PRESENT(VIRTUAL): Katie Sutter, Pro Media CALL TO ORDER Mayor Mike Moore called the meeting to order at 9:31 a.m. in the Mayor's Conference Room in City Hall. The meeting was held in person and streamed on the City's Website. Andy Crouch and Rob Waiz sat on the board. APPROVAL OF THE MINUTES: Mr. Crouch made the motion to approve the minutes from March 18, 2026, Mr. Waiz seconded the motion; motion passed, 3-0. APPROVAL OF PAYROLL: Mr. Waiz made the motion to approve the payroll. Mr. Crouch seconded the motion; motion passed, 3-0. OLD BUSINESS: Nothing at this time. NEW BUSINESS: 1. Larry Wallace/Kailey Coursey—Hearing on review compliance at 911 Allison Lane Larry Wallace—We have come to an agreement with the homeowner, Mr. Ryan Donnelly. He is to have the property cleaned up within 30 days or the City will hire to have it cleaned up and homeowner's expense. Les Merkley- Is Mr. Donnelly here?Yes, says Mr. Donnelly. Do you agree that within 30 days you will have this property cleaned up to the Building Commissioners code, if not cleaned up to code City will hire the cleaning out, at your expense. Do you agree with this?Asks Mr. Merkley. Yes, I agree, says Mr. Donnelly, Homeowner. We will table this,to keep on track for 30 days. Mr. Donnelly you will need to appear back before this board on April 29, 2026 at 9:30 a.m. if not properly cleaned in compliance with code, said Mr. Merkley. Mr. Crouch makes motion to accept, seconded by Mr. Waiz, motion carries 3-0. 2. Andy Crouch—Deed of Dedication on Ellingsworth Dairy Drive We have been working on this for about 5-6 months to get this completed. Mr. Waiz makes motion to accept, seconded by Mr. Crouch, motion carries 3-0. 3. Kevin Morlan—Approval to submit online request to purchase salt I am requesting approval to submit online request to INDOT to be added to state bid list to purchase 2000 tons of treated salt for 2026-2027 winter season. Once this is submitted we are required to purchase at least 80%of request and can purchase up to 125%. Mr. Waiz makes motion to approve, seconded by Mr. Crouch, motion carries 3-0. 4. Clark Miles—Approval to fill vacant CDL driver position for Sanitation Department I have a vacant CDL driver position due to retirement, I am requesting approval to fill this position. Mr. Crouch makes motion to approve, seconded by Mr. Waiz, motion carries 3-0. 5. Heather Metcalf—Approval to fill vacant Administrative Assistant position in Finance I have a vacant Administrative Assistant position I am requesting approval to fill. Mr. Crouch makes motion to approve, seconded by Mr. Waiz, motion carries 3-0. 6. Mike McCutcheon—Approval to use 6th & Kentucky parking lot at Thunder Supporting Heroes, an organization that takes care of surviving family member of firefighters killed in line of duty, would like to use the parking lot at 6th & Kentucky for Thunder Over Louisville. They do not make any money on this it is they just want the parking for survivors they are working with. Mr.Waiz makes motion to approve, seconded by Mr. Crouch, motion carries 3-0. 7. Kristie Ashcraft—Approval to use parking behind Colston park for Thunder Does the animal shelter still use the parking lot behind Colston Park for Thunder?Asks Mayor Moore. Yes, it is a pretty good fund raiser for us, says Kristie Ashcraft. Let's go ahead and get that approved while we are discussing, says Mayor Moore. Mr. Waiz makes motion to approved, seconded by Mr. Crouch, motion carries 3-0. 8. Scott McVoy—Approval of contract and purchase Matterport for Government I am here requesting approval of contract to purchase a Pro3 and 1 year Matterport for Government and archive app storage.This is to do 3D scans of crime scenes. Mr. Crouch makes motion to approve, seconded by Mr. Waiz, motion carries 3-0. 9. Heather Metcalf—Approval of amendment to contract with Great America We signed original contract a little while back but there was a type on the contract, so this is the updated contract. Mr. Waiz made motion to accept updated contract, seconded by Mr. Crouch, motion carries 3-0. 10. SLB Pipe Solutions—James Underwood—Approval of road closure I am here to request road closure beginning March 26, 2026 through April 2, 2026 for sewer replacement at Youngstown Shopping Center. ATTORNEYS REPORT: I have nothing at this time, states Les Merkley, Corporate Counsel.
