This meeting took place on Monday, November 24th at 5:00pm at the Jeffersonville City Hall in
the Mayor's Conference Room on the 2"d floor. City Attorney was not present. Board Members
present were: Lisa Carter, Evan Stoner, Gus Luckert, Johanna Anderson, Larry Jordan, Stacie
Thompson, Debbie Pait, and Carmen Croudep. Special guest Deidre Collins was also present.
Parks Staff Present: Paul Northam, Amber Ridings, Amber Powell,Tara Young, Olivia Mann,
Daniel Fluhr
Meeting was called to order at 5:00pm est.
President Lisa Carter conducted the meetings agenda.
Approval of Agenda— Member Stoner made the motion to approve the agenda. Member
Croudep seconded. Passed 8-0
Approval of Minutes— Member Stoner made the motion to approve the minutes. Member
Croudep seconded. Passed 8-0
OLD BUSINESS— None
NEW BUSINESS:
Riverstage and Special Events Manager Tara Young began by presenting 3 contracts for the
2026 Riverstage Season.The floor was opened to questions. Member Luckert made a motion to
approve all 3 contracts presented. Member Pait seconded. This passed 8-0.
Next,The Depot Manager, Amber Powell presented an invoice for Amy Yabo for the 2026
season. She also added that we are expanding the Thursday night season to more concerts and
that we would need 1 extra paid person at each show. Amy's rate went up $1,000 per show.
She added the Amy does a really great job and is an excellent asset to Parks. There was positive
feedback and communication regarding Amy and the concert series. Member Luckert made a
motion to approve and Member Thompson seconded. Passed 8-0
Following this Northam presented 4 contracts. The first one was Jones Management for
keeping up Riverstage Lawn down to Kingfish and maintaining vegetation down by the new
Greenway project, and killing vegetation, and adding rip rap from April to October. We will take
over from there. Member Stoner made a motion to approve, and Member Jordan seconded.
Next was Walnut Ridge Contract Big 4 Maintenance clean-up 8 times a year. They take care of
the trees, shrubs, and weeding. Northam mentioned that we had the money in the budget.
Member Pait made the motion to approve, and Member Jordan seconded.
Last was another Walnut Ridge contract for the Riverstage for Spring and Fall Cleanup and
weeding 6 times. Notham added that he is going to talk the Greenspace Manager about taking

this over or if it would be too much for us to do. Member Jordan made the motion to approve
and Member Stoner seconded.
Northam also talked about Lake Management for the Silo Ponds.They will be controlling the
Algae. Member Lucket asked the expected completion date and Northam said he hopes they
are going to start by Spring and be done in the Fall. Member Carter was asking about parking
because the last time we were there it was an access road. She asked if there would be another
entrance. Northam said yes there would be another entrance off Middle Rd. Member Carter
commented that there were snakes back there.
Member Jordan asked about fish in the lakes and Northam answered that yes there are fish
already in there, and Jones Lake Management will take care of that. Once you have 5,000 fish,
you shouldn't have to put any more in. Member Thompson made a motion to approve and
Member Pait seconded.
MANAGER'S REPORT: Young started with giving a recap of Light up Jeff. She said the weather
was great and we 33 entries which made the parade 45 minutes long. Young stated that Say- A-
Tree did a great job with lights, and it was our biggest crowd to date.
Northam updated the board on Wathen Park. New playground is in, roof is done, pavillion had
been painted, and replacing 2 bathroom doors.The Little League project update —dugouts are
complete, and the fencing is about a 6 week project that they have started on. Member Luckert
commented on the picnic table at Wathen. He wanted to know if we were keeping the picnic
tables there, and Northam said yes. Northam then asked Luckert about putting lights on the
pavilion and if we should do that. Member Luckert stated that we should not because it would
attract people. Our park hours are Dawn to Dusk. Luckert also asked about the pond behind
Wathen. Yes, the Parks owns it, but no path to get back there. Member Carter commented that
the ponds in Oak Park, Throckmorton needed some TLC.
Member Stoner added the conversation and asked about the extra parking on Whoerle Rd and
Northam commented back that yes that is what was happening there. Stoner also asked the
estimation of completion of The Little League. Notham commented it would be ready to go be
opening day April 1st
REPORTS AND COMMENTS: Talked about skipping the December Meeting.
PARKS AUTHORITY ATTORNEY REPORT- None
PUBLIC COMENT: Deidre Collins spoke about being born and raised here. Her and her husband
own Wall Street Suites and have TT Collective business. They help small business in the area.
She is looking for ways to be more involved in Park acitivites. Member Stoner thanked Deidre
for her work for our community.
