Regular Meeting Minutes
The Common Council of the City of Jeffersonville, Indiana met for the Regular Meeting on September 15,
2025. Council President Stoner along with City Clerk Gill called the meeting to order at 6:00 p.m. The
meeting was open to the public in person as well as live streamed via the City Website using Zoom.
Before starting the invocation Council President Stoner asked for a moment of silence in regards to the
assassination of Charlie Kirk. Councilperson White also asked to add to the moment of silence, to which
he read off a list of other dates and locations of mass shootings in the country (see attachment).
Council President Stoner: "Okay, now that Mr. White is done politicizing that, we're gonna do a moment
of silence for the assassination of Charlie Kirk."
Councilperson White: "I just read out..."
Council President Stoner: "Mr. White, please be quiet."

Council Vice President Burns led the invocation.
PLEDGE OF ALLEGIANCE:
ROLL CALL:
The roll call was conducted by City Clerk Lisa Gill and present in Council Chambers were Councilperson
White, Council Vice President Burns, Councilperson Semones, Council President Stoner, Councilperson
Reed, Councilperson Webb, Councilperson Hawkins, Councilperson Snelling, and Councilperson
Anderson was absent. Let the record reflect that 8 Council Members were present in Council Chambers
and 1 absent.
Daniel Walters, Council Youth Advisor was present for the proceedings.
APPROVAL OF AGENDA:
Council Vice President Burns made a motion to approve the agenda, seconded by Councilperson
Snelling; motion passed, 8-0.
APPROVAL OF MINUTES:
Councilperson Hawkins made a motion to approve the Minutes for Regular Proceedings on 9/2/2025,
seconded by Council Vice President Burns; motion passed, 8-0.
CLAIMS TO APPROVE:

Councilperson Hawkins made a motion to approve the Civil City Claims, seconded by Council Vice

REPORT OF THE CLERK:
Mrs. Gill: "Yes, I just wanted to reiterate that we need to get an email for your youth advocate. I sent an
email and I think maybe counseling needs to pick up that ball and try to, because he's just not getting
the packets and this information."
Councilperson Reed: "I'm happy to take care of that."
Report of the youth Advisor: "I have a couple flyers up here for a financial youth initiative on September
22nd. They're doing "Managing My Money" on October 20th, "Paying for My Wants and Needs" on
November 17th, "My Credit and Spending" on December 8th, and "My Ride on the Financial
Rollercoaster". All these classes are free for the community from 6 until 7. It's at Community Action of
Southern Indiana at 201 East 15th Street,Jeffersonville, Indiana. If you're interested, I have a flyer back
there (see attachment). We're also doing a food drive to help feed local families.The most wanted items
are canned vegetables, beans and soup, rice, pasta, cereal, peanut butter, canned protein, and fruit. It's
at the same place.
UNFINISHED BUSINESS
1. Heather Metcalf (PUBLIC HEARING) 2025-OR-41 Ordinance of Additional Appropriation
Mrs. Metcalf stated she had no changes from the last meeting. Council President Stoner opened
the public hearing at 06:19 PM for anyone who wished to speak for or against the ordinance,
there was no one. Council President Stoner closed the public hearing at 06;20 PM.
4 Councilperson Hawkins made a motion to approve the Ordinance, seconded by Council Vice
President Burns; motion passed, 8-0.
2. Heather Metcalf 2025-OR-42 Ordinance of Transfer Within the Same Department
Mrs. Metcalf said she had no changes from the last meeting. Councilperson Reed stated that she
wanted to clarify that these were not new funds being appropriated, that they were just
transferring from one area to another within the same department.
Council Vice President Burns made a motion to approve the Ordinance, seconded by
Councilperson Reed; motion passed, 8-0.

