MINUTES
February 18, 2026

PRESENT(VIRTUAL):
CALL TO ORDER Rob Waiz Redevelopment Director called the meeting to order at 9:30 a.m. in the
Mayor's Conference Room in City Hall. The meeting was held in person and streamed on the City's
Website. Amy Huffman and Andy Crouch served on the board.
APPROVAL OF THE MINUTES: Mr. Miles made the motion to approve the minutes from February 11,
2026, Mr. Crouch seconded the motion; motion passed, 3-0.
APPROVAL OF PAYROLL: Mr. Crouch made the motion to approve the payroll. Mr. Miles seconded the
motion; motion passed, 3-0.
OLD BUSINESS:
Nothing at this time.
NEW BUSINESS:
1. Kerby Conner—Approval of partial petition to vacate
This request is for approval of a partial petition to vacate portion of an unimproved platted right
of way adjacent to McBride Heights Subdivision (known as Grandview Drive) says Kerby Conner
Attorney. Yes, what you have before you is an unimproved road that was never extended, so by
vacating this it will go to the adjacent homeowners. What this board will be doing is
recommending to move forward for City Council approval, says Les Merkley. Mr. Crouch makes
4 motion to recommend moving forward to City Council for approval, seconded by Mr. Miles,
motion carries 3-0.
2. Josh Darby—Approval of street paving bid
We are here to request approval of 2026 street paving project bid and contract. We received 5
bids, with lowest bid being MAC construction in amount of$1,162,900.00. Mr. Crouch makes
motion to approval contract, seconded by Mr. Miles, motion carries 3-0.
3. Kevin Morlan—Approval of services with Prime AE Group
We are requesting approval of professional service agreement with Prim AE Group for the 2026-
CCMG Project. Mr. Crouch makes motion to approve, seconded by Mr. Miles, motion carries 3-
0.
ATTORNEYS REPORT:
I have nothing at this time, states Les Merkley, Corporate Counsel.
ADJOURNMENT:
With no further business, Mr. Crouch made a motion to adjourn at 9:34 a.m.
