CALL TO ORDER
• Chairperson Freeman welcomed everyone to the meeting and called the
meeting to order at 5:37 p.m.
• The meeting was held in person at Jeffersonville City Hall, 500
Quartermaster Court, Jeffersonville, Indiana 47130.

OLD BUSINESS
• Approve minutes from May 12, 2024 meeting
o Commissioner Hawkins motioned to approve the minutes.
o Commissioner Miller seconded.
o The motion to approve the May 12, 2024 meeting minutes passed
unanimously.
• Needs for theater camp/ art camp (Administrator Wang)
o A lot of activities in the area
• The Jeffersonville Township Public Library has art camps

• Charlestown Ensemble has events
• Administrator Wang is partnering to help spread the word
o We haven't found a good theater program to promote for summer
programs even though this is the most requested item
• Area programs:
• Derby Dinner's program is full
• Kentucky Shakespeare has a few spots open
• Louisville Visual Arts has a few spots open
• In future, there is the potential to work with a Director to
produce programming
• Cool Mountain is also thinking about doing a theater
program
• Commissioner Reed can connect Administrator Wang with
with the Parkview Middle School Theater for collaboration
opportunities - including funding, grant writing, and
programming
• Cultural Pass (Administrator Wang)
O 199 kids have participated (last week and today)
o Only one repeat attendee
o The kids stay for most of the time doing art
• Farmer's Market Art Mobile starts this week (Administrator Wang)
O 2nd and 4th Saturdays only
o Instructors Ashleigh Morton and Deb Zimlich
o The projects for June and July are scheduled
o The instructors are working on more lesson plans
o This week's project is stamping a tote bag with fruits and
vegetables
o Next project is book binding
o Other projects include "Make & Take" bags to take home if the kids
can't complete at the event
• The bags will include an instruction sheet
• The instructors are also working on filming project
instructions to post on our YouTube channel for kids to
follow along
o Commissioner Reed discussed the kid's section at the Farmer's
market
• Activities are peppered throughout the area
• Suggestion is to move all to a singular, consistent location

• Administrator Wang asked Commissioner Reed to send
ideas to Jay Ellis who organizes the Farmer's Market
o Art Mobile stamp card
• The instructors came up with the idea and Administrator
Wang designed and printed the card
• Kids would come to the Farmer's Market and get a stamp
each time
• Once they get 5 stamps during the season, they'll receive a
special gift from JPAC
• If they get 8 stamps, they'll be entered to win a larger prize
• Riverstage (Administrator Wang)
o There will be a Kid Zone again this year
• We've teamed up with the parks department to have periodic
collaborations: face painting, flamenco dancers, take & make
art projects, etc.
• Projects should be posted on park's page
After Dark Market at Riverstage
• The goal is to get people to come down before the concert,
shop, eat, mingle, etc.
• Kid friendly
• Depot has Thursday concerts
o Juneteeth - Friday concert at the Riverstage (June 20th)
• Set-up at 3:30 p.m.
• Could use extra hands if Commissioners are available
• Juneteenth (June 19) event/concert at The Depot
• Side Yard of Art Center - Brainstorm (Administrator Wang)
o Commissioners Freeman and Reed sent photos to Administrator
Wang with suggestions for a sound garden
o Table until the Fall when we'll have a deep dive discussion on what
we want to do with the space - what we want the basic function of
the area to be
o Do we need another pocket park, should it be a multi-use space, an
area that could be used year round, etc.
o Administrator Wang suggested taking a field trip to the Art Center to
get grounded on where the area is.
o Secretary Peyron suggested holding a committee meeting at the
Art Center instead of the Mayor's office and going into space for a
discussion.
o There was a suggestion to open and light up the water tower.

• The water tower is cleaned out and decommissioned
• It's owned by American Water and was going to be deeded
to the city, but the president retired without deeding to us
o Things to think about:
• Potential vandalism and transient population
• Can't block views including the mural
o Commissioner Aychby went by the Art Center yesterday and saw
containers in the area.
• Administrator Wang noted those are things we had in
storage but were moved out of the Art Center.
• Ideally would clean out and use for storage or transform into
usable space.
• If anyone notices junk in the area, text Administrator Wang
who will contact the police to determine if it can be put in the
trash or if it needs intervention.
o Paint Box Garden
• Commissioner Aychby asked about the decommission and if
any of the plants can be donated
• Administrator Wang noted that City Pride has a gardener on
their board who will look at plants to see what can be
removed/transplanted now versus later.
• Commissioners are welcome to take whatever plants they
want.
• The area will likely be flattened and paved for better access
to alley and water tower
NEW BUSINESS
• Art Center (Administrator Wang)
o Studio artists have helped and thrown away items that shouldn't be
there or can't be reused.
o Clearing up the upper area and putting things on racks to store
items and clear floor space.
o Plans are in place for a permanent classroom set up in the upper
area where seating is now.
o Roof issues
• The building is old and with the recent rain, have seen holes
in the ceiling and parts that have collapsed.
• We are soliciting 2 bids for new roofs
• Redevelopment is working on funding and getting bids

