Resolution No. [2025-R-1
A Resolution of the City Council of the City of Jeffersonville, Indiana, approving the issuance of
funding for the "Made in SoIN" project in the NoCo Arts & Cultural District and designating the
City as bondholder for purposes of the Tourism Capital Development Fund application if so
approved by the Tourism Capital Development Fund.
Whereas, Maker13, a creative maker hub located in Jeffersonville's NoCo Arts & Cultural
District, seeks to establish "Made in SoIN" — a community-oriented, interactive retail and arts
experience integrating locally crafted goods, a coffee window, murals, pop-ups, and STEAM
programming in partnership with local cultural organizations;
Whereas, Makerl 3 has secured matching funding and desires to apply for grant funding
through the Southern Indiana Tourism Capital Development Fund (TCDF) administered by the
SoIN Tourism Bureau, pursuant to the program's call for transformational capital development
projects that reinforce visitor attractions and enhance quality of place gosoin.com;
Whereas, the City of Jeffersonville can act as a municipal sponsor, thereby improving the
project's eligibility and financial backing by serving as bondholder in this arrangement;
Now, Therefore, Be It Resolved by the City Council of the City of Jeffersonville as follows:
1. Authorization: The City hereby authorizes the City to act as the official bondholder (or
fiscal agent) for the "Made in SoIN" project, enabling Maker13 to apply for Tourism
Capital Development Fund support through the SoIN Tourism Bureau.
2. Support of Project: The City affirms its support for Makerl3's "Made in SoIN" initiative
as a high-impact tourism and placemaking project that aligns with TCDF priorities—
namely arts, heritage, cultural entertainment, and transformational visitor experiences

3. Funding Acknowledgment: The City recognizes that Maker13 has secured existing
matching funds, enhancing the project's viability and aligns with TCDF requirements for
local commitment.
4. Execution of Documents: The Mayor, City Clerk, and any other appropriate City
officials are authorized to execute all documents necessary to support Makerl3's TCDF
application, including but not limited to bond documentation, fiscal sponsorship letters, or
related funding agreements.
5. Meeting Confirmation: This Resolution shall be introduced and considered at the
Jeffersonville City Council meeting on August 18, 2025.
Adopted by the City Council of the City of Jeffersonville, Indiana, this 18th day of August
2025.
