HomeMy WebLinkAboutRDC March 25, 2026 JEFFERSONVILLE REDEVELOPMENT COMMISSION REGULAR MEETING MINUTES March 25,2026 The Jeffersonville Redevelopment Commission held a Regular Meeting on March 25, 2026 that was called to order at 4:00 pm in the Mayor's Conference Room located at 500 Quartermaster Court, Jeffersonville, Indiana Board Members present: Scott Hawkins,Evan Stoner, Mike Moore, Duard Avery Staff Members present: Redevelopment Director Rob Waiz, Redevelopment Commission Attorney/City Attorney Les Merkley, Grant Administrator DeLynn Campbell, Administrative Assistant/Secretary Theresa Treadway, City Controller Heather Metcalf, City Engineer Andy Crouch Guests: No Guests present CALL TO ORDER Scott Hawkins President called the meeting to order at 4:00 PM APPROVAL OF AGENDA Mr. Stoner made a motion to approve the agenda with Mr. Moore seconding, passing unanimously 4-0. CONSENT REPORTS Minutes: Mr. Stoner made a motion to approve the minutes from February 25, 2026 with Mr. Moore seconding,passing unanimously 4-0. Claims: Mr. Moore made a motion to approve the TIF Claims in the amount of$1,429,687.55 with Mr. Stoner seconding,passing unanimously 4-0. Mr. Stoner made a motion to approve the additional TIF Claim in the amount of$350 with Mr. Moore seconding,passing unanimously 4-0. Mr. Moore made a motion to approve the Redevelopment Operating Claims in the amount of $1,615.88 with Mr. Stoner seconding,passing unanimously 4-0. JTL Ongoing Projects Update: Ohio River Greenway Extension • Contractor is Hall Contracting. JTL providing full-time Construction Administration and Inspection. • Pre-Construction Meeting Scheduled for March 28, 2025. Substantial Completion date is November 1, 2025. Final Completion date is April 1, 2026. • Tree clearing was completed by March 31, 2025 per regulatory permitting requirements. • All demolition activities have been completed. Contractor has finished placing fill and stone base for the trail, rip-rap on the side slopes • Contractor has poured concrete for the trail on the west end of the project (from Riverside Drive to Upland Brewing Company). Contractor poured the curb ramp connection at Riverside Drive. • Contractor completed construction of the decorative retaining walls and the caps on top of the walls. Contractor is sealing the wall and installing stone base in preparation of pouring concrete for the remainder of the trail. • All of the slopes between the trail and the river have been graded and restored with rip- rap or topsoil, seed and erosion control blanket as required. • All of the concrete curb along the rail has been poured. • The concrete trail has been installed 100%. All that remains is the handrail on top of the retaining walls, bollards at the edge of the parking lot between Kingfish/Upland, paving and minor cleanup/restoration. • Awaiting schedule from Contractor for handrail installation. • See following page for drone photos to illustrate construction progress. HWC Engineering Project Update: Charlestown Pike Project • Charlestown Pike Phase 1, from Holman's Lane to Utica Sellersburg Road, curb and gutter installation as well as asphalt widening near the soccer fields at Sarah Drive. Over the next month, work is expected to be focused between Patricia Drive and Williams Crossing with traffic patterns to remain the same with most traffic utilizing Coopers Lane. • Phase 2 Louisville Paving, it is currently getting surface asphalt layered today from King Road to Salem Noble. They are paving King Road to Salem Noble on Charlestown Pike today. Over the next month, work is going to be focused between Red Tail Ridge and King Road. This will consist of some sub-grade treatment and curb and gutter installation. Traffic patterns there are expected to remain the same with all traffic north of King Road utilizing Salem Noble now that it will be paved. NEW BUSINESS Picasso House—Mike Moore—This came to us several months back of different ideas of what to do with this piece of property. I know Evan and Sophia, came to us a year or so ago with some ideas and it's not as easy as you think. It's a very attractive piece of property in the heart of our arts and cultural district. I sat down with a few different groups and came back to ideas that was discussed before but using it for multi-purposes. I met with architects down there a week ago and I think,per Rob we are waiting on them to get back to us, we all met there and redevelopment and I really like the theater idea and there are some aspects to it where it's not just a theater,but they are very successful in our arts building. Mr. Hawkins asking if it is the same group that presented to us before. Yes, and they are actively selling out the venue which is just next door now. Looking at 126 seats at this new location where the seats can be pushed back to open it up in the winter to the Farmer's Market. Rob Waiz