REGULAR MEETING MINUTES
June 25,2025
The Jeffersonville Redevelopment Commission held a Regular Meeting on June 25, 2025 that
was called to order at 4:00 pm in the Mayor's Conference Room located at 500 Quartermaster
Court, Jeffersonville, Indiana
Board Members present:
Scott Hawkins, Evan Stoner, Mike Moore, Sophia O'Coffey, Duard Avery and Teresa Perkins
Staff Members present:
Redevelopment Director Rob Waiz, Redevelopment Commission Attorney/City Attorney Les
Merkley, Grant Administrator DeLynn Campbell, Administrative Assistant/Secretary Theresa
Treadway, City Controller Heather Metcalf, Assistant Controller Yvonne Dowd, City Engineer
Andy Crouch.
Guests: Josh Darby with Jacobi, Toombs & Lanz, Kevin Daeger with HWC Engineering, John
Kraft with MAC Construction, Bob Stein with United Consulting, Scott Adams with DC
Develop, Tyler Sherer, Randy Freeman with Louisville Paving and Sam Schrader with Baker
Tilly.
CALL TO ORDER
Mr. Hawkins President called the meeting to order at 4:00 PM
APPROVAL OF AGENDA
Mr. Stoner made a motion to approve the agenda with Ms. O'Coffey seconding, passing
unanimously 5-0.
CONSENT REPORTS
Minutes:
Mr. Stoner made a motion to approve the minutes from May 28, 2025 with Mr. Moore
seconding, passing unanimously 5-0.
Claims:
Mr. Moore made a motion to approve the TIF Claims in the amount of$1,894,447.03 with Mr.
Stoner seconding, passing unanimously 5-0.
Mr. Stoner made a motion to approve the Redevelopment Operating Claims in the amount of
$1,255.08 with Mr. Moore seconding, passing unanimously 5-0.
JTL Ongoing Projects Update:
Falls Landing Park(8th Street and Ohio Avenue)
• Final electrical inspection was held on 5/5/2025. Contractor has completed all punch
list items and the Contractor's final pay application has been submitted. The project
is now 100% complete. To be removed from future reports.
Ohio River Greenwav Extension
• Contractor is Hall Contracting. JTL providing full-time Construction Administration
and Inspection.
• Pre-Construction Meeting Scheduled for March 28, 2025. Substantial Completion date
is November 1, 2025. Final Completion date is April 1, 2026.
• Tree clearing was completed by March 31, 2025 per regulatory permitting
requirements.
• All demolition activities have been completed.
• Construction ongoing. Contractor has finished placing fill and stone base for the
trail, and rip-rap on the side slopes.
• Contractor tentatively scheduled to start pouring concrete for the trail on the west
end of the project (from Riverside Drive to Upland Brewing Company) the week of
June 30, 2025.
• Contractor working on driving piles for the retaining wall on the east side of the
project(behind Kingfish). Retaining wall construction is expected to take 3 months.

HWC Engineering Project Update:
Hike the Pike Project
• Kevin Daeger — The project has surpassed 50% completion. Sidewalks are
commencing from Riverwood to Six Mile Lane. Duke is still working on power lines
but looking at July 25 for completion.
Charlestown Pike Project
• Kevin Daeger—Phase 1 - MAC Construction is completing the storm water install from
111 Holman's to Cotton, they are on track to complete in timeframe expected.
Phase II—Louisville Paving is working on storm installation from King Road to Salem
Noble. Sub grade treatment and then pipe structure needs replaced therefore creating
another change order in the amount of$340,440.32. The original finish date was
June 19, 2026, but with this change order, they are expecting completion April 30, 2026
Mr. Moore made a motion to approve the change order in the amount of$340,440.32
with Mr. Stoner seconding,passing unanimously 5-0.
NEW BUSINESS
Annual TIF Report—Sam Schrader, Baker Tilly Packet was passed out to RDC
breaking down each TIF area and districts. Discussing the negative effect on the new
legislative updates.
QUESTIONS FOR EXECUTIVE DIRECTOR
I appreciate Sam coming in and going over the TIF areas.
BOARD COMMENT
Ms. Perkins—Pike Elementary is having a ribbon cutting at 4:45 and open house following.
Mr. Moore—Great groundbreaking today at the former Eastlawn School site. This new
development, Trailside Landing will have 61 single family homes. DC Develop one of Dan
Cristiani companies is handling this. This will be a fantastic asset to the area with retail,
commercial and schools in close proximity.
Mr. Avery—Praise RDC by infill sites, Planning and Zoning for allowing growth and
improvements.
Ms. O'Coffey—No Comment
Mr. Hawkins—I know everyone effected with Charlestown Pike will be glad to hear the good
news of completion being April instead of June. Sam Schrader, we appreciate you coming and
giving us the annual update. We had out of town guest come stay with us last weekend, and they
had not thought of moving back to Jeff,but after driving them around and showing them all we
had to offer,they are now adding Jeffersonville to their potential list.
