CALL TO ORDER
• Chairperson Freeman welcomed everyone to the meeting and called the
meeting to order at 5:35 p.m.
• The meeting was held in person at Jeffersonville City Hall, 500
Quartermaster Court, Jeffersonville, Indiana 47130.

OLD BUSINESS
• Approve the July 14, 2024, meeting minutes.
o Commissioner Hawkins motioned to approve the minutes.
o Commissioner Clipp-Rodriquez seconded.
o The motion to approve July 14, 2024, meeting minutes passed
unanimously.
• Roof Update (Administrator Wang)
o Redevelopment is funding the new roof.
o Administrator Wang will provide an update at our September
meeting.

O 564 unique kids served to date
o Estimate of $4,200 in grant money coming back
o Paper report processing is still in process. Based on the outcome,
we may be eligible for more grant money.
O Last year, we had 460 attendees (including repeat attendees)
o Maker13 had over 500 kids who checked in.
• New Murals (Administrator Wang)
o All is on target
o Work on the Maker13 mural has started.
• - 98% complete
• Social media posts about the mural will drop in a few weeks
o Art Center mural is scheduled to start in -2 weeks
• OBC artists will paint the initial mural.
• Riley Gregor will paint over the mural but will still show
pieces/break outs of the OBC artists' work.
• Meeting Space for Area Creatives (Administrator Wang)
o Commissioner Reed will send Caesars grant application
submission information to Administrator Wang
• OBC (Odd Bright Colors) graffiti art event (Administrator Wang)
o This Friday and Saturday: August 15 - 16
o Facebook post went live
o Administrator Wang asked for all to share the post, invite friends
and come to the event.
• Steamboat Nights (Administrator Wang)
o Several artists have been secured to exhibit during the event.
• Blacksmith
• Caricature artist
• Watercolor artist
• Potter
• Calligrapher
• Marble paper artist
o We're paying the artists as commissioned artists to demonstrate
their work, and they have the choice to sell merchandise if they
want.
o Two muralists will complete murals then will "sabotage" the other's
work.
o The event time is 6 p.m. to 11 p.m.
• The main activities will run from 6 p.m. to 8 p.m.

• Everything will shut down by 10 p.m. to focus attendance at
the music stage
o Update on Poster:
• Monica Melendez is the designer.
• Once the draft designs are in (expected by the end of the
week), Administrator Wang will share with group via email.
NEW BUSINESS
• New Mural for Local Business: Peyton's Barricade and Sign Co
(Administrator Wang)
o 814 Spring St, Jeffersonville, IN 47130
o Damon Thompson will create and paint the mural
o The mural will be tulips with bees flying in the direction of Damon's
other mural, daffodils on the IMPCO Building in memory of his
mother.
o Half of the project will be paid through a facade grant available
through Redevelopment/City of Jeff and the other half by
Jeffersonville Public Art.
• New Mural for the Front of the Art Center (Administrator Wang)
o The group discussed a mural for the front of the building and down
the side to align with Maker13's facade refresh,
o All the Commissioners agree with vetting out costs for this project.
o May try to use Chili Rodriguez for the murals — Toledo muralist who
is part of OBC.
o Insta has bios and examples of all the OBC artists.
o Commissioner Hawkins motioned to vote for vetting costs for the
mural(s). Commissioner Clipp-Rodriguez seconded the motion.
o Votes:
• Yes — Co-Chairperson Freeman, Commissioners Aychby,
Clipp-Rodriguez, Hawkins, Reed and Uhl
• No — none
o The motion passed
• Change in Plan for Holiday Market (Administrator Wang)
o We will be part of the Fright Fair instead (Saturday, October 25)
• Fright Fair is usually held on Spring Street but has outgrown
space.
• The Alcove & Bad Cat Boutique will still lead the marketing
and JPA will co-host in NoCo.

• Promotional graphics should be ready at the end of the
week.
• There will be a band, bar, and food trucks.
• The final layout isn't finalized.
• There will be a 21+ after party at The Alcove.
• Makerl 3 has an in-house coffee roaster who will do small
batches specifically for Fright Fair and will have a pop-up at
the vendor area and sell coffee, etc.
• Joe Autry will carve a spooky relief on a piece of wood
during the event.