PUBLIC COMMENTS:

Kelly Khuri: "I really needed to be at the firehouse tonight, but I wanted to come here and express
concern about something. It involves your social media and social media policy. Alice was called a thug
and a liar, Evan, as you know, and I just think that she has validity. She has worth, and no one should be
called a criminal, thug, or a liar for stating something. They may be incorrect in what they say, but
correcting it is one thing."
Councilperson Hawkins: "Kelly, I don't want to cut into your time, so pause for the clock so I'm not
confused. Someone called her these names?"
Mrs. Khuri: "Yeah, I didn't really wanna, Evan, on social media.There was a conversation about Senate
Bill One, and Alice, as always, offered suggestions on how to cut or what you could do."
Council President Stoner: "You're not telling the whole story."
Mrs. Khuri: "I've got it right here, I can happily read it."
Councilperson Hawkins: "I'm sorry I didn't mean to interrupt."
Mrs. Khuri accepts the apology and continues with reading social media post (see attachment).
Mrs. Khuri: "Alice never said she knows how to fix everything, but you gotta admit what she said has
validity. I know she has saved us a tremendous amount of money. I'm speaking of the position I hold out
of Utica. Not only that, we have invested our money wisely, the pittance that we have, and we've
actually earned $10,000 since February. We all have value, we've gotta stop the rhetoric. I've said things
in my 15 years of being in front of people, trying to fix something and do something, and I've learned
something, I've caught myself having to apologize over and over for my tone. I am loud, sometimes I
may be taken as aggressive, with six brothers, two sons, and a husband I want to be heard, and that's
why I raise my voice. But Evan, we want the best—for the youth of today, for this city. I'm not in the city
as you all know. But I want the best for it because my kids went to school here. Scott taught them, I've
come very fond of the place I've lived now for 35, 41 years. Anyway, I just wanted to say that I would
appreciate, if not, you know, but just apologize and try to stop the rhetoric on social media. Anyway,
sorry y'all, I didn't mean to get bent out of shape, thank you."
Kaitlin Blessit; 320 Mary St. Jeffersonville Indiana:
"I just wanted to first say that I really appreciate your moment of silence for Charlie Kirk, and I also
appreciate Mr. White's additions to that moment of silence. I think that they are all tragedies, and they
all deserve that moment of silence. I really appreciate you all, both together, doing that. I want to
piggyback a little bit off of what Alice and Kelly were saying. I have not been perfect on social media,
which is why I have been largely off of it for the past several months, because I find it to be an ugly
place. I do agree that we should all conduct ourselves as respectfully as possible on social media. I want
to call out again, Mr. White, Councilman White, on that same social media post, which I was not
involved in. I just saw it, and I really appreciate your respectful dialogue and explanation of Senate Bill
One, as well as that thoughtful dialogue. I think that we could all benefit from more of that.
Moving on to comments about the financial accounts for health insurance, I find it shocking that, Alice is
actually helping me with my business as well, money sitting there and not knowing about a money
market account or a sweep account where you can get almost 4% back. I know that the city is aware of
those types of accounts, so I am kind of shocked to see that amount of money sitting somewhere
without that return on investment, I think that should be looked at immediately. I didn't even know we
had a free clinic, which I think is absurd. My employees don't get a free clinic on top of the health
insurance I have to provide to them. I think there are some major cuts that need to be looked at, and I
hope you all do that. I also want to note, Mr. Snelling that I really appreciate you bringing up the $1
million spent on fuel. I have wondered about that because, since I moved here in 2021, I have heard,
strictly as rumor, I have nothing to back this up, but it's always been a rumor that I've heard from a few
people that employees are taking fuel for their own personal use and giving it to family and friends. I
hope that you take this opportunity to look at the policies in place to regulate that. Aside from that, I
think that after the many tragedies you have discussed here, we could all use a little more kindness
toward each other, thank you."
James R. McClure Jr.; 1006 Hazelwood Court Clarksville, Indiana:
"As I always begin, all lives matter. I don't honestly believe that anyone in this room has bad intent as far
as the city of Jeffersonville is concerned. All of us want to see the city of Jeffersonville succeed. We may
have differences of opinion, methodology, or ideology on that, but I believe we all want to see the city
succeed. I don't believe any of us want to see our fellow Americans suffer or hurt.
Unfortunately, I have to be the bad guy and remind you all that you work for us. You, Evan, should be
ashamed. You insulted one of your constituents, which is wholly inappropriate and unnecessary. You
owe Alice Butler an apology. All of us should be mindful of our position in the public eye and how we
speak, all of us, and those of you who have the privilege of serving the people of Jeffersonville, work for
us. We are your boss, not the other way around. If you went into a regular business and told your boss,
or if somebody came to your business, Bill if one of your employees insulted you, called you a liar and a
crook, they probably wouldn't work for you for very long. If the job is becoming too difficult for you,
stressful, or hard for you to accept that some people will disagree with you sharply over issues, I
strongly recommend you reevaluate your position or quit. We can find someone else to do the job if it's
too hard for you. Any of you who might think that those of us who happened to be on this side of the
microphone are less qualified or that it's easier for us, Mr. Hawkins. I greatly appreciate the time and
effort all of you put into serving this city. I hope that we can all work together to promote a brighter
future for all of Jeffersonville, all of Clarksville, all of District 71, all of Clark County, all of Indiana, so that
all Hoosiers may prosper and succeed.Thank you very much for your time, and I'll continue to fight,
fight, fight for Hoosier liberty."

