REGULAR MEETING MINUTES
February 25,2026
The Jeffersonville Redevelopment Commission held a Regular Meeting on February 25, 2026
that was called to order at 4:04 pm in the Mayor's Conference Room located at 500
Quartermaster Court, Jeffersonville, Indiana
Board Members present:
Scott Hawkins, Evan Stoner, Mike Moore (by Zoom), Sophia O'Coffey, Duard Avery
Staff Members present:
Redevelopment Director Rob Waiz, Redevelopment Commission Attorney/City Attorney Les
Merkley, Grant Administrator DeLynn Campbell, Administrative Assistant/Secretary Theresa
Treadway, Asst. City Controller Yvonne Dowd, City Engineer Andy Crouch
Guests: Josh Darby with Jacobi, Toombs & Lanz, Chris Gardner with HWC Engineering and

CALL TO ORDER
Scott Hawkins President called the meeting to order at 4:04PM
APPROVAL OF AGENDA
Mr. Stoner made a motion to approve the agenda with Ms. O'Coffey seconding, passing
unanimously by roll call vote 5-0.
CONSENT REPORTS
Minutes:
Mr. Stoner made a motion to approve the minutes from January 28, 2026 with Ms. O'Coffey
seconding,passing unanimously by roll call vote 5-0.
Claims:
Mr. Stoner made a motion to approve the TIF Claims in the amount of $674,291.83 with Ms.
O'Coffey seconding,passing unanimously by roll call vote 5-0.
Mr. Stoner made a motion to approve the Redevelopment Operating Claims in the amount of
$4,154.87 with Ms. O'Coffey seconding,passing unanimously by roll call vote 5-0.
JTL Ongoing Projects Update:
Ohio River Greenway Extension
• Contractor is Hall Contracting. JTL providing full-time Construction Administration
and Inspection.
• Pre-Construction Meeting Scheduled for March 28, 2025. Substantial Completion date
is November 1, 2025. Final Completion date is April 1, 2026.
• Tree clearing was completed by March 31, 2025 per regulatory permitting
requirements.
• All demolition activities have been completed. Contractor has finished placing fill and
stone base for the trail, rip-rap on the side slopes
• Contractor has poured concrete for the trail on the west end of the project (from
Riverside Drive to Upland Brewing Company). Contractor poured the curb ramp
connection at Riverside Drive.
• Contractor completed construction of the decorative retaining walls and the caps on top
of the walls. Contractor is sealing the wall and installing stone base in preparation of
pouring concrete for the remainder of the trail.
• All of the slopes between the trail and the river have been graded and restored with rip-
rap or topsoil, seed and erosion control blanket as required.
• All of the concrete curb along the rail has been poured.
• Contractor installing concrete trail as weather allows. Approximately 245'remains.
• Met with Greenway Commission on 2/23/26 to discuss trailhead signage.
• See following page for construction progress.
• Change Order #4 Ohio River Greenway — Reconstruction of Ramp from Retaining
Wall to Existing Kingfish Boat Dock. Mr. Moore made a motion to approve change
order#4 with Mr. Stoner seconding,passing unanimously on a roll call vote 5-0.
HWC Engineering Project Update:
Charlestown Pike Project
• Chris Gardner—Charlestown Pike Phase 1, MAC has continued progress from 265 to
Utica Sellersburg Road. Storm inlets and adjacent pipes have been completed and next
few weeks they will be constructing and widening the road for curb and gutter
installation.
• Phase 2 Louisville Paving, are currently working from Red Tail Ridge to King Road.
All inlets and pipe connections are completed through this area and the next few weeks
will be spent installing subgrade treatment and preparing for curb and gutter
installation.
• Both projects are keeping pace with their current schedules and no issues present at this
time. Contractors have not indicated recent weather delaying this progress.
NEW BUSINESS
Resolution 2026-R-1 —Les Merkley—This is in reference to the Legacy Shoppes that use to be
Youngstown. This will permit or allow for a UEZ (Urban Enterprise Zone) credit since they are
located in the TIF area. Only City Council can authorize or approve this. This is a
recommendation to City Council to take this action.Mr. Moore made a motion to approve
Resolution 2026-R-1 with Mr. Stoner seconding,passing unanimously 5-0.
QUESTIONS FOR OR COMMENTS BY EXECUTIVE DIRECTOR
We have two properties we would like to sell 4408 Charlestown Pike and 4400 Utica Sellersburg
Rd. After appraisals we are looking around $116,000, an RFP is needed to proceed with these
sells. Mr. Moore made a motion for the RFP to sell these properties with Ms. O'Coffey
seconding,passing unanimously 5-0.
I would also like to seek bids for the resealing of the painted Water Tower by the Art building,
the murals in The Depot and Picasso Point, as a lot of money of spent on these and this will help
maintain them. As well, I want to seek bids on Power washing, clean up, fixing bricks and
resealing sidewalks along Spring Street.
No vote is needed to obtain these bids but great idea by the board.
BOARD COMMENT
Ms. Perkins—Tomorrow night is the Great Chili Cook-off put on by Main Street at 300 Spring,
this is a big fundraiser for them. There will be vendors and individuals making chili this year.
Mr. Avery—No Comment
