City Attorney was present. Board Members present were: Gus Luckert, Pamela Clark, Debbie Pait, Larry Jordan,Johnna Anderson, and Carmen Croudep via Zoom. Parks Staff Present: Amber Powell, Derrick Wiest, Daniel Fluhr,Tara Young, Olivia Mann, Sara Nord Meeting was called to order at 5:00 PM EST. Since President Carter was unable to attend,Vice President Luckert conducted the meeting's agenda. APPROVAL OF AGENDA- Member Clark made a MOTION to approve the agenda. Member Pait seconded.This passed 6-0. APPROVAL OF MINUTES: Member Anderson made a MOTION to approve the meeting minutes for September. Member Clark seconded. This passed 6-0. OLD BUSINESS: NONE NEW BUSINESS: Riverstage and Special Events Manager,Tara Young, started by presenting three contracts for the 2026 Juneteenth performances.The floor was opened to questions. Member Jordan made a MOTION to approve all Juneteenth contracts for the twenty-twenty-six season. Member Clark seconded. This passed 6-0. Next,the seven contracts were presented to the board by Young for the Riverstage season, excluding Juneteenth. The floor was open to questions. Member Croudep made a MOTION to approve, and member Clark seconded.This passed 6-0. Following this,the Aquatics manager, Olivia Mann, presented a contract for'Slide Guys'that would cover 2027 and 2028 fixes on seals, rebuffing, and maintenance needed for the aquatic center. Manager Mann noted that we've ensured money in the budget to keep things running in safe operating condition for 2026. Member Jordan made a MOTION to approve, and member Croudep seconded. This passed 6- 0. Manager Mann then presented a request to raise the age limit for the Jeff Aquatic Center to sixteen. She notes that both Captain McVoy and Assistant Chief Lynch both approve of the idea. Mann then provided a few examples of situations the pool staff have encountered with young children being dropped off and left at the pool until closing time, stating that this is a liability and safety issue for us. Mann stated that by the age of sixteen,they should have a student ID or license that they can provide. She also states that Jeff High requires an adult to be with a child to enter games hosted there. Member Luckert asked city attorney Merkley if there was any reason why we couldn't enforce this rule. City Attorney Merkley stated, no there's no reason against it and that age is required for them to be there unsupervised. Member Croudep then asked for clarity on the re-entry process, asking if people leave, can they just come back in or would they have to pay? Manager Mann answered that re-entry without payment would apply to season pass holders only. Member Jordan made a MOTION to approve, and member Pait seconded.This motion passed 6-0. Transcribed by Hillary Pacheco on 09.08.25 PWKS ECREP-11,:-;,N Parks Authority Board Meeting 10.20.2025 EnVision and Fieldhouse manager Sara Nord asked if this policy for age should also be adopted for the Fieldhouse and EnVision Center, and perhaps all parks facilities.The board and parks director decided a full discussion for all facilities will be differed to next month's meeting for further discussion, but that the policy could start applying to the Fieldhouse and EnVision now if a motion was formed. A new MOTION was proposed by member Jordan to approve the age limit for the Fieldhouse and EnVision. Member Pait seconded. This passed 6-0. MANAGER'S REPORT: Board members were given a sheet of updates from each manager throughout the department that tells what programs they are currently putting on,what's coming up, and any details about their venue they would like to update the board on, if applicable.The floor was open for questions regarding this rundown report. No questions were asked at this time. DIRECTOR'S REPORT: Director Paul Northam started by going over currently projects in process. Northam notes that Wathen Park is about two to three weeks out from completion, with the pavilion floor, roof, and playground finished.The Little League project is about six to seven weeks from completion,with the fencing being shipped in the first week of November. As for the Silos,things are moving forward, and hopefully, he can share more about that in the next month.The Chapel Disc Golf parking lot is completed, and we will be planting trees towards the end of this week,with some course work to be continued. Northam stated that there are two big events coming up, with Fright Fair at NoCo being this Saturday, and Monday,the 27th being Boo Fest. Member Pait noted that her and member Thompson will be •• present to work the parks authority booth, and she will be bringing some treats for dogs as well.
