REGULAR MEETING MINUTES
April 23, 2025
The Jeffersonville Redevelopment Commission held a Regular Meeting on April 23, 2025 that
was called to order at 4:00 pm in the Mayor's Conference Room located at 500 Quartermaster
Court, Jeffersonville, Indiana
Board Members present:
Evan Stoner, Mike Moore, Sophia O'Coffey, Duard Avery and Teresa Perkins
Staff Members present:
Redevelopment Director Rob Waiz, Redevelopment Commission Attorney/City Attorney Les
Merkley, Grant Administrator DeLynn Campbell, Administrative Assistant/Secretary Theresa
Treadway, City Controller Heather Metcalf, City Engineer Andy Crouch and Parks Director Paul
Northam.
Guests: Josh Darby with Jacobi, Toombs & Lanz, Kevin Daeger and Chris Gardner with HWC
Engineering, Greater Clark County School Superintendent Mark Laughner and GCCS Board
Member Keith Freeman.
CALL TO ORDER
Ms. O'Coffey, Vice President called the meeting to order at 4:00 PM
APPROVAL OF AGENDA
Mr. Moore made a motion to approve the agenda with Mr. Stoner seconding, passing
unanimously 4-0.
CONSENT REPORTS
Minutes:
Mr. Stoner made a motion to approve the minutes from March 26, 2025 with Mr. Moore
seconding, passing unanimously 4-0.
Claims:
Mr. Stoner made a motion to approve the TIF Claims in the amount of$1,672,673.38 with Mr.
Moore seconding, passing unanimously 4-0.
Mr. Stoner made a motion to approve the Redevelopment Operating Claims in the amount of
$3,059.06 with Mr. Moore seconding, passing unanimously 4-0.
JTL Ongoing Projects Update:
Falls Landing Park(8th Street and Ohio Avenue)
• All permanent electrical equipment has been installed. Waiting for Duke to transfer
over the electric service, then final inspection can be held. Duke has transferred
electric service and the temporary power setup has been removed. Coordinating final
inspection of site and electrical equipment before making final payment and closing
out the project.
Ohio River Greenwav Extension
• Contractor is Hall Contracting. JTL providing full-time Construction Administration
and Inspection.
• Pre-Construction Meeting Scheduled for March 28, 2025. Substantial Completion date
is November 1, 2025. Final Completion date is April 1, 2026.
• Tree clearing was completed by March 31, 2025 per regulatory permitting
requirements.
• Start of construction has been delayed by the recent flooding. Contractor intends to
start the week of 4/21/2025 with layout and demolition.
HWC Engineering Project Update:
Hike the Pike Project
• Chris Gardner — Contractor has started on site, clearing trees has begun and yesterday
they had started pouring concrete on the eastern portion working their way back
towards town.
Charlestown Pike Project
• Kevin Daeger—Both phases of Charlestown Pike are nearing completion of water main
installations, estimated completion is a couple of weeks. Once mains are completed,
they will drop back and make all the tangible connections for all the neighborhoods and
then major road construction can begin with cutting off the shoulders and widening the
road. With the weather finally breaking, progress should ramp up and make a
substantial progress over the summer.
NEW BUSINESS
ADA Trailer bids for Parks—Paul Northam You have three bids in front of you, one
Elk Creek Trailers for$68,890.00, 2nd one Black Tie for$79,000.00 and last one from
Portable Restroom Trailers for$90,270.00. My recommendation is for the $79K, this is
floor model that they have used in trade shows and available immediately. The lowest
bid would take 18-24 weeks to come in and this would take us past the summer series
of events. Mr. Moore made a motion to go with Black Tie in the amount of$79K
since they can comply in a timely manner with Mr. Stoner seconding,passing
unanimously 4-0.
(Public Hearing) Resolution 2025-R-4 Eastlawn Economic Development Area—
Les Merkley—In front of you is a resolution 2025-R-4, you will recall a couple months
ago entered into a development agreement for single housing residential housing to be
developed at the old Eastlawn School property on 8th Street. That agreement was
contingent upon a residential TIF at the site in order for the Redevelopment
Commission to assist in certain infrastructure improvements and a string of revenue as
well. This is a long process, you have already voted on this once,this is a resolution if
passes,will go to Plan Commission and then to City Council and then back to
Redevelopment for final approval at May 28 meeting. This is a public hearing,this was
duly noticed in the newspaper and this needs to be open to public comment before a
motion on this. This Declaratory Resolution of the City of Jeffersonville
Redevelopment Commission establishing the Eastlawn Economic Development Area,
Allocation Area, and Residential Housing Program. This will be the first residential
TIF ever established in the City of Jeffersonville. At this this it is open for public
comment, if you will step forward, state you name and address. Mark Laughner,
Superintendent with Greater Clark County Schools. I certainly understand what you
are trying to do, as I know there was not much coming in on that property and this is
going to increase more in a TIF district. We are concerned how this is going to
impact the school district. We are going to get to a point where it impacts our
operation funds. We are afraid it will start effecting our student services, bus
transportation, SRO's, etc. Not only could it impacts the school system but the
community. I ask you take a hard look at the impact before doing these proposals. I
do understand this one as it has not generated much for the City, but a hard look at
possible future ones before doing additional residential TIFS.
Mr.Moore stated he does not see the City going down this path but this was a perfect
situation on this piece of property. With Parkview right there and the revenue that
will be generated by the property taxes and students that will live in this development.
If no further public comments,Mr. Merkley states public hearing is closed at 4:25
pm. Mr. Moore made a motion to approve Resolution 2025-R-4 with Mr. Avery
seconding, passing unanimously 4-0.
QUESTIONS FOR EXECUTIVE DIRECTOR

BOARD COMMENT
Ms. Perkins—So proud of Jeffersonville high school basketball team and all the other teams and
how they represented our City. I received a lot of compliments on how well the students
represent.
Mr. Stoner—I appreciate all the open dialogue today and that Superintendent and School Board
member Keith Freeman being here. I appreciate the Mayor's comments that this is not
something we are going to be getting into with residential TIF's,this is something we needed for
this property.
Mr. Avery—Eastlawn project is a very good infill project and good for the City, I thank you for
clarifying all of this as I thought maybe those TIF districts would be with the new owner. The
10% or 20%this full amount of tax the City and School system will get right away.
Mr. Moore—Sophia you ran a good meeting.
Ms. O'Coffey—No comment
