MINUTES
November 5, 2025

PRESENT(VIRTUAL):
CALL TO ORDER Mayor Mike Moore called the meeting to order at 9:31 a.m. in the Mayor's Conference
Room in City Hall. The meeting was held in person and streamed on the City's Website. Andy Crouch
and Rob Waiz served on the board.
APPROVAL OF THE MINUTES: Mr. Crouch made the motion to approve the minutes from October 29,
2025, Mr. Waiz seconded the motion; motion passes, 3-0.
APPROVAL OF PAYROLL: Mr. Waiz made the motion to approve the payroll. Mr. Crouch seconded the
motion; motion passes, 3-0.
OLD BUSINESS:
Nothing at this time.
NEW BUSINESS:
1. Les Merkley—Approval of 2026 City Employee Holiday Calendar
There are 18 holidays listed to comply with Police and Fire contracts. We just need approval to
adopt this calendar. We do have one adjustment December 31 should be 2026 not 2025. Mr.
Crouch makes motion to approve calendar with amendment, seconded by Mr. Waiz, motion
passes 3-0.
2. Brian Smith—Approval of contract with Velocity EHS
This is a renewal contract for online MSDS sheets, and we do have money in our budget. Mr.
Crouch makes motion to approve contract, seconded by Mr. Waiz, motion carries 3-0.

3. Brandon Hartfield—Dan Cristiani Excavating—Approval of road closure
Requesting approval of one lane closing on Utica Sellersburg Rd on Thursday, November 6, 2025
to investigate water main going to River Ridge Middle School. This closure will be one of few
needed for this property, closure will be approximately 4-6 hours. Once this is complete we will
need to close again in December for the actual tap in. Is there any way of this being done on a
Saturday?Asks Mayor Moore. Yes, we could do that, says Brandon Hartfield. Can we make it
Saturday, November 8, 2025, 7:00 a.m.—12:00 p.m.? asks Mayor Moore. Yes, we can do that,
says Brandon Hartfield. Mr. Crouch makes motion to approve closure for Saturday, November
8, 2025 from 7:00 a.m.—12:00 p.m., seconded by Mr. Waiz, motion carries 3-0.
4. Angie Weilage—Brown and Brown
We have been working on the insurance package you receive with the City. This is self funded
policy, as always. The rates we received is 11 %2% increase in dental, and a -4.82% decrease in
medical, however, we recommend a rate hold on medical, because it is always better to have a
little padding there. Mr. Crouch makes motion to approve insurance package as presented,
seconded by Mr. Waiz, motion passes 3-0.
ATTORNEYS REPORT:
The most important thing to know about our insurance, is we are staying with UMR and there
are no changes to the employee, says Les Merkley, Corporation Counsel.
ADJOURNMENT:
With no further business, Mr. Crouch made a motion to adjourn at 9:36 a.m.
