HomeMy WebLinkAbout2026-EO-1 EO Implementing Cost-Cutting Measures OFFICE OF THE MAYOR FOR THE CITY OF JEFFERSONVILLE STATE OF INDIANA EXECUTIVE ORDER 2026-EO-1 AN EXECUTIVE ORDER IMPLEMENTING COST-CUTTING MEASURES IN RESPONSE TO EXPECTED FINANCIAL STRAIN CREATED BY REDUCTION OF PROPERTY TAX REVENUE WHEREAS,the City of Jeffersonville is committed to responsible fiscal management and ensuring the efficient allocation of municipal resources; and WHEREAS, the City of Jeffersonville derives most of its funding from property tax revenue; and WHEREAS, Senate Enrolled Act 1 (SEA 1)went into effect whereby among other things, significantly reduces the amount of property tax revenue for the City of Jeffersonville; and WHEREAS, the City of Jeffersonville is expected to lose approximately$5,716,860.00 in property tax revenue over the next three years as result of SEA 1; and WHEREAS, I.C. 36-4-4-3 states the Mayor of the City of Jeffersonville has the statutory authority to exercise the executive powers on behalf of the City and its departments; and WHEREAS, it is necessary to implement pro-active cost-cutting measures in response to the expected reduction in property tax revenue caused by SEA 1; and WHEREAS, cost-cutting measures set forth below are intended to limit and reduce expenditures to protect the City of Jeffersonville's financial sustainability; and NOW, THEREFORE, IT IS ORDERED by the Mayor of Jeffersonville that effective immediately all City Departments and employees shall adhere to the following restrictions: (A) All hiring for new and/or vacant positions in city departments and offices shall be suspended unless the Board of Public Works and Safety deems the position essential and critical to the city's operations. (B) All capital expenditures in excess of $5,000.00 shall have prior approval by the Board of Public Works and Safety; (C) All work-related travel expenditures shall have prior approval by the Board of Public Works and Safety; and (D) All over-time for civilian employees shall have prior approval by the Mayor and the Controller. IT IS FURTHER ORDERED that provisions of any Collective Bargaining Agreement with the City in direct conflict with the aforementioned restrictions shall take precedence. IT IS FURTHER ORDERED that this order shall continue until December 31, 2026 or terminated by the Mayor, whichever occurs first.
