PRESENT(VIRTUAL): CALL TO ORDER Mayor Mike Moore called the meeting to order at 9:31 a.m. in the Mayor's Conference Room in City Hall. The meeting was held in person and streamed on the City's Website. Rob Waiz and Shawn Grant served on the board. APPROVAL OF THE MINUTES: Mr. Grant made the motion to approve the minutes from June 18, 2025. Mr. Waiz seconded the motion; motion passed, 3-0. APPROVAL OF PAYROLL: Mr. Waiz made the motion to approve the payroll. Mr. Grant seconded the motion; motion passed, 3-0. OLD BUSINESS: 1. Les Merkley/Larry Wallace—Hearing on review of compliance with Building Commissioner at 807 Fulton Street. Les Merkley, Corporation Counsel - Mr. Minor, owner of home, sent us a copy of purchase agreement with new owner. So at this time we would like to table this matter in order to serve new owner citation to appear before Board of Public works on Wednesday,July 9, 2025 at 9:30 a.m. Mr. Grant made motion to table to July 9, 2025 at 9:30 a.m., seconded by Mr. Waiz; motion passed 3-0. NEW BUSINESS: 1. Les Merkley/Larry Wallace—Hearing on review of compliance with Building Commissioner at 834 Fulton Street. Bing Lovan, Code Enforcement for City of Jeffersonville. We need to get this property cleaned up, it has been like this for quite a while with a lot of garbage and debris, I have given you pictures from May 28, 2025 and some take just a couple days prior to this meeting. Bing Lovan, Code Enforcement for City of Jeffersonville. Pictures will be placed in record. Les Merkley, Corporation Counsel—Currently we are assessing fines due to this not being cleaned up, as of today the fine total is $1,715.60 under ordinance number 2010-OR-32 Section 3. Mr. Lovan in your professional opinion do you feel this home is a nuisance due to all trash and debris? Yes, I do states Mr. Lovan. Have we sent letters to the homeowner to notify them of all issues?Yes, we have states Mr. Lovan. Has the Health Department also been out to this property?Yes, about two weeks ago, states Mr. Lovan. According to our ordinance we can take the fines up to $300.00 per day, do you feel this is what should happen at this point?Yes, Mr. Lovan states. I believe they have had enough time to at least show us a little progress, but they have not. Les Merkley, Corporation Counsel—Is the Homeowner, or representative here? Yes, I am Theresa Johnson, Daughter of the Homeowner, and this is my brother that lives there with my mom. She is the Homeowner. I was not aware of this until just recently and my brother has been in and out of the hospital trying to save his leg, due to diabetes, but he has now lost his leg and I am on disability, but we are trying to get it cleaned up. My niece keeps bringing stuff there saying she was going to sale it to make some money and this is how it has ended up. But we are on second dumpster of trash getting removed. Who is Russell Muncy? Asks Les Merkley. That was my father, he passed away three years ago, says Theresa Muncy. Who is Alice Muncy? Asks Les Merkley. That is my 73 year old mother that owns and lives in the house, she has dementia. So you are now aware of this situation? Asks Les Merkley. Yes, I am not sure who they talked with previously but I am trying as much as we can to get this stuff out of there, says Theresa Johnson. Do you have the ability to get it cleaned up?Asks Les Merkley. Yes we are trying, said Theresa Johnson. Les Merkley— I do believe this is a public nuisance according to our ordinance 2010-OR-32, and my recommendation is to assess the fees in amount of$300.00 per day beginning today and have follow up hearing on July 9, 2025 at 9:30 a.m. in Mayor's conference room at Board of Public Works meeting. Mr. Grant makes motion to assess fees in amount of$300.00 per day beginning today,June 25, 2025 and homeowner, or representative will appear before Board of Public Works on Wednesday,July 9'h, 2025 at 9:30 a.m. in Mayor's conference room, seconded by Mr. Waiz; motion passed 3-0. Mr. Merkley—let the record reflect citation, photos, and current total of fines as of today will be placed in public record. 2. Christy O'Neil—Approval of dumpster at 740 Mechanic Street Sarah Padgett is remodeling the home at 740 Mechanic Street and needs to place a dumpster in road for approximately 2 weeks beginning today. Mr. Waiz makes motion to approve dumpster, seconded by Mr. Grant; motion passed 3-0. 3. Josh Darby—Road closure on Vissing Park Road We need closure to replace culvert that is damaged and causing flooding in that area. Would like to get approval for July 7, 2025 to July 25, 2025. This is the max timeframe for the work so more than likely will not be closed that long. Mr. Waiz makes motion to approve closure, 4 seconded by Mr. Grant; motion passed 3-0. 4. Mike McCutcheon—Approval to purchase fire apparel from Fire Department Service &Supply Need approval to purchase fire apparel and equipment or new hires, we do have money in budget. Mr. Waiz makes motion to approve purchase of apparel and equipment from Fire Department Service & Supply in amount of$33,060.20, seconded by Mayor Moore; motion passed 2-0 with Mr. Grant abstaining from vote.
