CALL TO ORDER: The regular meeting for April 2, 2026, Fire Merit Commission was called to order by
Commissioner McCormick at 6:00 P.M.
ROLL CALL: The roll call was conducted and those present were Commissioners Troy McCormick, Sam Smith,
Thomas Spalding, and Missy Gibson-Scully,
COMMISSION STAFF:
President Union Brad Tetley, Fire Administrative Assistant Ann Langley and Stenographer Cindy Seifert
GUESTS:
Christopher Dickey, Bryan Emerson, Joe Hurt, TJ Kiesler, Alexander Knerr, Kevin Michalak, Kyle Patterson,Joshua
Shepherd-Thompson and Kendal Wiley
MINUTES: Commissioner Smith made the motion to approve the minutes from March 5, 2025, seconded by
Commissioner Gibson-Scully, passes on a vote of 4-0.
APPROVAL OF AGENDA: Commissioner McCormick made the motion to approve the Agenda, seconded by
Commissioner Gibson-Scully, passes on a vote of 4-0.
CLAIMS: No Claims
BUSINESS:
REVIEW OF MERIT RULES
Anne Langley presented an updated version of Jeffersonville Fire Merit Commission Rules and Procedures for
approval. She advised that she took all the revisions of the rules and compiled into one updated document, no
additions have been made. Commissioner Smith made the motion to accept the updated document into the
record, seconded by Commissioner Spalding, passes on a vote of 4-0.
APPROVAL OF 2026 PROMOTIONAL ANNOUNCEMENT
Anne Langley provided the document from IPSP regarding the schedule for promotion testing. Notice of Intent
must be received by Anne at 4pm on July 31, 2026. Written testing will occur September 24, 2026 from 9:30am
to 12:30pm. Tactical Assessment and Oral Interviews will occur October 13`h-16`h. Joe Hurt asked if the criteria
had changed. Anne noted that criteria had not changed, but that ranked personnel do not have to submit
previously required documents. She added that books have been ordered for each station. Commissioner Gibson-
Scully made the motion to approve the dates for promotion process,seconded by Commissioner Spalding, passes
on a vote of 4-0.

FIRE MERIT COMMISSION COMMENTS:
McCormick asked about locations being reserved for applicant testing.Anne assured him that has been taken care
of.
ADJOURNMENT:
With no further business before the Commission, Commissioner McCormick made the motion to ADJOURN,
seconded by Commissioner Smith, passes on a vote of 4-0. Meeting adjourned at 6:06 P.M.
