HomeMy WebLinkAboutJPAC September 8, 2025 IEFFERSONVILLE DATE: 9/8/2025 PUBLIC AR COMMISSION TIME: 5:30 pm STA i CREATING IDEAS LOCATION: Mayor's Conference Room CALL TO ORDER • Chairperson Freeman welcomed everyone to the meeting and called the meeting to order at 5:34 p.m. • The meeting was held in person at Jeffersonville City Hall, 500 Quartermaster Court, Jeffersonville, Indiana 47130. ATTENDEES • Arts Administrator o Kathleen (Kat) Wang • Chairperson o Kimberly Freeman • Commissioners o Noah Aychby o Meredith Clipp-Rodriquez o Jackie Hawkins o Dr. Allison Miller o Amy Semones, Co-Chairperson o Monica Uhl (Zoom) o Perla Zavala • Secretary o Joanna Peyron ABSENT • Donna Reed • Andy Crouch, City Engineer GUEST ATTENDEE(S) • None OLD BUSINESS • Approve the August 11, 2024, meeting minutes. o Commissioner Hawkins motioned to approve the minutes. o Commissioner Zavala seconded. o The motion to approve August 11 , 2024, meeting minutes passed unanimously. • Roof Update (Administrator Wang) o Full replacement of the roof will start in a few weeks. The center experienced additional and significant water damage when roof was removed but not initially replaced due to rain 1 .r 3 .JEFFERSONVILLE DATE: 9/8/2025 PUBLIC AR COMMISSION TIME: 5:30 pm START CREATING IDEAS LOCATION: Mayor's Conference Room o Redevelopment is aware and took photos for an insurance claim o TBD on when will be completed • New Mural for the Front of the Art Center (Administrator Wang) o The Commission voted to proceed with vetting cost for the mural last month o Proposals are going out this month to muralists we already know o Budget varies depending on who we ask • If we use a muralist who we've worked with in the past, we should expect to pay -$4K - $5K • For reference, the daffodil mural cost $7,500; Peyton's mural was $3,500 o Location is the side of the building facing Maker 13 and the only section that's in scope is where the current logo is - not the entire wall. o Ideas from the Commission include: • Something colorful with our name • Incorporate colors from our logo • Painting of a painter painting a painting (artist in work) • Include representation of different art forms • Play off of mural on side wall • Incorporate JPA logo using a stained glass look as a window into the inside of the building • Color and shapes that tie into the design of the building • Too many murals in the area which aren't connected by theme, color or design. Looks sloppy and disjointed. • Background is solid color, our logo as an actual 3-D element • We need to consider access to sidewalk • Would be more expensive • Can ask the artist to create a 3-D effect using shading, etc. • Include "loose criteria": connect to other buildings, use color, but not crazy, incorporate logo/name (potentially as a 3-D element and/or stained glass look) and ask the artists to submit their own ideas o RFP will include a creative brief with parameters asking for 3 designs with different budgets o Artists will receive a $200 stipend for participating • New Mural for Local Business: Peyton's Barricade and Sign Co (Administrator Wang) 2 c,,,,#) JEFFERSONVILLE DATE: 9/8/2025 PUBLIC AR COMMISSION TIME: 5:30 pm ST CREATING IDEAS LOCATION: Mayor's Conference Room • The design is sketched out and will have color added this week NEW BUSINESS • Art Center (Administrator Wang) o Bathrooms have been painted and redone • The smaller one is painted with a peony theme (Indiana state flower) • The other includes black and white outlines of different elements • Same artist for both rooms: Morgan McGill o Rent increasing on studio space • Rent hasn't changed in a long time and was initially low to get artists in space and didn't include expectations to follow- through with contractual agreements • Utility costs, which are paid by Redevelopment, have gone up and current rent is not meeting costs • Rent is now at -$0.27 per square foot with some spaces at $0.50 - $0.70 per sq ft. • Market costs $1 - $1.10 • The plan is to bring up the cost to $0.80 per sq ft and require artists to hold open hours, volunteer at events, and support community work in the center. • Increased by $0.20 for all but not over $0.80 • If the artist doesn't want open hours or volunteer, the rent could increase • We have -10 artists who want to rent space • Newer contracts include an opportunity to renew, then the artist has to show their portfolio to renew • Studio 6 is used by Cool Mountain • We need to ensure it's an active space and getting used • JPAC can post monthly with artists' open hours and promote artist showcases • IAC Grant Update (Administrator Wang) o