SANITARY SEWER BOARD
MINUTES OF APRIL 2, 2026
The Sanitary Sewer Board of the City of Jeffersonville, Indiana met in regular session on
Thursday, April 2, 2026, at 3:00 P.M in Jeffersonville City Hall Mayor's Conference Room and via
Zoom. Mayor Moore called the meeting to order at 3:00 P.M. Board Members present are Mike
Moore, Dale Orem and Bill Saegesser. Also present are Utility Director Len Ashack, Assistant
Utility Director Jay Thompson, Board Attorney Les Merkley, Utility Billing Office Manager Elisha
Gibson, City Engineer Andy Crouch, Andy Sucharitakul representing Lochmueller Group, Josh
Darby representing Jacobi Toombs and Lanz, Jorge Lanz and Asset Management Program
Manager/Board Secretary Cindy Seifert.
Board Member Orem made the motion to approve the agenda, second by Board Member
Saegesser, passing on a vote of 3-0.
The minutes of the March 19, 2026, meeting were presented for approval. Board Member
Saegesser made the motion to approve the minutes as presented, second by Board Member
Orem, passing on a vote of 3-0
CONTROLLER'S REPORT
Director Ashack presented the claims list dated April 2, 2026, in the amount of
$1,015,073.65. Board Member Saegesser made the motion to approve the claims list as
presented, second by Board Member Orem, passing on a vote of 3-0
Billing Office Manager Gibson presented the Adjustment Certificate dated March 27, 2026,
in the amount of $-92,859.23 Sewage, $-1,534.86 Drainage and $244.95 Refunds. Board
Member Saegesser, made the motion to approve the Certificate as presented, second by Board
Member Orem, passing on a vote of 3-0.

NEW BUSINESS
Director Ashack presented the NWWTP Final Completion Letter from Lochmueller Group.
At the next meeting the final pay application will be submitted for payment in the amount of
$1,999,996.93. Board Member Saegesser made the motion to accept the Lochmueller Group
letter and accepting the NWWTP Plant Expansion, second by Board Member Orem, passing on
a vote of 3-0
Director Ashack presented a spreadsheet that showed a discrepancy in pay of a Utility
Maintenance Technician and requested an adjustment from $25.63 to $26.66 per hour. Board
Member Saegesser made the motion to approve the recommended merit increase of 4%, second
by Board Member Orem, passing on a vote of 3-0.

ENGINEERING REPORTS
Josh Darby of Jacobi, Toombs and Lanz presented and reviewed Jeffersonville Sewer
Projects Status Report dated April 2, 2026. Noting that the Park Place Sewer project has only
completed 70 feet of the 515 feet in project. JTL is meeting with them next week to review due to
completion date approaching. Mayor Moore asked reasons for slow progress. Darby responded
that it is a deep sewer and soil conditions are not great. Contractor knew the soil conditions due
to the geotechnical report.
Andy Sucharitakul presented and reviewed the Lochmueller Group Engineering Report
dated March 30, 2026.
DEPARTMENT REPORT
Director Ashack reviewed the March 2026 WVVTP Flows report for both facilities and
provided February 2026 Monthly Reports on a flash drive. Director Ashack advised of one new
project, new daycare at Jefferson Ridge.
ATTORNEY COMMENTS - No comments this meeting.
BOARD MEMBER COMMENTS - No comments this meeting.
There being no further business to come before the Board, Board Member Saegesser
made the motion to adjourn at 3:07 P.M., second by Board Member Orem, passing on a vote of
3-0.