• Vendor market at Picasso Pointe
o Discussion and ideation about how JPA will participate:
• Artistic photo stops: Adam (a barista at Pearl Street) is in a
theater group which does spooky plays. They have an
Audrey 2 plant from Little Shop of Horrors. We'll try to get id
so people can walk around and take photos.
• We can also see if kids involved with the Jeffersonville High
School drama program will come and dress up.
• Indiana Tourism Board is looking to bring Stranger Things
events to the area and may culminate with the Fright Fair at
NoCo.
• Maker13 (Commissioner Uhl) is still figuring out details.
• May have a build a haunted house vs gingerbread
house set-up
• As part of the Cultural Pass, they made paper rockets
and launched them —will launch witches on
broomsticks instead and need an artist to help with
design.
• Mr. Crouch: Jeff High and other local high schools and
colleges have built trebuchets for pumpkin chucks. We could
include something like that in the open lawn area.
• There could be a scavenger hunt to find pieces of a
PVC trebuchet. Groups can work as teams to build
and use it to hurl a pumpkin.
• We could have the pieces at various vendor locations
• We could use a small pumpkin or water balloons filled
with paint as the item to chuck.

• Utilize the Duke Energy lawn for the pumpkin launch.
Administrator Wang will send a request.
• Neighborhood Competition: Decoration contest between
neighborhoods. We'd have a list of participating
neighborhoods, share with community and ask them to visit
each then come to Fright Fair and vote for best decorated.
Winning neighborhood would get a prize. We could also or
alternatively put pictures of neighborhood decorations on
digital screens and/or on social media if people can't go out
and see.
• Commissioner Aychby: Suggested we create a great
pumpkin "story"
• We could collaborate with local artists and/or students
to author the story, create graphics, record the story
and project onto a 3D pumpkin to make it look like it's
talking.
• Commissioner Aychby built a giant pumpkin for
Huber's and can ask if they'll bring it down and sell
pumpkins.
• It may not be dark enough outside (event is 1 p.m. — 7
p.m.)
• There was a suggestion to in Maker13 or the Art
Center if it's not too big.
• There was a suggestion to commission Commissioner
Aychby to make a smaller version for use inside the
Art Center.
o The pumpkin is durable and made with a
skeletal structure, spray foam, and plastic
stretched across the structure.
o There could be actors added to the scene to
make it enhance the experience.
o We could start this year and small, then add
year over year
o There's a potential to incorporate local history
into the story
• Commissioner Aychby will collaborate with
Administrator Wang on project ideas and costs.
• Art project for small kids: Play-Doh monsters with googly
eyes located at The Depot. Commissioner Zavala offered to

lead the activity and will send ideas/needs for supplies to
Administrator Wang.
• Life-size Clue/Murder Mystery: Stop by vendors to get clues
or cut bones out of plywood and put clues on them, hide and
find clues to solve mystery — include clues that may throw
you off the trial. Potential for next year.
o Downtown stores to decorate a pumpkin each, line up and people
can vote - help promote businesses
o We'll decide at the next meeting what three things we'll move
forward with.
• Dog Days at Jeffersonville Aquatic Center (Administrator Wang)
o We will raffle baskets again this year.
o All activities will be in the pool area.
o Administrator Wang asked for suggestions of who she can reach
out to for item donations to fill the baskets
o She would like to have at least 5 dog-themed baskets, minimum,
for the raffle with a value of $25-$50 each.
o Proceeds go to Jeff Animal Shelter
o Cost: First dog is $12 and $5 for each additional dog
• Upcoming events (Administrator Wang)
o Through October: Art Mobile at the Farmers Market - 2nd & 4th
Saturdays
• Will have Farmers Market on morning of Fright Fair and will
promote it there
o OBC (Odd Bright Colors) Art Show

• Art Show: August 15 & 16 (7 p.m. - 10 p.m.)
o August 27: 4th Friday Event
• The artist will teach needle felting

o September 3 - 5: Chamber Theater production: The Trojan Woman
but adapted for Harlan Kentucky Little Coal Wars of the 1930's

o October 3 - 4: Steamboat Nights

COMMISSIONER COMMENTS
• Chairperson Freeman: Dog night at the Jammin in Jeff concert was fun.
• Commissioner Clipp-Rodriquez: Looking forward to all the fun fall events.
• Commissioner Hawkins: Helped at two of the Riverstage events and said
it was fun; Everyone loved Moana cultural night.
• Commissioner Uhl: Asked about the need for volunteers for this
weekend's events. Administrator Wang welcomed any who wanted to
help.

o Commissioner Uhl seconded.
o The motion to adjourn the meeting passed unanimously.
