HomeMy WebLinkAboutJFMC October 2, 2025 FIRE MERIT COMMISSION OF THE CITY OF JEFFERSONVILLE, INDIANA Regular Meeting City Council Chambers October 2, 2025 CALL TO ORDER: The regular meeting for October 2, 2025, Fire Merit Commission was called to order by Commissioner McCormick at 6:00 P.M. ROLL CALL: The roll call was conducted and those present were Commissioners Troy McCormick, Donovan Sims, Sam Smith, and Thomas Spalding and Missy Gibson-Scully(via Zoom) COMMISSION STAFF: Fire Merit Commission Counsel Zach Stewart, President Union Brad Tetley, Fire Chief Shawn Grant and Stenographer Cindy Seifert GUESTS: Administration Attorney Larry Wilder, Luke Collins, Lorenzo Delk, Rolandan Finch, Joe Hurt, Jeffrey Lovan, Christopher Moore,Justin Raley and Anthony Thomas Due to a voting member attending via Zoom, all voting will be completed by a roll call vote. MINUTES: Commissioner Smith made the motion to approve the minutes from September 4, 2025, seconded by Commissioner Sims,roll-call vote MCCORMICK-Yes,SIMS-Yes,SMITH-Yes,SPALDING-Yes and GIBSON-SCULLY-Yes, passes on a vote of 5-0. APPROVAL OF AGENDA: Commissioner Sims made the motion to approve the Agenda, seconded by Commissioner Spalding, roll-call vote MCCORMICK-Yes,SIMS-Yes,SMITH-Yes,SPALDING-Yes and GIBSON-SCULLY- Yes, passes on a vote of 5-0. CLAIMS: None BUSINESS: NOTICE OF PUBLIC HEARING ON FIRE MERIT RULE AMENDMENT Attorney Stewart advised that Notice had been properly published regarding a Public Hearing to Amend Fire Merit Rules. The proposed Amendment is to remove the requirement of Instructor 1 for Lieutenant, as Fire Officer 1 requires having Instructor 1. Instructor 1 on its own, requires recertification. Page l of 2 Commissioner McCormick made the motion to approve Amendment 2025-01, removing the requirement for the rank of Lieutenant for Instructor 1, seconded by Commissioner Smith, roll-call vote MCCORMICK-Yes, SIMS-Yes, SMITH-Yes, SPALDING-Yes and GIBSON-SCULLY-Yes, passes on a vote of 5-0. NOTICE OF PREFERRED CHARGES AND SCHEDULING HEARING Attorney Stewart advised that he has been made aware of a Notice of Preferred Charges, once charges are received the party is to have a hearing scheduled within 30 days of the date of service. Attorney Stewart asked Mr. Finch if he had obtained counsel, if not he suggested he does so. Mr. Finch advised that he has spoken with an attorney. Attorney Stewart asked Mr. Finch if there was any issue with Larry Wilder, as Attorney Wilder rents office space from Attorney Stewart. If an issue is raised, Attorney Merkley can be requested to fill in as Fire Merit Commission Counsel. Attorney Stewart advised that a Court Reporter will be hired for the hearing. Commissioner McCormick made the motion to schedule the Hearing on Preferred Charges for October 21, 2025 at 6:00pm, seconded by Commissioner Smith, roll-call vote MCCORMICK-Yes, SIMS-Yes, SMITH-Yes, SPALDING- Yes and GIBSON-SCULLY-Yes, passes on a vote of 5-0. ATTORNEY REPORT: Attorney Stewart advised that under the rules,Commissioner's may not attend via Zoom for two meetings in a row. New Commissioner Gibson-Scully advised that after receiving zoom link,that the meeting was meant to be remote. She plans to appear in person for future meetings. REPORT FROM LOCAL 558 UNION: No Report REPORT ADMINISTRATION: Chief Grant thanked Commissioner Smith for attending the graduation for the new Firefighters. FIRE MERIT COMMISSION COMMENTS: No Comments ADJOURNMENT: With no further business before the Commission, Commissioner McCormick made the motion to ADJOURN, seconded by Commissioner Smith, roll-call vote MCCORMICK-Yes, SIMS-Yes, SMITH-Yes, SPALDING-Yes and GIBSON-SCULLY-Yes, passes on a vote of 5-0.