even suggested there may be interest from the Comedy Caravan, so I think it's a facility with all the glass exposure right in the heart of the arts and cultural district. I'm on board for that idea, and I think we are pursuing that and hoping to have contract to from the architect to put something together. It is no secret I'm stepping down the end of 2027 and this is something I take personally, so I want to see this project completed and I would love to have it this winter for the farmer's market. As far as the plays are concerned, my goal is for next spring or summer for there to be active plays there and there is karaoke and things the schools may have in interest in. A multipurpose facility. I hope everyone likes that idea, I was really hoping to have something today so we could vote on it. Per DeLynn Campbell, we are pursuing the Ready Lilly grant for this as well, it is a 50/50 match. Per Mr. Stoner, may be a little early,but is this going to be a lease situation or do you know yet? Per Mr. Moore, I do not know until we line out all the details. Everything they presented to you before, I still have some questions,but we haven't gotten that far with it. The Depot was very successful last year with all the variety of events and this can also be used for rained out events scheduled at the Depot to bring inside this facility. It's a perfect venue for multi-purposes, let's take advantage of it. Mr. Stoner states he looks forward to hearing more about it. Kat, our Art's administrator and Andy, City Engineer have been very involved and everyone here, great teamwork. QUESTIONS FOR OR COMMENTS BY EXECUTIVE DIRECTOR Happy to be here BOARD COMMENT Mr. Stoner—Nothing today Mr.Moore—In light of me talking with department heads over the course of the next 22 months left,the last thing I want to do is lay down and sit on my hands. So I'm actively looking for things we can do or fix. Paul Northam, Park Director came to me and said there is a couple of Parks we could do some things to improve them. Allison Brook is a thriving community park and garden that has a small playground area. If we wanted to add additional playground area and equipment to improve this park we are looking around$108K Chapel Lake—having a sign made as you are leaving the park, a quote my dad Charlie Moore use to say"Leave it better than you found it", cost would be approximately$5,900.00 Highland Dog Park—Pergola needs new roof and picnic pavilion needs work, approximately $20K. So work for all of these approximately $135K. Mr. Moore made a motion to approve and not to exceed$135Kfor these improvements with Mr.Avery seconding,passing unanimously 4-0. My door is open, if anybody has some ideas, we are not loaded but, I do think our quality of life in Jeffersonville has never been better, and I want that to always continue. I do not want this redevelopment board to be the band-aid for other departments,but if there are things that we look around and say we could do something here. We can make a difference, I would love to hear that idea. Mr.Avery—We have heard ideas on the arts and cultural district and some really detailed, interesting things, and now those have been fine turned and brought forward. So it looks like those multi usages for that area are going to come together. Mr. Waiz has been working on those,the Mayor and other people have been working on it and it looks like from what I have heard and ideas analyzed and it going to have a lot of various uses and bring a lot more people to the area. Mr. Hawkins—Couple of things, of the projects that were presented for Picasso Point, I liked both of them,but this one was the one that we are pursuing is the one that I would have chosen if I had the wand because I think it gives the most flexibility for the most things to do. It will have a wide use for people and draw more people. The other, and it is a small thing, I didn't know, you talk about having a little bit of money that this would require almost nothing,but a little more research,but I had people approach me and explaining to me,the importance of Jeffersonville to pro wrestling. I had no idea, but knew there was a pro wrestling place here in the Quadrangle. When you look at the superstars,this is a billion-dollar industry. When you look at the people who either got their start or kind of broke in, in Jeffersonville, I had no idea that John Cena started here. They said it is a crime that we do not have some kind of marker that recognizes that an entire industry superstar started in this little bitty place around the side of the Quadrangle. I told them I was going to bring it up and I do not expect any action today,but moving forward I think that's a pretty great idea to recognize like our kind of place in this. Some people are very passionate about pro wrestling and I was kind of taken back about how important we were in this process.
