MINUTES
May 6,2026

PRESENT(VIRTUAL):
CALL TO ORDER Mayor Mike Moore called the meeting to order at 9:31 a.m. in the Mayor's Conference
Room in City Hall. The meeting was held in person and streamed on the City's Website. Andy Crouch,
and Rob Waiz, sat on the board.
APPROVAL OF THE MINUTES: Andy Crouch made the motion to approve the minutes from April 29,
2026. Rob Waiz seconded the motion,vote taken, motion passed, 3-0.
APPROVAL OF PAYROLL: Andy Crouch made the motion to approve the payroll. Rob Waiz seconded
the motion; vote taken, motion passed, 3-0.
OLD BUSINESS:
1. Larry Wallace/Bing Lovan—834 Fulton Street
We are bringing this residence back before board because currently the outstanding fines owed
are $11,668.00, and will be adding another$1,267.00 soon for the last month. We are just not
sure what else to do, says Larry Wallace. Our officers have been informed to have extra patrol
and citing at location due to health and safety issues. Health department needs to get involved.
Drugs are being used and sold at this residence. Resident in rear of this home gets a strong
smell of urine and who knows what else, occupants are non-compliant, says Chief McVoy.
Health Department has been out two times and done nothing, said Bing Lovan, Code
Enforcement. I do not believe there is water at the residence, according to sewer department,
says Larry Wallace. Is Russell or Alice Muncy, or anyone representing Russell or Alice Muncy
here today?Asks Les Merkley Corporation Counsel. Let the record reflect no one is here. We
have photos to place in public record that were taken on Monday, May 4th, 2026. Mr. Wallace
do the pictures accurately depict the conditions of home?Asks Les Merkley. Yes, the do, says
Larry Wallace Building Commissioner. We need a motion to declare property a public nuisance
under 2010-OR-30. If not brought into compliance by Homeowner the City will abate and access
fines, says Les Merkley. So moved, said Andy Crouch, seconded by Rob Waiz, vote taken,
motion carries 3-0.
2. Scott McVoy—Acceptance of bid
Last week we open a bid for vehicle to purchase by Jeffersonville Police Department pending
legal review, we now need approval from board to move forward. Yes, we received a bid from
Coyle Chevrolet for a Chevy Silverado 1500 in the amount of$33,598.50 with trade in allowance
of$15,000.00 being reflected in price, says Les Merkley Corporation Counsel. Andy Crouch
makes motion to accept bid, seconded by Rob Waiz, vote taken, motion carries 3-0.
NEW BUSINESS:
1. Keith Kramer—Excel Excavating—Approval of Road closure
We need to close the road on Town Center Blvd for installation of sanitary sewer line. Start date
will be Monday, May 11, 2026 and will last through May 18, 2026 and we do have detour in
place. Will you be working on the weekend?Says Mayor Moore. No, we fill confident we will
get this completed, says Keith Kramer. Police/Fire are you good with this?Asks Mayor Moore.
Yes, says Scott McVoy Chief of Police, We are good with it, says Shawn Grant Fire Chief. Andy
Crouch makes motion to approve closure, seconded by Rob Waiz, motion carries 3-0.