• Councilperson White—"I feel like what I'm about to say is a little bit piling on, but I didn't
expect all that. We are all elected here. We all have the ability, when it's our time or when we
are given the floor, to say the things that we have been given the honor to say because we were
elected to be here, and our decorum demands that. Your statement to me, at a minimum,
requires that you apologize. You do not sit in any kind of position to tell me to be quiet when I
have the floor. It's inappropriate, it's contrary to Robert's Rules, and it's not appreciated. I think
it's outside the decorum of this body. I'm demanding an apology now."
Council President Stoner: "Well I'm not giving you the apology."

• Councilperson Semones—"Thank you President Stoner, I believe your comment to Mr. White
was inappropriate and unnecessary. I am very offended by that conduct and I hope that it stops.
I think that all of us here are trying to do our best to serve the city. It can be challenging at
times, and it is important that we conduct ourselves in a way that not only we can be proud of
as individuals, but that makes our city proud of us. I can only speak for myself, but I will
endeavor to do that, and I will encourage others to do so, thank you."
• Councilperson Anderson—Absent
• Councilperson Reed—"I believe that we are all elected officials and that we all represent
different constituency bases that are going to have different things that are important to them
to be said within this council and within these chambers. All of those words are necessary, all of
those words are appreciated. And I think that we have to say that all of those words are
allowed. On an uplifting note, I would like to send congratulations to Maker 13 Youth Link, the
Kentucky Science Center, and META for their$150,000 grant that was announced to provide
STEAM education to 14 of our local schools.They will be receiving electronic Lego kits as well as
robotics and coding kits for 14 of our local schools through traveling IT kits. So it's gonna be
wonderful, it's great, and I just love to see partners within our community working together to
benefit our children. That's all I have."
• Councilperson Webb— No Comment
• Councilperson Hawkins—"In all these exchanges, I did hear a question as I tried to take notes.
One of the questions, as we were rambling through it with our budget committee today, was
about the free clinic. We will have further open-to-the-public budget hearings where we will
discuss all these things. Since we are self-insured, by having a free clinic that reduces our claims,
because we pay all of our claims. At the time when we started the clinic, it was cheaper to have
our own clinic instead of paying the price of going to an emergency room or immediate care. In
the long run, that clinic actually saved money because we weren't paying those higher-cost
claims and it made care affordable to the employees of the City of Jeffersonville. So it wasn't a
free clinic; it was a cost-saving measure, at that time, it did save money. Now it's being
reanalyzed because of the types of claims and how many people are actually using it. They are
making a re-analysis on whether or not we continue the clinic. But we need to be clear that it
wasn't something added on as a benefit—it was a cost-saving measure that reduced the pool of
claims.The more claims we have,the more it affects the rate we pay for the insurance premium
part in addition to our claims. So it was not something in addition, it was something that saved
money. Now it is borderline—is it saving money or not? And we will make that determination on
whether or not to keep it.That was an actual question I heard in all of these exchanges, and I
just thought I would give that answer.That's all I have."

