MINUTES
May 28,2025

PRESENT(VIRTUAL):
CALL TO ORDER Mayor Mike Moore called the meeting to order at 9:31 a.m. in the Mayor's Conference
Room in City Hall. The meeting was held in person and streamed on the City's Website. Rob Waiz and
Andy Crouch served on the board.
APPROVAL OF THE MINUTES: Mr. Crouch made the motion to approve the minutes from May 21, 2025.
Mr. Waiz seconded the motion; motion passed, 3-0.
APPROVAL OF PAYROLL: Mr. Waiz made the motion to approve the payroll. Mr. Crouch seconded the
motion; motion passed, 3-0.
OLD BUSINESS:
There appears to be none.
NEW BUSINESS:
1. Les Merkley/Larry Wallace—Hearing on 807 Fulton Street (Tabled from 5/14/2025)
Owner of property Mr.John A. Minor appeared before the board to advise the board he is in
process of selling the property to Gino Roland. Mr. Roland is a house flipper. Mr. Minor will you
be able to forward me a purchase agreement by end of day tomorrow? Asks Les Merkley,
Corporate Counsel. Yes, I will get that right over, said Mr. Minor. Mr. Wallace in your opinion,
as Building Commissioner, is this structure unsafe? Asks Mr. Merkley. Yes, states Mr. Wallace.
Do you feel this structure is a hazard to public health? Asks Mr. Merkley. Yes, states Mr.
Wallace. Doe this structure, in your opinion,violate Ordinance #2010-OR-30? Ask Mr. Merkley.
Yes, states Mr. Wallace. Do you have any questions, Mr. Minor?Asks Mr. Merkley. If the City
moves forward with the demolition of the home will I be responsible for paying? Yes, unless you
can prove the home has been sold by getting me the purchase agreement, said Mr. Merkley.
Mr. Crouch made motion to find this structure as unsafe, a public nuisance, and in violation of
2010-OR-30, and the order is stay until June 11, 2025 to where we will have a hearing to see
where things are, and move forward with demolition as needed, seconded by Rob Waiz, motion
passed 3-0.
2. Len Ashack—Request for road closure for sewer work
Need to close down Oaklawn Drive at intersection of Oaklawn and Highland Drive , to the
intersection of Oaklawn Drive and Plank Road. Beginning Monday,June 2— Friday,June 13,
2025. Road will be closed for through traffic but open to the residents on Oaklawn Drive.
Detour is Highland Drive. Mr. Crouch makes motion to approve closures, seconded by Mr. Waiz,
motion passed 3-0.
3. Heather Metcalf—Request for approval to accept Highway Report for 2024
We received the Highway report from State Board of Accounts for 2024. Mr. Crouch made
motion to accept report, seconded by Mr. Waiz, motion passed 3-0.
4. Paul Northam—Request for approval to fill vacancy in Green Space
We have a crew leader position that come open by employee leaving and need to replace. Mr.
Crouch made motion to approve hiring full time green space crew leader, seconded by Mr. Waiz,
motion passed 3-0.
5. Andy Crouch—Request for approval of road dedication of Ellingsworth Dairy Drive at Jeff On
10th Apartments
This is just an extension of Ellingsworth Dairy Drive, we will be asking for bond to be taken prior
to dedication. Mayor Moore asked City Engineer and Planning &Zoning Director if this would
cause any issues, both said no it would not. Mr. Waiz made motion to approve road dedication,
seconded by Mr. Crouch, motion passed 3-0.
ATTORNEYS REPORT:
I have nothing at this time, states Les Merkley, Corporate Counsel.
ADJOURNMENT:
With no further business, Mr. Crouch made a motion to adjourn at 9:39a.m.
