PRESENT(VIRTUAL): Katie Sutter Pro Media CALL TO ORDER Mayor Mike Moore called the meeting to order at 9:30 a.m. in the Mayor's Conference Room in City Hall. The meeting was held in person and streamed on the City's Website. Andy Crouch and Rob Waiz served on the board. APPROVAL OF THE MINUTES: Mr. Crouch made the motion to approve the minutes from January 28, 2026, Mr. Waiz seconded the motion; motion passed, 3-0. APPROVAL OF PAYROLL: Mr. Waiz made the motion to approve the payroll. Mr. Crouch seconded the motion; motion passed, 3-0. OLD BUSINESS: 1. Les Merkley/Larry Wallace—compliance hearing on 834 Fulton Street This matter has come before the board previously and it is a total mess again says Larry Wallace. We will now open a public hearing, is Russell or Alice Muncy or someone representing them in attendance today?Asks Les Merkley, Corporation Counsel. There appearing to be no representative here today, and we have proof of being noticed by certified mail, and also a copy left at the residence of todays meeting date and time. Before you are the pictures of previous violation that was eventually cleaned up, and also,you have pictures showing what the residence looks like as of yesterday, February 3, 2026. Mr. Lovan you took these latest pictures yesterday? Yes, says Bing Lovan code enforcement officer. Mr. Wallace in your professional opinion is this home a nuisance and threat to public health?Yes, it is. My recommendation is to declare this residence as a public nuisance, and in 10 days, but no sooner City will clean up at Homeowner's expense and a lien placed on the home, says Les Merkley. So moved said Rob Waiz, seconded by Andy Crouch, motion carries 3-0. NEW BUSINESS: 1. Scott McVoy—Request for approval for Sgt.Tharp to attend SRO school I am requesting approval for Sgt.Tharp to attend SRO school in Hammond, Indiana, February 16, 2026—February 20, 2026. Mr. Waiz made motion to approve request, seconded by Mr. Crouch, motion carries 3-0. 2. Scott McVoy—Uniform conflict of interest statements Request for approval of Uniform of conflict of Interest form for Drew Lydon. Mr. Crouch makes motion to accept, seconded by Mr. Waiz, motion carries 3-0. 3. Len Ashack—Road closure to replace sewer We need to close Market St, detour will be up Brighton Av., to East Park Place, to Jackson, and back to East Market. We are closing to replace sewer that is going to collapse. Work will be Monday, February 9th from 7:00 a.m.to 5:00 p.m. Mr. Crouch makes motion to approve closure, seconded by Mr. Waiz, motion carries 3-0. ATTORNEYS REPORT: I have one thing, in the benefit section of our employee handbook in weather section we are making a change to call in during a storm for essential employees during State of Emergencies.
