OF THE MAYOR OF THE
CITY OF JEFFERSONVILLE, INDIANA
An Order Establishing Fire Appointed Administrative Staff Vacation Accrual Policy
WHEREAS, the Collective Bargaining Agreement between the City of
Jeffersonville and the Fire Union specifically states its provisions do not apply to Fire
Appointed Administrative Staff; and
WHEREAS, there is no policy governing vacation accrual for Fire Appointed
Administrative Staff; and
WHEREAS, the lack of such policy creates uncertainty and ambiguity in the
accrual of vacation for Fire Appointed Administrative Staff; and
WHEREAS, the application of the vacation accrual policy pursuant to the
Collective Bargaining Union to the Fire Appointed Administrative Staff would be
impractical and potentially create a financial hardship on the taxpayers; and
WHEREAS, it is necessary to establish a vacation accrual policy for Fire
Appointed Administrative Staff to eliminate said uncertainty and ambiguity; and
NOW, THEREFORE BE IT ORDERED BY THE MAYOR OF THE CITY OF
JEFFERSONVILLE, INDIANA, THAT:
1. The following administrative policy and procedures are hereby adopted
for those members of the Fire Appointed Administrative Staff("FAAS") duly appointed
by the executive.
2. Vacation time shall accrue based upon the total years of service with the
City of Jeffersonville as follows:
2 years through 4 years of service 12 days
5 years through 9 years of service 20 days
10 years through 14 years of service 25 days
15 years through 19 years of service 27 days
More than 20 years of service 31 days
3. No more than ten (10) vacation days may be banked annually; however,
FAAS shall be prohibited from accumulating more than thirty (30) vacation days. Any
vacation days accumulated in excess of ten (10) in any year or over thirty (30) in multiple
years will be purchased from the FAAS at the staff members' straight time rate.
4. Upon separation of employment or retirement, any accumulated and
accrued vacation days shall be purchased at a straight time rate.

5. Any vacation days accrued prior to the FAAS member's appointment shall
not be eligible for purchase under subparagraph 3. The disposition of vacation days
accrued prior to the FAAS member's appointment shall be governed by the Collective
Bargaining Agreement upon the FAAS member's return to a non-FAAS position.
6. In the event the department's funds are insufficient at the years end to
purchase any eligible remaining time as described in subparagraph 3, the thirty (30) day
maximum of banked days may be exceeded.
7. All annual banked vacation days shall be approved by the executive. Such
approval is contingent upon written verification by the Human Resources Department at
which time such documentation shall be placed in the employee's personnel file.
8. An FAAS may use his or her accumulated banked vacation days under the
same rules pertaining to taking annual vacation.
9. FAAS shall be defined as the Fire Chief and Deputy Chiefs. It shall also
be defined as the Chief Fire Marshall position(s) that are ap inted and work an 8-hour
(40-hour week) schedule. This policy shall only apply . ose positions defined as
FAAS.
