') JEFFERSONVILLE DATE: 11/10/2025 PUBLIC AR TIME: 5:30 pm START CREATING IDEAS LOCATION: Mayor's Conference Room CALL TO ORDER • Chairperson Freeman welcomed everyone to the meeting and called the meeting to order at 5:39 p.m. • The meeting was held in person at Jeffersonville City Hall, 500 Quartermaster Court, Jeffersonville, Indiana 47130. ATTENDEES • Arts Administrator o Kathleen (Kat) Wang • Chairperson o Kimberly Freeman • Commissioners o Meredith Clipp-Rodriquez (Zoom) o Jackie Hawkins (Zoom) o Dr. Allison Miller (Zoom) o Donna Reed o Amy Semones, Co-Chairperson (Zoom) o Monica Uhl o Perla Zavala ABSENT • Noah Aychby • Secretary o Joanna Peyron GUEST ATTENDEE(S) • Andy Crouch, City Engineer OLD BUSINESS • Approve the October 14, 2024, meeting minutes. o Commissioner Uhl motioned to approve the minutes. o Commissioner Zavala seconded. o The motion to approve October 14, 2024, meeting minutes passed unanimously. • Art Center Studio Contract (Administrator Wang) o The 2026 contracts for studio artists include a $0.20 per square foot rent increase to bring most studios to $0.80 cents per square foot. o Studio 8's cost was very low so the increase will be staggered over the next three years. 1 JEFFERS NVILL DATE: 11/10/2025 PUBLIC AR TIME: 5:30 pm START CREATING IDEAS LOCATION: Mayor's Conference Room o The increased rent would contribute to Redevelopment to pay for utilities while still providing support below market value. o Administrator Wang also outlined new requirements for artists to participate in at least two events per year, volunteer more at the art center, and maintain four open hours per month for their studios with those hours posted in various locations. o All artists agreed to the contracts. NEW BUSINESS • Budget Cuts (Administrator Wang) o Administrator Wang noted a significant budget reduction from $128,000 to $60,000 for the upcoming year, with additional rollover funds expected in March or April. • This year spent $140,000 overall • Administrator Wang is working on creative line items to manage the reduced budget We will be working with Tara (Parks Department) on a "Steamboat Night/Day" which will be supported by the Steamboat Museum instead of the city. o There will be minimal changes to the student art show and the breakfast for honorees. • IUS may not be able to provide scholarships. • The group discussed teaming up with IUS for sports, theater, or music event tickets as gifts. o Administrator Wang noted the Cultural Pass program will remain unchanged, but Fright Fair and the Art Mobile at the Farmer's Market may need adjustments. o The funds from the Operational grant are separate from the budget. • If items submitted by August 26, will likely receive the grant for the next year. • It is a matching grant which we may not be able to match next year without regional development or City Council support. • Those living in Indiana should reach out to their representative and advocate for arts funding in future budgets. o Commissioner Miller suggested keeping an inventory of extra work or funds raised to demonstrate our efforts in case of future budget cuts. 2 JEFFERSONVILLE DATE: 11/10/2025 AMU( AR TIME: 5:30 pm START CREATING IDEAS LOCATION: Mayor's Conference Room There was a suggestion to pivot to more of a resource for the community, and then doing one passion project a year with allocated funds. • 2026 Calendar (Administrator Wang) o Including: • Ongoing efforts to secure funding for the Arts Center, including exploring in-kind donations and grant opportunities. • Continuation of successful programs like Art After Hours and Pearla's Craft Club, emphasizing the importance of promoting the space to increase community engagement. • Potential collaborations with local organizations and schools, as well as the possibility of offering discounted or sponsored space for artists and entrepreneurs. • A draft will be shared at the January 12, 2026 meeting. • Sad News (Administrator Wang) Death of former Commissioner and Chairperson Rosy Callahan • We'd like to talk with the family about getting a piece of art dedicated to her. o In the new year, we could bring in her granddaughter, Emma, to draw something in Rosy's memory and determine how to make that into a piece we could display along with a dedication. • Old Fire House Museum (Administrator Wang) o Redevelopment working with Cool Mountain to develop the museum into a mixed-use space with a performing arts center. • Public Art would have use of the space whenever we needed it. • Light up Jeff (Administrator Wang) o JPAC won't be in the parade this year because the van is undergoing maintenance O Looking for volunteers to help with the art table (4 - 6 p.m.) if available, but Parks has a volunteer assigned. • New Sculptures (Administrator Wang) O These have been installed by the M. Fine building on the way to Fall's Landing. o Ribbon Cutting is planned for December 11, mid-morning. o Residents at M. November 14 - 16 • Some tickets are still available • Sold out for Sunday and close to selling out for other shows o Light-up Jeff: November 22 o Holiday party January 9 o Cool Mountain - Valentine's Day event: February 2026 COMMISSIONER COMMENTS • Kimberly Freeman: Excited to get creative next year considering budget restraints. • Andy Crouch: Meeting with Admin to talk about a possible event related to health. art, and wellness in Southern Indiana. Still fleshing it out and can bring more detail to the next meeting. • Monica Uhl: Curious about the event Andy mentioned. Asked the group to take a moment to remember Rosy. • Perla Zavala: Excited to get creative with repurposing and reducing waste and partnerships with her business and Jeffersonville Public Arts. • Dr. Allison Miller: Fright Fair was a blast and is excited for next year. She's also thankful for the option to attend this meeting virtually especially when traveling or under the weather. • Jackie Hawkins: As a nurse, she offered to help with the health and wellness event. • Amy Semones: No comments • Meredith Clipp-Rodriquez: Can bring left-over stickers from Fright Fair to our next meeting. ADJOURNMENT • Chairperson Uhl motioned to adjourn the meeting. Commissioner Zavala seconded.
