ins, second by Councilperson Conlin, passing on a vote of 7-0.
Councilperson Ellis then made the motion to approve the agenda as amended, second by
Councilperson Merkley, passing on a vote of 7-0.
Mayor Galligan presented the minutes of the meeting of October 6, 2003 for
approval. Councilperson Wilson made the motion to approve the minutes, second by
Councilperson Grooms, passing on a vote of 7-0.
Clerk Treasurer Wilder presented the claim list for consideration by the Council.
Clerk Treasurer Wilder presented a claim to Crum's Auction for discussion.
Councilperson Grooms has talked with Mr. Crum and he has agreed to hold the claim
until the next meeting. Following discussion of several claims, Council President Waiz
made the motion to table the claim to Hannnm Wagle & Cline, second by Councilperson
Merkley, passing on a vote of 5-2. Conncilpersons Grooms and Conlin voted nay.
Councilperson Ellis then made the motion to approve the claims as amended, seconded
by Councilperson Conlin, passing on a vote of6-l. Councilperson Grooms voted against
passage.

PUBLIC COMMENT:
Mr. R. Monty Snelling, candidate for Mayor, appeared before the Council to ask
Council President Waiz to accept his proposal that both of them be at the next Sewer
Board Meeting to give input into bids for operations. Mr. Shelling feels this may save the
City from potential law suits. He is trying to help the City and show leadership. Cotmcil
President Waiz said they would have no say in the matter.
AGENDA ITEMS:
Clerk Treasurer Wilder presented Ordinance No. 2003-OR-35, An Ordinance
Transfening Certain Funds Within Same Department (Animal Shelter). This is a request
from Animal Shelter Director Harry Wilder. Council President Waiz made the motion to
pass Ordinance No. 2003-OR-35 on the first reading, second by Councilperson Wilson,
passing on a vote of 6-0-1. Councilperson Conlin abstained.
Clerk Treasurer Wilder presented Ordinance No. 2003-OR-36, An Ordinance Of
Additional Appropriation (Local Roads & Streets), explaining the Resolution to advertise
was passed at the last meeting. Councilperson Ellis made the motion to pass Ordinance
No. 2003-OR-36 on the first reading, second by Councilperson Frantz, passing on a vote
of 7-0.
Ordinance No. 2003-OR-33, An Ordinance Amending Ordinance No. 94-OR-40
And Jeffersonville Municipal Code Chapter 151: Flood Plan Management, was presented
for further passage. Councilperson Conlin made the motion to pass Ordinance No. 2003-
OR-33 on the second and third readings, second by Councilperson Grooms, passing on a
vote of 7-0.
City Attorney Galligan presented Ordinance No. 2003-OR-34, An Ordinance Of
The City of Jeffersonville Authorizing The Issuance Of Sewage Works And Storm Water
Revenue Bonds For The Purpose Of Providing Funds To Pay The Cost Of Certain
Additions, Extensions and Improvements To The Municipal Sewage Works Of Said City,
Providing For The Safeguarding Of The Interests Of The Owners Of Said Bonds, Other
Matters Connected Therewith, Including The Issuance Of Notes In Anticipation Of
Bonds, Inconsistent Herewith, for further consideration. Councilperson Conlin made: the
motion to pass Ordinance No. 2003-OR-34 on the second and third readings, second by

Councilperson Grooms, passing on a vote of 5-2. Councilpersons Merkley and Ellis
voted against passage.
COUNCIL AND MAYOR COMMENTS:
Councilperson Ellis explained he voted against passage of Ordinance No. 2003-
OR-34 on the second and third readings as he felt it should not have passed second and
third at this time. He is in favor of the Ordinance.
Councilperson Wilson reminded all not to forget Halloween Downtown on
Monday, October 27.
Councilperson Grooms said he has talked with Mayor Galligan and Mr. Cram
regarding paying of a claim. Councilperson Grooms feels some responsibility as he was
the author of the Resolution to stop the auction. He asks the Council to consider payment
as it would be unfortunate that Mr. Crum not receive payment for work done.
Councilperson Conlin has received a copy of a letter fi:om Mr. Bob Caudill
regarding the City's refusal to pick up limbs. Following discussion, Mayor Galligan
offered to look into the matter.
Councilperson Ellis received a call fi:om a lady about parking for the Lew!ts &
Clark Celebration for the re-enactors. They have been told they will have to park at the
drive-in and walk. Mayor Galligan said Clarksville is making those arrangements.
Council President Waiz made the motion to move the next Council meeting fi:om
November 3 to November 10, second by Councilperson Ellis, passing on a vote of 7-0.
Mayor Galligan made note of the Lewis and Clark celebration that is going on
now. The dedication of the Thomas Jefferson statute will be Friday at 4:00 P.M. An
actor will portray Thomas Jefferson at Kye's after the dedication. Redevelopment
Director Gayle Robinson told of other activities taking place fi:om 2:00 to 400 P.M. on
Friday. Mayor Galligan said Spring Street is open.

As there was no further business to come before the Council, the meeting was
adjourned 8:10 P.M.