• Council President Stoner—"So there is a lot said, number one, I completely stand by my
comments to you, Mrs. Butler. So an internet thug is someone who uses social media to get
across, you know, a point to attack someone, whatever, and who does not obviously contribute
to the conversation in a positive manner. And the facts that Mrs. Butler likes to get up here and
use, are most of the time incorrect, and I was setting the record straight on that.There is so
much that is said on social media that is completely number one out of bounds, and number
two, completely incorrect. If you wanted to be a part of the solution, you could be a part of the
solution. But I've seen you get in front of this council and I've seen you attack members of this
council, not just on this council, but members of the city, city workers, and city employees, and
when we've attempted to interact with you, what you send back is vitriol. You don't wanna be a
part of the solution, you wanna add fuel to the fire, and I'm sick of it. And I am 110%gonna
stand up for what I believe in and I have every single right to do that. Now, there is a lot said in
this room, outside of this room, and on social media that nobody says anything about, people
that can get slighted, people that can get offended, but for anybody to sit up here and play the
victim card is ridiculous. Now, what I was gonna do today was make a statement about the
terrible act of political violence that we all witnessed, and nobody in their right mind would ever
try to balance or try to compare acts of violence. Whether it's an act of political violence,
whether it's a school shooting, whether it's any sort of violence, nobody in their right mind
would say that any of those are more important than the others. All acts of political violence are
horrible, all mass shootings are terrible. But I started, I learned about Charlie Kirk 10 years ago
when I was a freshman at Hanover College. I barely ever agreed with anything that Charlie Kirk
said, but I would absolutely defend his right to have his viewpoint and to be able to say what he
believes. And I thought it was absolutely shameful to see the way some people in our country
responded to his murder, and I will make sure that I share my viewpoint on it. But for anybody
to get up here and act like they are completely free of any sort of going out and spreading
misinformation is ridiculous. If you want to be a part of the solution, you absolutely could be,
but going and spreading misinformation on social media, and it's not just Mrs. Butler and it's not
just other people that spoke tonight, but there is a lot of incorrect information on social media."

opened fire in the Windom neighborhood through the
August Minneapolis, windows of the Church of the Annunciation at the

whom were children. The shooter then committed
suicide.[9]
2025 Anaconda shooting: A man is suspected of
August Anaconda, opening fire at a bar next door to where he lived,

2025 Midtown Manhattan shooting: A man opened
fire inside 345 Park Avenue in Midtown Manhattan,
killing a police officer and a woman before "spraying"
the lobby of the building with gunfire. He then shot a
security officer hiding behind a security desk and
July 28, New York another man in the lobby, took an elevator to the 33rd

perpetrator were killed, and another man was

2025 Lexington shootings: A man shot a state trooper
near Blue Grass Airport during a traffic stop before
July 13, Lexington, [n 1] hijacking a vehicle and driving to a church where he

men. Responding officers shot and killed the man at
the church.[13l
2025 Chicago shooting: A drive-by shooting occurred
July 2, Chicago, 4 14 18 outside a restaurant holding a rapper's album release
2025 Illinois party in the River North neighborhood. Four people
were killed and 14 were hospitalized.[141
2025 Florida State University shooting: A gunman
April 17, Tallahassee, opened fire at Florida State University, killing two
225 Florida 2 6[n 1] 8 people and injuring five others, before being shot and
injured by police. A 20-year-old student was arrested.

2025 Fredericksburg shooting: During an illegal gun
Spotsylvania sale in a neighborhood south of Fredericksburg, four
April 8, [n 1] teen suspects opened fire, killing three and injuring
2025 VC�g nia unty, 3 3 6 two others. A witness to the robbery opened fire on
one of the suspects, wounding a 16-year-old suspect.

UPMC Memorial Hospital shooting: A man opened
Shiloh, n fire at the UPMC Memorial Hospital, killing a police
Februarye, 202 Pennsylvaniailoh, 2[ 1] 5 7 officer and injuring five others, before police killed
2him. One other person was injured while trying to
escape the hospital.[18l
2025 New Orleans truck attack: After a Texas man,
who was inspired by the Islamic State, drove a rented
truck through Bourbon Street in the French Quarter
January New neighborhood to kill fourteen people and injure
1[n 2] several dozen others with the truck during the New
1, 2025 Orleans, [n 1] 5 6 Year's celebrations, he crashed into a crane, exited
Louisiana the vehicle and opened fire, striking five people,
including two officers, before he was fatally shot by

