REGULAR MEETING MINUTES
December 17, 2025
The Jeffersonville Redevelopment Commission held a Regular Meeting on December 17, 2025
that was called to order at 4:00 pm in the Mayor's Conference Room located at 500
Quartermaster Court, Jeffersonville, Indiana
Board Members present:
Mike Moore, Sophia O'Coffey, Duard Avery
Staff Members present:
Redevelopment Director Rob Waiz, Redevelopment Commission Attorney/City Attorney Les
Merkley, Grant Administrator DeLynn Campbell, Administrative Assistant/Secretary Theresa
Treadway, City Engineer Andy Crouch
Guests: Josh Darby with Jacobi, Toombs & Lanz, Kevin Daeger and Paul Lincks with HWC
Engineering, Bob Stein with United Consulting, Keeley Stengel and Tyler Lewandowski with
Temple and Temple.
CALL TO ORDER
Sophia O'Coffey Vice President called the meeting to order at 4:00PM
APPROVAL OF AGENDA
Mr. Moore made a motion to approve the agenda with Mr. Avery seconding, passing
unanimously 3-0.
CONSENT REPORTS
Minutes:
Mr. Avery made a motion to approve the minutes from November 18, 2025 with Mr. Moore
seconding,passing unanimously 3-0.
Claims:
Mr. Moore made a motion to approve the TIF Claims in the amount of$1,002,632.80 with Mr.
Avery seconding,passing unanimously 3-0.
Mr. Moore made a motion to approve the Redevelopment Operating Claims in the amount of
$3,756.05 with Mr. Avery seconding,passing unanimously 3-0.
JTL Ongoing Projects Update:
Ohio River Greenway Extension
• Contractor is Hall Contracting. JTL providing full-time Construction Administration
and Inspection.
• Pre-Construction Meeting Scheduled for March 28, 2025. Substantial Completion date
is November 1, 2025. Final Completion date is April 1, 2026.
• Tree clearing was completed by March 31, 2025 per regulatory permitting
requirements.
• All demolition activities have been completed. Contractor has finished placing fill and
stone base for the trail, rip-rap on the side slopes
• Contractor has poured concrete for the trail on the west end of the project (from
Riverside Drive to Upland Brewing Company). Contractor poured the curb ramp
connection at Riverside Drive.
• Contractor completed construction of the decorative retaining walls and the caps on top
of the walls. Contractor is sealing the wall and installing stone base in preparation of
pouring concrete for the remainder of the trail.
• Construction progress was very slow over the last month due to the inclement
weather. Contractor has been working on placing rip-rap along the slopes between
the trail and the river.
• The Contractor intends to pour concrete for the curbs and the trail in the coming
weeks as weather allows.
HWC Engineering Project Update:
Charlestown Pike Project
• Kevin Daeger—Phase 1 with MAC Construction and Phase 2 with Louisville Paving,
weather has made things difficult since Thanksgiving. No change of traffic plans at this
time. Things will continue as normal after the Holidays permitting weather.
NEW BUSINESS
Site Agreement—Les Merkley This agreement gives site access to property at 214 W. Court
Avenue that Redevelopment owns to perform site investigations. Mr. Moore made a motion to
approve this agreement with Duke with Mr.Avery seconding,passing unanimously 3-0.
Louisville Indiana Railroad Construction Agreement—Andy Crouch This is for the
Charlestown Pike project widening the railroad crossing at Charlestown Pike in the amount of
$69, 375 and Utica Sellersburg Road $61,700. Mr. Moore made a motion to approve
construction agreement with Mr.Avery seconding,passing unanimously 3-0.
2108 E. 10th License Agreement—Rob Waiz Church of God is the current licensee of this
property would like to extend this license agreement until 2029. Fee for 2026 will be $1900,
2027 $2200, 2028 $2500 and then 2029 $2500. Mr. Moore made a motion to approve the
license agreement with Mr.Avery seconding,passing unanimously 3-0.
4400 Utica Sellersburg Road & 4408 Charlestown Pike—Rob Waiz 4400 Utica Sellersburg,
CenterPoint is wanting to purchase part of this property to run utility lines in it. Also this
property and the one at 4408 Charlestown Pike, we would like to get appraisals on and sell these
properties. Mr. Moore made a motion to deny CenterPoint with Mr.Avery seconding,passing
unanimously 3-0. Mr. Moore made a motion to obtain appraisals to sale both properties with
Mr.Avery seconding,passing unanimously 3-0.
QUESTIONS FOR EXECUTIVE DIRECTOR

BOARD COMMENT
Mr. Avery—We are entering a phase and Mayor and Rob are doing a tremendous job with not
knowing what the SB 1 bill is going to effect.
Mr. Moore—2025 brought a year of new challenges but we maneuvered through them. I am
honored to serve on this board. Merry Christmas to all.
Ms. O'Coffey—No Comment
