January 8, 2026
CALL TO ORDER: The regular meeting for January 8, 2026, Fire Merit Commission was called to order by
Commissioner McCormick at 6:00 P.M.
ROLL CALL: The roll call was conducted and those present were Commissioners Troy McCormick, Donovan Sims,
Sam Smith,Thomas Spalding, and Missy Gibson-Scully.
COMMISSION STAFF:
Fire Merit Commission Counsel Zach Stewart, Deputy Fire Chief Jason Sharp, Administrative Assistant Anne
Langley and Stenographer Cindy Seifert
MINUTES: Commissioner Sims made the motion to approve the minutes from December 4, 2025, seconded by
Commissioner Spalding, passes on a vote of 5-0.
APPROVAL OF AGENDA: Commissioner Gibson-Scully made the motion to approve the Agenda, seconded by
Commissioner Sims, passes on a vote of 5-0.
CLAIMS: None
OLD BUSINESS:
UPDATE ON EXPERIENCED FIREFIGHTER LIST
Attorney Stewart advised that due to the holidays, the meeting between City Human Resources, Fire
Administration, Fire Union and IPSP has not yet occurred. At the next meeting, there will need to be a Public
Hearing,to allow for public comments on the change to the Fire Merit Rules.
NEW BUSINESS:
ELECTION OF OFFICERS FOR 2026(PRESIDENT;VICE-PRESIDENT AND SECRETARY)
Commissioner McCormick made the motion to reappoint the same officers for 2026 with Troy McCormick as
President, Thomas Spalding as Vice-President and Sam Smith as Secretary, seconded by Commissioner Sims,
passes on a vote of 5-0.
ATTORNEY REPORT: Attorney Stewart advised that a request has been presented to the City Council to update
the payment schedule for Commission Members/Staff. The changes, if approved will allow for Commissioners to
be paid for extra meetings and interview days. Anne Langley advised that the change was approved on the first
and second readings and will be presented for third reading at the next City Council Meeting. Attorney Stewart
explained to the Commissioners that this is a big year with the Hiring Eligibility process, the new Experienced
Firefighter process, and the Promotions process. There will be a lot of extra days of service that all members are
4 needed to participate.

REPORT ADMINISTRATION: Deputy Chief Sharp wished the Commissioners a Happy New Year and echoed
Attorney Stewarts mention of a very busy year for the Commission.
FIRE MERIT COMMISSION COMMENTS: No Comments
ADJOURNMENT:
With no further business before the Commission, Commissioner Gibson-Scully made the motion to ADJOURN,
seconded by Commissioner Smith, a vote of 5-0. Meeting adjourned at 6:10 P.M.