Tuskegee University shooting: During the
100th homecoming week celebration at
Tuskegee, Tuskegee University, a man opened fire
November 10, 2024 Alabama 1 12 13 on campus, killing an unaffiliated teen and
wounding twelve others, including
students. Four others suffered non-
gunfire-related injuries.[24]
2024 Duluth, Minnesota shootings: A man
November 7, 2024 Duluth, 5[n 1] 4 9 killed four of his family members after
Minnesota travelling to two homes and injured four
others before he killed himself.[25]
2024 Orlando Halloween shooting: A 17-
year-old opened fire on crowds of people
Orlando, celebrating Halloween festivities, killing
November 1, 2024 Florida 2 7 9 two people and injuring eight others,
including seven by gunshot. One woman
was injured after she was trampled by
people fleeing the attack.[26]
September 2024 Birmingham shooting:
Birmingham, Four people were killed and seventeen
September 21, 2024 Alabama 4 17 21 others were wounded after multiple
shooters opened fire outside a bar in the
Five Points South neighborhood.[27]
Interstate 75 Kentucky shooting: Five
people were shot and injured when a lone
gunman shot civilians in passing by cars
Laurel on the Interstate 75 in Kentucky. Three
September 7, 2024 County, 1[n 1] 5 6 other people suffered injuries due to
Kentucky vehicle accidents caused by the shooting.

on September 18, with a self-inflicted
gunshot wound to the head.
2024 Apalachee High School shooting: A
14-year-old student is suspected of
Barrow opening fire at Apalachee High School,
September 4, 2024 County, 4 7 11 killing four people and injuring seven
Georgia others, before surrendering to police. Two
others sustained non-gunshot injuries.[31]
2024 Chicago train shooting: Four people
Oak Park, were fatally shot on a Chicago Transit
September 2, 2024 Illinois 4 0 4 Authority Blue Line train as it traveled
between Oak Park and Harlem stations in
the Oak Park area.[32]
Attempted assassination of Donald
Trump: A man opened fire on former
President of the United States Donald
July 13, 2024 Meridian, 2[n 1] 3 5 Trump during a rally from a nearby
Pennsylvania rooftop, killing an audience member and
wounding Trump and two other audience
members. The shooter was killed by
Secret Service personnel.[33]
2024 Florence shooting: 21-year-old
Chase Garvey killed four and wounded
July 6, 2024 Florence, 5[n 1] 3 8 three others at a residence before fleeing
Kentucky in a vehicle; he crashed into a ditch and
committed suicide during a police pursuit.

Killing of Julio Foolio: Jacksonville-based
rapper Julio Foolio was killed and three
June 23, 2024 Tampa, 1 3 4 others were injured in an 'ambush'
Florida shooting at the Holiday Inn parking lot
near the University of South Florida
campus.[36][37]
2024 Fordyce shooting: A 44-year-old
man opened fire at the Mad Butcher
Grocery Store, killing four civilians and
June 21, 2024 Fordyce, 4 10[n 1] 14 injuring nine others, including two police
Arkansas officers. The suspect, identified as Travis
Posey from a neighboring county, suffered
a graze wound after being shot by police.

2024 Rochester Hills shooting: A 42-year-
Rochester old man from another county randomly
June 15, 2024 Hills, 1[n 1] 9 10 shot nine people including two children at
the Brooklands Plaza Splash Pad before
Michigan driving to his home and shooting himself.