• Administrator Wang will let us know once someone has been
selected.
• Blanchel Terrace Neighborhood (Administrator Wang)
o Administrator Wang received an email in May from the
neighborhood president asking when they'll be on the docket to get
a sculpture as they had been promised one in the past
o The neighborhood association would fund the sculpture
o Will just give them a list of artists we've worked with in the past;
they'll work to get proposals and make decisions
o We'll be responsible for building the pedestal and for installing the
piece
• Current call to artists for sculptures (Administrator Wang)
o We have submissions for sculptures from artists who we've worked
with in the past
o Redevelopment has first-pass at the designs since they're funding
the project, then the Mayor's office will have input
a Administrator Wang will bring the final selections to the commission
for input
• QR code project (Administrator Wang)
o Administrator Wang is working with Fresh Art podcaster, Daniel
Boone.
• Daniel finished his first podcast which was with Damon
Thompson and discussed Damon's daffodil mural
o Prepped for QR project:
• Artists talk about their artwork, visually explaining the
artwork as if the listener had a visual impairment
• The QR Code is displayed near or on the art piece and will
include braille
o A lot of signs and plaques need to be hung on art installed last year
• Commissioner Uhl offered to help
• Administrator Wang will send out an email when we're ready
to get started, likely in July
• Team up with Chef Todd (Administrator Wang)

o Commissioner Zavala asked if we offer space for art/educators to
hold sessions/programs

o The building can be used for those types of events but would need
to coordinate with the calendar for availability.
o Anyone who uses the area needs to sign a facility use agreement
• Upcoming events (Administrator Wang)
o June - Oct.: Art Mobile at the Farmers Market - 2nd & 4th
Saturdays
• June 26-29: Cool Mountain: Hadestown, The Teen Edition
o June/July: Cultural Pass
• May 31st: Kick off at Jeffersonville Public Library 10 am — 1
pm (time changed to 1 pm — 3 pm)
• The Art Center will be open on Mondays & Wednesdays, 9
am — 12 pm
OBC (Odd Bright Colors) graffiti art event
• Maker 13 mural: August 13 - 14
• Four of the artists are coming in early to create a
mural on Maker 13 which will represent the artwork
created there
• Art Show: August 15 & 16 (7 p.m. - 10 p.m.)
• Artists will paint on the movable walls
o Will come in on Wednesday through Friday
o Show art on Friday and Saturday nights
o Potential to open on Saturday afternoon for
more family friendly viewing
• There will be separate visuals projected (projection
mapping) over the walls
o The projection will pick up movement and
interact/change as visitors move across the art
o Similar to letter bouncing installation at 21 C
• The exhibit will also include a smart board where
visitors can digitally spray paint onto the board
• Administrator Want printing out flyers, will distribute
electronically and asked for commissioners to share
out as broadly as possible
• There will be a cocktail bar and artists will have merch
tables
• Administrator Wang will have insta/tags for all of the
artists

• Artists can come to any dates/locations, share projects/get
input, write grant to fund project;
• Free to attend but can only attend one session
• The Art Center will hold 4 sessions - August, September and
October
• There will be 2 sessions at the Art Alliance of Southern
Indiana

COMMISSIONER COMMENTS
• Chairperson Freeman: PRIDE was a lot of fun, educated kids on different
flags, looking forward to the Juneteenth event
• Commissioner Aychby: Digital screens look fantastic; nice quality
o Will there be an official opening?
• Usually not, screens run for a few months and usually
showcase 1 artist at a time
• We can plan promote the screens during evening events at
Art Center and The Depot
o Digital screens, murals and sculptures could be promoted at a
separate evening event in the Fall
• Include musicians, food trucks, circulate throughout district,
including Library
• Include sculpture and other artists we've worked with
• Commissioner Freeman could get Jeff High Band to attend
o Fall's Landing is under utilized and is only 1 of 2 parks that is lit at
night
o Opportunities to promote area and digital screens:
• Riverstage & The Depot events end in August
• Depot has a couple of events in early Fall
• Holiday Market in November
• Commissioner Clipp-Rodriquez: Do any of the downtown "walks" go down
to the Art Center?
o We were part of the last cookie stroll, but struggle to get people to
cross Court Ave
o We also had a collaboration with a group of perambulators from
UofL
o We could think about starting an Art Walk and making that an
annual event.

• Commissioner Zavala: I have a screen printing machine to donate
o Maker 13's has a printer which is being repaired, but it's not a
screen printer
o Commissioner Zavala will send the information to Administrator
Wang who will forward to Commissioner Uhl and the director
o Administrator Wang is trying to get the Art Center's kiln moved to
Maker 13 for better/broader use
