PRESENT(VIRTUAL): Mayor Mike Moore CALL TO ORDER Mayor Mike Moore called the meeting to order at 9:30 a.m. in the Mayor's Conference Room in City Hall. The meeting was held in person and streamed on the City's Website. Andy Crouch and Rob Waiz served on the board. APPROVAL OF THE MINUTES: Mr. Waiz made the motion to approve the minutes from January 7, 2026, Mr. Crouch seconded the motion; motion passed, 3-0. APPROVAL OF PAYROLL: Mr. Crouch made the motion to approve the payroll. Mr. Waiz seconded the motion; motion passed, 3-0. OLD BUSINESS: Nothing at this time. NEW BUSINESS: 1. Amber Ridings—Approval of Special Events Applications We are requesting approval of the following applications: Norton's Sports Health Cook Kids Triathlon at Jeff Aquatic Center, June 20, 2026 9:00 a.m —12:00 p.m. We are excited about bringing this back to the aquatic center this year. Spring Street Festival—200 block of Spring, April 11, 2026 12:00 p.m.—10:00 p.m. Also, the Alcove will be having a DJ and pop up bar area at the Overlook on day of Thunder. We believe this will push the crowd toward King Fish area and will allow people to be at overlook to watch the air show and be able to hear the music during, says Josh Lynch. I would like to look into the weight restrictions for the overlook, says Mike Moore prior to this event. There will not be any trailers or vehicles on the overlook, says Amber Ridings. Mr. Crouch makes motion to approve applications, seconded by Mr.Waiz, roll call vote taken, motion carries 3-0. 2. Jason Sharp—Conflict of Interest forms I am presenting conflict of interest forms for the following people: Nicholaus Stone, William Meza, Marcus Renn, Sanders Cooper,Jeremy Neff, and David Kaskie. Just need to be accepted by board. Mr. Crouch makes motion to accept forms, seconded by Mr. Waiz, roll call vote taken, motion carries 3-0. 3. Heather Metcalf—Approval for Controller and Assistant Controller to attend conferences We are requesting approval to attend upcoming conferences, it would be for myself and Yvonne Dowd. 3/8-3/12/2026 is ILMCT Institute &Academy, Plainfield, IN, 3/16—3/18/2026 Purdue Road School, West Lafayette, IN, 7/12—7/16/2026 ILMCT Annual/SBOA School, Blue Lick, Michigan City, 8/16—8/19/2026 APT US&C Annual Conference in Grand Rapids, MI where we will be recognized for our certifications we received last year. Mr. Crouch makes motion to approve conferences, seconded by Mr. Waiz, roll call vote taken, motion carries 3-0. 4. Scott McVoy—Approval for PD representative to attend training I am requesting approval to send a representative to Evidence Managing training in Hoover, Alabama at end of January. Mr.Waiz makes motion to approve, seconded by Mr. Crouch, roll call vote taken, motion carries 3-0. 5. Shawn Grant—Approval for Fire Department to attend conferences throughout 2026. 1/13—1/15 Indianapolis, IN, Aerial Vehicle Skills, 1/30-2/1 Plainfield, IN, Indiana Fire Winter School,4/22—4/25 Indianapolis, IN, FDIC, 7/25-7/30 Los Angeles, CA, IAAP Summit, 8/23-8/27 Clearwater, FL, NIOA, 4/5-4/11 Golden, CO, FBI-LEEDA Media Relation, unknown date, Bloomington, IN, Pelham EMT School, October, Xenia, OH, Behaviorial Health &Wellness, 3/13- 3/15 & 3/21-22 Jasper, IN, Fire Officer 1, 3/13 Jasper, IN, ICS 300, 3/21 Jasper, IN, ICS 400, 5/8- 5/2 Goodyear, AZ, FBI— Leeda Media Relation. I have questions about this, says Mayor, Mike Moore, what is the conference withl6 people? It is the FDIC conference where they bring all the new equipment for us to see and things, says Shawn Grant. I am okay with approving all except the out of town conferences, I will need more information on those, says Mayor Moore. 2026 is a promotional year for the fire department, says Jason Sharp. Mr. Waiz makes motion to approve all conferences within Indiana, seconded by Mr. Crouch, roll call vote taken, motion carries 3-0. 6. Brian Smith—Approval of contracts I am requesting approval of two contracts,first one is annual preventative maintenance inspection agreement between City and Electronic Communication Systems for Outdoor warning sirens. I know we have added a couple sirens, will this contract covers the new ones as well?Asks Mayor Moore. Yes,they are included, says Brian Smith. Mr. Crouch makes motion to approve, seconded by Mr. Waiz, roll call vote taken, motion carries 3-0. Second, is service agreement between City and Occupation Medicine Physician to use them for our Occ Med needs. Mr. Crouch makes motion to approve contract, seconded by Mr. Waiz, roll call vote taken, motion carries 3-0. ATTORNEYS REPORT: I have nothing at this time, states Les Merkley, Corporate Counsel.