2024 Minneapolis shooting: A man in the
Whittier neighborhood killed three people,
May 30, 2024 Minneapolis, 4[n 1] 3 7 including a responding officer, and
Minnesota wounded three more before being killed
by police.[40][41]
2024 Charlotte shootout: Four law
enforcement officers were shot and killed
Charlotte, and four others wounded after a suspect
April 29, 2024 North 5[n i] 4 9 fired at a task force serving an arrest
Carolina warrant for a man. The subject of the
warrant, who was later identified as 39-
year-old Terry Clark Hughes Jr., was also
killed.[42][43]
2024 Burnsville shooting: Police and
medics were fired upon from a home
while responding to a domestic incident.
Two officers and a firefighter were killed
February 18, 2024 4[nBurnsville, 1] 1 5 while another officer suffered a gunshot
Minnesota
wound.[44] After opening fire on first
responders, the shooter fatally shot
himself.[45]
2024 Kansas City parade shooting:
Gunfire erupted during a parade at
Kansas City Union Station to celebrate
Kansas Cit , the Kansas City Chiefs winning Super
February 14, 2024 y 1 40[n 31 41 Bowl LVIII. At least one person was killed
Missouri and more than twenty others were injured.
Three male suspects were detained, two
of whom are juveniles and one of whom
was shot.
East 2024 East Lansdowne shooting: A man
1 killed his niece and shot two police
February 7, 2024 Lansdowne, 6[n ] 2 8 officers before setting his house on fire,
Pennsylvania killing himself and four other relatives.[46]
2024 Joliet shootings: A gunman opened
fire at two homes, killing seven people.
The gunman previously opened fire at two
January 21-22, Joliet, Illinois 9[n 1] 1 10 locations, killing a man and injuring one
2024 person, before fatally shooting himself in a
confrontation with law enforcement
officials near Natalia, Texas.
Perry High School shooting: A 17-year-old
male opened fire at Perry High School,
killing one student and injuring seven
3[n 1] others, including a school administrator,
January 4, 2024 Perry, Iowa [n 4] 6 9 before committing suicide. The principal of
the school, who was wounded during the
incident, died from his wounds ten days
later on January 14.[471[48]

Yountville shooting: A man entered the
Veterans Home of California and held
Yountville, 5[n 1] three staff members hostage. He killed
March 9, 2018 0 5 the three staff members and the unborn

child of one of the staff members, who
was pregnant) before killing himself in a
murder—suicide.[139]
Parkland High School shooting: A former
student of Marjory Stoneman Douglas
High School entered the school, 19-
February 14, 2018 Parkland, 17 17 34 year-old Nikolas Cruz, killed 17 people,
Florida and wounded 17 others. He was taken
into custody by police. On October 13,
2022, he was sentenced to life in prison
without the possibility of parole.[14o][141]
2018 Marshall County High School
shooting: A fifteen-year-old student killed
Benton, two other students and injured sixteen
January 23, 2018 Kentucky 2 16 18 others before discarding his weapon and
attempting to hide among other
students. He was apprehended by
police.[142]

two people outside before entering and
shooting at the congregation, killing 26
people (including an unborn child) and
Sutherland 27[n 1] injuring 22. He was confronted by a local

Texas gunfire before entering a vehicle. The
man flagged down another person and
they began a high-speed chase of the
gunman, which ended when the gunman
went off the road and was found dead
from a self-inflicted gunshot wound.[144]

country music festival happening outside,

Congressional baseball shooting: A
gunman shot and wounded four people,
including Republican Congressman and
House Majority Whip Steve Scalise, while

others were also injured in other ways.
The gunman was killed after being
engaged by Capitol police officers
assigned to protect Scalise and by police
officers responding to the scene.[157]
Sandy, Utah attack: A man rammed a
vehicle containing his ex-girlfriend, three
June 6, 2017 Sandy, Utah 31n 1] 2 5 children and one other adult, opened fire,
killing two and wounding two, then
committed suicide.[158]
Orlando factory shooting: A former
June 5, 2017 Orlando, 6[n 1] 0 6 employee entered the factory through a
Florida rear exit and killed five employees and

2017 Mississippi shootings: A man killed
eight people, including several family
Lincoln members and a sheriff's deputy, at three

Mississippi police and then arrested. The shooter
later said he had intended to commit

