HomeMy WebLinkAboutRDC September 24, 2025a .JEFFERSONVILLE REDEVELOPMENT COMMISSION REGULAR MEETING MINUTES September 24,2025 The Jeffersonville Redevelopment Commission held a Regular Meeting on September 24, 2025 that was called to order at 4:00 pm in the Mayor's Conference Room located at 500 Quartermaster Court, Jeffersonville, Indiana Board Members present: Scott Hawkins (arrived 4:04) Mike Moore, Sophia O'Coffey, Duard Avery and Teresa Perkins Staff Members present: Redevelopment Director Rob Waiz, Redevelopment Commission Attorney/City Attorney Les Merkley, Grant Administrator DeLynn Campbell, Administrative Assistant/Secretary Theresa Treadway, City Controller Heather Metcalf, City Engineer Andy Crouch and Parks Director, Paul Northam. Guests: Josh Darby with Jacobi, Toombs & Lanz, Kevin Daeger and Chris Gardner with HWC Engineering, Bob Stein with United Consulting, Keeley Stengel with Temple and Temple and Aprile Rickert with Louisville Public Media CALL TO ORDER Ms. O'Coffey Vice President called the meeting to order at 4:00PM APPROVAL OF AGENDA Mr. Moore made a motion to approve the agenda with Mr. Avery seconding, passing unanimously 3-0. CONSENT REPORTS Minutes: Mr. Moore made a motion to approve the minutes from August 27, 2025 with Mr. Avery seconding,passing unanimously 3-0. Claims: Mr. Moore made a motion to approve the TIF Claims in the amount of$2,593,774.66 with Ms. O'Coffey seconding, passing unanimously 3-0. Mr. Moore made a motion to approve the Redevelopment Operating Claims in the amount of $4,396.15 with Ms. O'Coffey seconding, passing unanimously 3-0. JTL Ongoing Projects Update: Ohio River Greenwav Extension • Contractor is Hall Contracting. JTL providing full-time Construction Administration and Inspection. • Pre-Construction Meeting Scheduled for March 28, 2025. Substantial Completion date is November 1, 2025. Final Completion date is April 1, 2026. • Tree clearing was completed by March 31, 2025 per regulatory permitting requirements. • All demolition activities have been completed. Contractor has finished placing fill and stone base for the trail, rip-rap on the side slopes • Contractor has poured concrete for the trail on the west end of the project (from Riverside Drive to Upland Brewing Company). • Contractor continues working on the retaining walls on the east side of the project (behind Kingfish). All piling has been driven. Leveling pads are being poured and forms and reinforcement are being set. Preparing to pour concrete for the walls. • Contractor is working on finish grading and restoration on the west side of the project along the already poured trail behind The Jefferson. Seeded erosion control blankets are being installed on the disturbed areas. • Contractor has been working on clearing of brush along the side slopes per the change order that was approved at the August meeting. • See next page for some construction progress photos. HWC Engineering Project Update: Hike the Pike Project • Chris Gardner -Construction complete, we had a walk through September 16 and the punch list should be completed by end of this week. Ribbon cutting on September 30 at 1:00 pm at Rockingham Way. Charlestown Pike Project • Kevin Daeger—Phase 1 with MAC Construction moving along really well. They are working from Cotton Lane to 265. Phase 2 with Louisville Paving is making progress with the curb and gutter installed and asphalt for widening put into place. The other side of the roadway is currently being constructed. NEW BUSINESS Park Improvements—Paul Northam—Work continues on the Little League Park and Wathen Park and both looking fantastic. In 4-5 weeks the fields at Little League will be regraded so 90% complete on this one. Since getting the bids several months ago, some of the costs have changed and I am here asking for an additional $150K towards finishing up these projects. Mr. Moore made a motion to approve with Mr.Avery seconding,passing unanimously 4-0. QUESTIONS FOR EXECUTIVE DIRECTOR All is good BOARD COMMENT Mr. Avery—With what I am hearing, Jeff is the best place to live and the quality of life it at its best. Ms. O'Coffey—No Comment Mr. Moore—Neighborhood meeting last night at Wathen Park with residents around there. People are happy with all that is going on. The City did receive news today that the IEDC awarded a$20M grant to the Jeffboat project. This was great news to hear and this in in addition to the $6M awarded by the State back in December. Ms. Perkins—Schools are chugging along. We have a ground breaking for the new Founders Point Penguins today, it is needed as Charlestown Elementary has 1100 students this year.
