REGULAR MEETING
FEBRUARY 10, 2026
The Jeffersonville Police Merit Commission was held on February 10, 2026, at 5:00 P.M. in the
Council Chambers, First Floor, 500 Quartermaster Court,Jeffersonville, Indiana. Those present were
President Jeremy Snelling,Scott Aldridge,James Polk,Joshua Lowery, Mark Foster, Attorney Robert
Bottorff and Patty Rush.
Invocation was given by Jeremy Snelling
APPROVAL OF MINUTES:
President Snelling presented the Minutes from January 13, 2026, asking if there were any
questions,corrections, or comments. Mr. Polk made a motion to approve the Minutes as presented and
seconded by Mr. Lowery. (Mr.Aldridge was late coming in for vote). Voted 4-0
OLD BUSINESS: None
NEW BUSINESS:
Chief Scott McVoy addressed the Commission regarding Promotions. The list needs to be
certified and then names will be read for promotions.
Chief McVoy respectfully submit the following to be promoted in accordance with state statute
and the Jeffersonville Police Department Merit Commission Rules. They are (1) Samuel Moss, (2)
Gregory Seifried and (3) Richard Ashbranner. Mr.Aldridge made a motion to approve the list as
presented and seconded by Mr. Polk. Voted 5-0
Chief McVoy request that Lieutenant Samuel Moss be promoted to the rank of Captain effective
February 18, 2026. Captain Moss will continue to serve in the role as Captain/Chief of Detectives
assigned as Investigations command. Mr. Foster made a motion to approve the request and seconded
by Mr.Aldridge. Voted 5-0
Chief Mcvoy respectfully submit the following names to be promoted in accordance with state
statute and the Jeffersonville Police Department Merit Commission Rules. They are (1)Joshua Mason,
(2)Amber Tharp and (3) Shaune Davis. Mr. Polk made a motion to approve the list as submitted and
seconded by Mr.Aldridge. Voted 5-0
Chief McVoy requested that Sergeant Shaune Davis be promoted to the rank of Lieutenant
effective February 18, 2026. Lieutenant Davis will continue to serve in the role as Lieutenant assigned to
Investigations. Mr.Aldridge made a motion to approve the request and seconded by Mr. Foster.
Voted 5-0
Chief McVoy respectfully submit the following names to be promoted to Sergeant in accordance
with state statue and the Jeffersonville Police Department Merit Commission Rules. They are (1) Kasey
Cunningham (2)Justin Salisbury(3)Andrew Wessel. Mr. Lowery made a motion to approve the list as
presented and seconded by Mr. Polk. Voted 5-0
Chief McVoy recommended that Corporal Kasey Cunningham be promoted to the rank of
Sergeant effective February 18, 2026. Sergeant Cunningham will serve in the role as Sergeant assigned
to Squad 3. Mr. Polk made a motion to approve the request and seconded by Mr. Foster. Voted 5-0
Chief McVoy respectfully submit the following names to be promoted in accordance with state
statute and the Jeffersonville Police Department Merit Commission Rules. They are (1) Patrolman
Thomas Lawson (2) Detective Christopher Beahl (3) Detective Cody Richardson (4) Patrolman Brian
Wyatt. Mr.Aldridge made a motion to approve the list as requested and seconded by Mr. Lowery.
Voted 5-0
Chief McVoy recommended that Patrolman Thomas Lawson be promoted to the rank of
Corporal effective February 18, 2026. Corporal Lawson will serve in the role as Corporal assigned to
Squad 2. Mr.Aldridge made a motion to approve the promotion to Corporal Thomas Lawson and
seconded by Mr. Polk. Voted 5-0
Chief McVoy respectfully submit the next three names to be promoted to Corporal in
accordance with state statue and the Jeffersonville Police Department Merit Commission Rules. They
are (1) Detective Christopher Beahl (2) Detective Cody Richardson (3) Patrolman Brian Wyatt. Mr.
Aldridge made a motion to approve the request and seconded by Mr. Lowery. Voted 5-0
Chief McVoy recommended that Detective Christopher Beahl be promoted to the rank of
Corporal effective February 18, 2026. Corporal Beahl will serve in the role of Detective Corporal
assigned to investigations. Mr. Polk made a motion to approve the request and seconded by Mr.
Wilson. Voted 5-0
Chief McVoy respectfully submit the following names to be promoted to the rank of Corporal in
accordance with state statue and the Jeffersonville Police Department Merit Commission Rules. They
are (1) Detective Cody Richardson (2) Patrolman Brian Wyatt(3) Gage Love. Mr. Polk made a motion to
approve the request and seconded by Mr. Lowery. Voted 5-0
Chief McVoy recommended that Detective Cody Richardson promoted to the rank of Corporal
effective February 18, 2026. Corporal Richardson will serve in the role of Detective Corporal assigned to
investigations. Mr. Polk made a motion to approve the request and seconded by Mr. Lowery.Voted 5-0
Chief McVoy respectfully submit the following names to be promoted to the rank of Corporal
effective March 4, 2026. They are (1) Patrolman Brian Wyatt(2) Gage Love (3)Alex Dalton. Mr.Aldridge
made a motion to accept the list as requested. Mr. Aldridge made a motion to approve the request and
seconded by Mr.Wilson. Voted 5-0
Chief McVoy recommended that Patrolman Brian Wyatt be promoted to the rank of Corporal
effective March 4, 2026. Corporal Brian Wyatt will be assigned to Squad 2. Mr. Aldridge made a motion
to approve the request and seconded by Mr. Polk. Voted 5-0
Chief McVoy advised that for the Inexperienced Officer's List, possible 10 applicants for
interviews on Monday. We hope to have the ceremony for promotions at our meeting in April. This will
be a new experience for our new members.
PUBLIC COMMENTS: None
CLAIMS:
President Snelling presented Invoice #2026-02 in the amount of$100.00 for Patty Rush. Mr.
Polk made a motion to approve the Invoice as presented and seconded by Mr. Aldridge. Voted 5-0
ADJOURNMENT:
Mr. Polk made a motion to adjourn the meeting at 6:05 P.M. and seconded by Mr. Wilson. Our
next meeting will be held on March 10, 2026 at 5:00 P.M.