2017 Marathon County shootings: A man
opened fire at a bank in Rothschild after
his wife refused to sign divorce papers,
killing two bank employees. After killing
Rothschild, the employees, he drove to the law office
March 22, 2017 Schofield, & 5[n 1] 0 5 of his wife's attorney in Schofield and
Weston, shot and killed his wife's attorney. Finally,
Wisconsin the man returned to his apartment in
Weston where he engaged in stand-off
with police where he shot and killed a
police officer before he was fatally shot
by police.[161]
Fort Lauderdale airport shooting: A man
killed five people and injured six in a
Broward shooting at Fort Lauderdale—Hollywood
January 6, 2017 County, 5 6 11 International Airport before running out of
Florida ammunition and lying on the ground to
surrender to police. Thirty to forty other
people were also hurt, with injuries not
directly caused by gunfire.[162]

was arrested and sentenced to life in

2016 shooting of Baton Rouge police
officers: A gunman killed four law
enforcement officers, one of whom died
in 2022, and injured three others. The
gunman was killed by a member of the
July 17, 2016 Baton Rouge, 5[n 1] 2 SWAT team that responded to the
Louisiana shooting. The shooting is believed to
have been related to the unrest in Baton
Rouge following the shooting of Alton
Sterling, and the gunman was involved
with black separatist and sovereign
citizen organizations.[167][168]
St. Joseph courthouse shooting: A
handcuffed inmate killed two bailiffs and
July 11, 2016 St. Joseph, 3[n 1] 2 5 injured a deputy and another woman
Michigan after taking a deputy's gun in a
courthouse. The inmate was killed by
two other bailiffs.[169
2016 shooting of Dallas police officers: A
shooter killed five police officers and
wounded nine other officers and two
civilians at a protest over the police

Pulse, a gay nightclub. The gunman was

2016 Wilkinsburg shooting: Six people
(including an unborn child) were killed
and three were injured by two gunmen in
March 9, 2016 Wilkinsburg, 6[n 16] 3 9 an attack during a backyard party. One
Pennsylvania person with a handgun drove the
partygoers toward a backyard porch,
where the second shot at them with an
assault-style rifle.[172]

Hesston shootings: A man killed three
people and injured fourteen others in an

2015 Harris County shooting: A man
broke into his ex-girlfriend's home and
held her hostage along with her husband
August 8, 2015 Harris County, 8 0 8 and six children, one of whom was his
Texas son. Over the course of nine hours, he
killed everyone in the home. After a
shootout with police, he surrendered and
was taken into custody.[1801
2015 Lafayette shooting: A gunman killed
two people and injured nine in a shooting
Lafayette, at a movie theater. After trying to blend
July 23, 2015 Louisiana 3[n 11 g 12 into the crowd leaving the theater, the
gunman heard sirens, returned to the
theater, and killed himself.[181]
2015 Chattanooga shootings: A man
committed a drive-by shooting at a
military recruitment center in a strip mall,
wounding one Marine. With police in
pursuit, he drove to a U.S. Navy Reserve
Chattanoo a, center and rammed his vehicle through a
July 16, 2015 g 6[n 11 2 8 gate. He fatally wounded a Navy sailor,
Tennessee killed four Marines, and wounded a
police officer before being killed by a
naval commander.[1821 The FBI later
determined the gunman had been
motivated by propaganda published by
terrorist organizations.[1831
Charleston church shooting: A white
supremacist named Dylann Roof killed
nine black people during a prayer service
Charleston, at the Emanuel African Methodist

later said that he committed the
shootings in an attempt to start a "race

2015 Waco shootout: Gunfire broke out
at a restaurant where members of
several motorcycle clubs had gathered to
discuss political rights for motorcyclists.
Members of the clubs and police were

were killed and eighteen were injured in
the shootout, all members of the
motorcycle clubs. The shooting may
have resulted from a territorial dispute

2015 Tyrone shooting: A man killed
seven people and wounded one after
going door-to-door and shooting people
T rone, in four separate homes. Four of the
February 26, 2015 Missouri 8[n 1] 1 9 people he killed were family members.
The man then killed himself. The
shooting was possibly motivated by the
man finding his mother dead from natural
causes.[187]

killed six of his family members and

after a brief chase and a standoff that
lasted several hours.[1901
2014 Isla Vista killings: Several hours
after stabbing and killing his two
roommates and their friend, 22-year-old
Elliot Rodger drove to a sorority house
near the University of California, Santa
Barbara and knocked on the door. After
receiving no answer, he shot three
women from another sorority who were

2014 Fort Hood shootings: After being

shooting: A man entered a meeting of

gunman was also injured when his gun

away his weapon. The shooting was
suspected to be motivated by a
longstanding feud in which the gunman's
property rights had been taken away. He

