MINUTES
June 4,2025

CALL TO ORDER Mayor Mike Moore called the meeting to order at 9:32 a.m. in the Mayor's Conference
Room in City Hall. The meeting was held in person and streamed on the City's Website. Rob Waiz and
Andy Crouch served on the board.
APPROVAL OF THE MINUTES: Mr. Crouch made the motion to approve the minutes from May 28, 2025.
Mr. Waiz seconded the motion; motion passed, 3-0.
APPROVAL OF PAYROLL: Mr. Waiz made the motion to approve the payroll. Mr. Crouch seconded the
motion; motion passed, 3-0.
OLD BUSINESS:
1. Scott McVoy/ Les Merkley—Awarding of bid for Police Department purchase of K9 vehicles
This matter was taken under advisement at May 14, 2025 Board of Public works pending legal
review. At this time I see no issues with the bid and purchase from John Jones in amount of
$63,828.50, says Mr. Merkley. Mr. Waiz makes motion to purchase 2023 Dodge Charger from
John Jones for$63,828.50, seconded by Mr. Crouch, motion passed 3-0.
2. Scott McVoy/Les Merkley—Approval of agreement between Flock and City of Jeffersonville
This matter was taken under advisement at May 14, 2025 Board of Public works waiting on
paperwork from River Ridge. Cameras are to be placed at River Ridge through Flock. River
Ridge is to reimburse City of Jeffersonville for cost. We do have money in our budget for
upfront costs, said Scott McVoy. My recommendation would be approve contract pending
approval of amendment on agenda to be approved at this meeting, says Les Merkley. I make
that motion says Mr. Waiz, seconded by Mr. Crouch, motion passed 3-0.
NEW BUSINESS:
1. Scott McVoy—Approval of invoice for K9 training
Police department will be sending new K9 handler for training. This is a 6 week program and we
do have the money in our budget. Mr. Crouch makes motion to approve invoice for Shallow
Creek Kennels for training, seconded by Mr. Waiz, motion passed 3-0.
2. Kenny Kavanaugh/Les Merkley—Amendment#1 of Jeffersonville Police Department service
contract
Mr. Applegate says, I am requesting approval of Amendment#1 to the Police department
services contract for City of Jeffersonville and River Ridge Development Authority. This
agreement will allow River Ridge to reimburse cost of cameras installed at River Ridge by City of
Jeffersonville. Payment of invoice should be within 30 days. Mr. Waiz makes motion to
approval Amendment#1, seconded by Mr. Crouch, motion passed 3-0.
3. Kevin Morlan—Approval to attend Indiana LTAP Paser Training
I am requesting approval for myself and Jeremy Neff to attend LTAP Paser(pavement
management) training in Seymour, Indiana on Tuesday,June 10, 2025. Mr. Crouch makes
motion to approval training attendance, seconded by Mr. Waiz, motion passed 3-0.
4. Alan Applegate—Approval of Encroachment agreement
I am requesting approval of Herb Lewis Road encroachment agreement with City of
Jeffersonville, Derby Canyon, LLC and Gilmore Construction, Inc. Some of the roadway here on
Herb Lewis Road is in the right of way, instead of vacating roadway we decided this is the best
for all parties. Mr. Waiz makes motion to approve encroachment agreement, seconded by Mr.
Crouch, motion passed 3-0.
5. Les Merkley—Correcting holiday calendar to comply with collective bargaining contract
According to collective bargaining contract, civilian employees should receive 18 paid holidays,
this year we only approved 17 paid holidays, in order to correct this we will be observing Friday,
June 20, 2025 as a paid holiday. Mr. Crouch makes motion to approved, seconded by Mr. Waiz,
motion passed 3-0.
6. Scott McVoy—Approval of contract with Flock Safety
We are seeking approval of this contract for server integration, and we do have money in our
budget. Mr. Waiz makes motion to approve contract, seconded by Mr. Crouch, motion passed
3-0.
7. Les Merkley—Summer Works contract
This agreement is for Parks Department, Animal Shelter, &Storm water. It is a program that
places people in the workforce to help give them some job training. Mr. Crouch makes motion
to approve contract, seconded by Mr. Waiz, motion passed 3-0.
8. Mike Moore—Civilian OT request from Police Department
Police currently have an open position in records division, the other civilian employees that are
getting some overtime will need to be paid from this open position line item.

I have nothing at this time, states Les Merkley, Corporate Counsel.
