REGULAR MEETING MINUTES
November 18, 2025
The Jeffersonville Redevelopment Commission held a Regular Meeting on November 18, 2025
that was called to order at 4:05 pm in the Mayor's Conference Room located at 500
Quartermaster Court, Jeffersonville, Indiana
Board Members present:
Scott Hawkins, Evan Stoner, Mike Moore, Sophia O'Coffey, Duard Avery and Teresa Perkins
Staff Members present:
Redevelopment Director Rob Waiz, Redevelopment Commission Attorney/City Attorney Les
Merkley, Grant Administrator DeLynn Campbell, Administrative Assistant/Secretary Theresa
Treadway, City Engineer Andy Crouch
Guests: Josh Darby with Jacobi, Toombs & Lanz, Kevin Daeger and Paul Lincks with HWC
Engineering, Bob Stein with United Consulting, Keeley Stengel and Tyler Lewandowski with
Temple and Temple.
CALL TO ORDER
Scott Hawkins President called the meeting to order at 4:05PM
APPROVAL OF AGENDA
Mr. Moore made a motion to approve the agenda with Ms, O'Coffey seconding, passing
unanimously 4-0.
CONSENT REPORTS
Minutes:
Ms. O'Coffey made a motion to approve the minutes from October 29, 2025 with Mr. Stoner
seconding, with Mr. Hawkins abstaining passing 3-0.
Claims:
Mr. Stoner made a motion to approve the TIF Claims in the amount of$2,068,469.10 with Mr.
Moore seconding, passing unanimously 4-0.
Mr. Stoner made a motion to approve the Redevelopment Operating Claims in the amount of
$1,313.62 with Mr. Moore seconding, passing unanimously 4-0.
JTL Ongoing Projects Update:
Ohio River Greenwav Extension
• Contractor is Hall Contracting. JTL providing full-time Construction Administration
and Inspection.
• Pre-Construction Meeting Scheduled for March 28, 2025. Substantial Completion date
is November 1, 2025. Final Completion date is April 1, 2026.
• Tree clearing was completed by March 31, 2025 per regulatory permitting
requirements.
• All demolition activities have been completed. Contractor has finished placing fill and
stone base for the trail, rip-rap on the side slopes
• Contractor has poured concrete for the trail on the west end of the project (from
Riverside Drive to Upland Brewing Company). Contractor poured the curb ramp
connection at Riverside Drive.
• Contractor completed construction of the decorative retaining walls and the caps on
top of the walls. Contractor is sealing the wall and installing stone base in
preparation of pouring concrete for the remainder of the trail.
• Present change order for restoration of the side slopes in the areas that were cleared
per the change order that was approved at the August meeting.
• Construction progress photos provided.
• Change Order#3 was presented for restoration of cleared area along Riverside Drive,
tree trimming. Mr. Moore made a motion to approve change order #3 with Ms.
O'Coffey seconding,passing unanimously 4-0
HWC Engineering Project Update:
Charlestown Pike Project
• Kevin Daeger—Phase 1 with MAC Construction from Cotton Lane to 265, sidewalks
and curbs have been completed. Paving from 265 to Holman's to be completed by end
of year. MAC will continue working through the winter.
Phase 2 with Louisville Paving, sidewalks from King Road to Salem Noble completed.
They will continue working as weather allows.
OLD BUSINESS
Release of escrowed funds per Resolution 2025-R-17—Les Merkley
This is the final draw of escrowed funds being held at the title company for the above Resolution
for Develop Eastlawn. Mr. Stoner made a mode to approve release of funds pertaining to
Resolution 2025 R-17 with Mr. Moore seconding,passing unanimously 4-0.
QUESTIONS FOR EXECUTIVE DIRECTOR
We need to schedule an Executive Meeting in the next couple of weeks, Theresa will
get with everyone on a date. We have received two proposals for the property at 723
Spring Street and will like to have them presented to the board.

Ms. Perkins—No Comment
Mr. Avery—No Comment
Ms. O'Coffey—No Comment
Mr. Moore—Happy with the way things are looking, Legacy Group is spending millions to
make Youngstown, now the Legacy Shops, look alive again. Nice to see outside investors
investing in the City of Jeff. This is just the tip of the iceberg with things moving in the right
direction with 92% occupied on 10th Street.
Mr. Stoner—Charlestown Pike is a transformative project and change.
Mr. Hawkins—Charlestown Pike is going to be a welcomed change and all will love this when
completed, especially me.