Received a grant for $8K for operational needs o A match grant of $6K was set aside in grants line item o We will have $17K for operational costs which include: • Employee salary • Costs to fix/update items in building including the sink in kitchen, put up new walls for additional studio space 3 1E FFERSONVILLE DATE: 9/8/2025 11 PUBLIC AR COMMISSION TIME: 5:30 pm STHr< ( CREATING IDEAS LOCATION: Mayor's Conference Room • The funds can't be used for public art/events o The funds will be awarded in Winter for use during fiscal year 2026/2027 o At future meetings, we will talk about projects that have been put on hold • Fright Fair (Administrator Wang) • Using movable walls with some new paint by Studio Artist, Morgan McGill, to make some look spooky o We will borrow items from Parks to create photo opportunities o Vendor market: We will allow vendors to move inside if weather is bad o Plan for a bigger installation next year to include work with Commissioner Aychby • Will find a local author for story development • Allows for more time to plan and stage o Haunted House for kids to build and showcase at event (kindergarten classes) • Reached out to schools nothing back yet o Still waiting on reply from Jeff High to have students dress in character for photo ops • We can rent costumes for students. • Commissioner Semones will check with the Jeff theater group. • Commissioner Hawkins' daughter does theatrical make-up and has a costume that may work. • Commissioner Hawkins e-mailed the Jeff High Theater boosters. • Gay Student Alliance reached out to Chairperson Freeman for other things. She will ask if they want to participate in this event. o Administrator Wang asked if the Commission wanted to hire "show biz kids" from YPAS to stage a Halloween show • 2, 15 min. shows and a kid-friendly dance party • Free to build exposure • We'll have to rent some sound equipment • Commissioner Miller will see if she can source PA equipment. • Commissioner Hawkins also has PA equipment 4 JEFFERSONVILLE DATE: 9/8/2025 PUBLIC AR COMMISSION TIME: 5:30 pm START CREATING IDEAS LOCATION: Mayor's Conference Room • We can use the grass area by the watertower or host inside the Art Center • Michigan Ave will be shut down between Picasso Point (vendor market) & The Depot • The group agreed to pursue this idea o Maker 13 trebuchet idea moved to next year and will be launching witches o Update from Commissioner Zavala on art activity and needs • Play-doh monsters; need play-doh, pipe cleaners & googly eyes • TBD on location; no space in The Depot o Commissioner Zavala has a separate project in the works • Starting on the 1st and 4th Mondays • Will make paper mache bowls on the 1st Monday then color them on the 4th Monday. • December project will be making a "zine" style journal • Notes (Administrator Wang) o October meeting will be held on Tuesday the 14th (city closed on Monday for Indigenous People Day) • Need input on date for 2025 Holiday Party • Set for Friday, Dec 5 • Administrator Wang asked if the Commissioners wanted to hold the JPAC meeting on the same day or keep it on Monday 12/8 • The Commissioners agreed to meet at 5:30 p.m. on Friday, Dec 5 prior to the party • This is Administrator Wang's thank you to all who have helped/supported and shaped this year's art • Upcoming events (Administrator Wang) o Art Mobile at the Farmers Market - 2nd & 4th Saturdays through October 11 (Market goes until Oct 25) o Art After Hours • September 9; rescheduled from August 27 (needle felting) • September 24 • October 22: 4th Friday Event o Louisville Photo biannual art exhibits: • September 5 - November 9: Multiple galleries in Louisville & Southern Indiana • At NoCo on October 10, 5 - 8 p.m. 5 JEFFERSONVILLF DATE: 9/8/2025 PUBLIC AR COMMISSION TIME: 5:30 pm STAr, CREATING IDEAS LOCATION: Mayor's Conference Room • Celebrating local artist, Tresa Megenity • Will move to City Hall on Monday o Steamboat Nights: October 3 - 4 - paper lanterns; Artists by Nature & Light is the name of our section for demonstrating artists o Fright Fair: October 25, 1-7 p.m. o Cool Mountain - Six, the Musical: November 14 - 16 o Light-up Jeff: November 22 COMMISSIONER COMMENTS • Kimberly Freeman: Suggested the Thursday concert series continue later into the fall. • Noah Aychby: Asked when we'll start planning for next year's Fright Fair. o Administrator Wang noted that in December, we'll have a calendar for 2026 and budget and can discuss plans for the year. • Dr. Allison Miller: Continues to be excited about the work of the Commission. • Amy Semones: Is thrilled to be here and to be making a contribution.