2013 Hialeah shooting: A man lit his

Florida people in his apartment building before

2013 Santa Monica Shootings: A man
killed his family and burned down his

was later killed in a shootout with police.

fire to his apartment, shot and killed two
people and injured two others at a
barbershop, and shot and killed two
Mohawk and people at a car wash. The shooter was

York leading to an overnight standoff. A police
dog was sent into the building the next
morning: when the man shot and killed
the dog, the police returned fire, killing

2013 South Valley homicides: A fifteen-

mass shooting that led to the deaths of two

Crandon shooting: An off-duty sheriff's deputy

wounded one. He killed himself later that day.
Neosho church shooting: A man killed three
August 12, Neosho, 3 5 8 people and wounded five others at a church,
2007 Missouri specifically targeting church leaders. The shooter
surrendered to law enforcement.[23o]
Vaughn family murders: Four family members
June 14, Joliet, Illinois 4 1[n 1] 5 were fatally shot and another wounded inside a
2007 car. The wounded husband was arrested and
convicted of the murders.[231]
Virginia Tech shooting: A 23-year-old student
April 16, Blacksburg, killed thirty-two students and teachers, and
2007 Virginia 33[n 1] 17 50 wounded seventeen others. Other people were
injured attempting to escape. When police
stormed the building he was in, the shooter killed
himself.
Trolley Square shooting: A man opened fire in a

AR of you talked about integrity, transparency and
accountability when you ran for office. But when something
is so important as the financial health of our city these three
are sorely lacking.
At your August 4th meeting Councilman Burns wanted his
July 28th email to the councilmembers submitted for the
record. His email was in response to information the council
had received from the city controller outlining the "severity
of our financial situation". In his email, Burns said (and I
quote)
"In two years, we have gone from being one of the most
fiscally responsible cities to a city that, if we do not act now,
I fear will struggle to fund the police/ fire union contract
while paying the city's remaining obligations. I have to look
at this as though it were my own company, and if that were
the case, I would be looking at closing the doors." (End
quote)
His email to the council painted a very grim picture of our
city's financial health. We have been told repeatedly our
city is in excellent shape. BUT NOW we are told the
opposite? What happened? This didn't happen overnight.
I wanted to review the information he received from the city
controller. So I requested it and WAS DENIED. WHY? It's our
money. It's our city. And it cannot be blamed on the newly
passed SB1 .
For the past several months, I have been trying to obtain
information on the health insurance committee. I asked
Evan Stoner who is on it. No answer. I requested the minutes
through open records. Told there were none. I requested
information presented to the committee by the agent?
Received nothing.
On August 15th, after exhausting all efforts, I sent an email to
all of you. Only one of you responded, with the rest of you
not even acknowledging receiving it. In my email to you
expressed concerns about our financial state brought up by
Mr. Burns. On several occasions in the past, and once again
in my email to you I highlighted an immediate savings within
our employee health insurance -- by eliminating the
availability of part-time council members to take city
employee insurance. This would save the taxpayers
approximately $2601< annually.
From what little information I received in response to my
open records request, I have to question why we are self-
funded when we continually lose money. And why do we
need a "free clinic" that costs taxpayers close to $50,000
per month?
One thing I did receive was the First Savings Bank
statements for 2024 and thru May 2025. There was
something so obvious that I found it hard to believe.
Taxpayers are losing thousands of dollars a month due to
poor cash management. I say this because the average
monthly balance in the account in 2024 was approximately
$1 .5 million and in the first 5 months of 2025 it was over $2.0
million. And you are earning ONLY a mere .4% interest.
If Mr. Burns or any of you looked at this as your personal
business, would you be happy earning only .4% when you
could easily earn 3.5% to 4%? No fiscally responsible entity
would do that! Why are you?
In closing it is no wonder that the public —across our
country-is upset with our elected REPRESENTATIVES! You
are supposed to represent our interests in relation to our
city. Mr. Burns indicated we are struggling to the point of
affecting our safety and closing our doors. How did this
happen? You perhaps need to listen to constituents who
have valid suggestions instead of ignoring them.
