HomeMy WebLinkAboutRDC March 26, 2025 JEFFERSONVILLE REDEVELOPMENT COMMISSION REGULAR MEETING MINUTES March 26,2025 The Jeffersonville Redevelopment Commission held a Regular Meeting on March 26, 2025 that was called to order at 4:00 pm in the Mayor's Conference Room located at 500 Quartermaster Court, Jeffersonville, Indiana Board Members present: Scott Hawkins, Evan Stoner, Mike Moore (by Zoom), Sophia O'Coffey, Duard Avery Staff Members present: Redevelopment Director Rob Waiz, Redevelopment Commission Attorney/City Attorney Les Merkley, Grant Administrator DeLynn Campbell, Administrative Assistant/Secretary Theresa Treadway, City Controller Heather Metcalf, City Engineer Andy Crouch Guests: Josh Darby with Jacobi, Toombs & Lanz, Kevin Daeger and Chris Gardner with HWC Engineering CALL TO ORDER Mr. Hawkins, President called the meeting to order at 4:00 PM APPROVAL OF AGENDA Mr. Moore made a motion to approve the agenda with Mr. Stoner seconding, passing unanimously 5-0 by roll call vote. CONSENT REPORTS Minutes: Mr. Stoner made a motion to approve the minutes from February 26, 2025 with Mr. Moore seconding, passing unanimously 5-0 by roll call vote. Claims: Mr. Stoner made a motion to approve the TIF Claims in the amount of$1,288,122.51 with Ms. O'Coffey seconding, passing unanimously 5-0 by roll call vote. Mr. Moore made a motion to approve the Redevelopment Operating Claims in the amount of $1,165.28 with Mr. Stoner seconding, passing unanimously 5-0 by roll call vote. JTL Ongoing Proiects Update: Falls Landing Park(8th Street and Ohio Avenue) • All permanent electrical equipment has been installed. Waiting for Duke to transfer over the electric service, then final inspection can be held. Status same — waiting on Duke. HWC Engineering Project Update: Hike the Pike Project • Chris Gardner — Pre-Construction meeting was held at our office this morning and Notice to Proceed was issued to the Contractor. Contractor is looking to get clearings up in the field as soon as possible either this week or next. Charlestown Pike Project • Kevin Daeger—Utica Sellersburg Road has been paved and potentially tomorrow striping will be completed. Phase I of Charlestown Pike, MAC has completed water main from 265 to down to railroad tracks on Utica Sellersburg Road, working to get water lines under the tracks now. MAC is making a steady progress on the project. Phase II, Louisville Paving is still working on storm trunks and closing in on getting that completed. Sub-contractor is still working on water main and is also with 3-4 weeks of completion on that. Things seem to be moving forward and making great progress. Mayor complimented all the contractors working on this project, it is not an easy job but everyone will love it in the end. NEW BUSINESS Parks Improvement—Mike Moore—Numerous parks are in need of attention that is over and above what Parks Authority can cover. The estimates of costs are in your packet for an approximate total of little over$1 M,this is for everything from fencing, new gate at Vissing Park, repairs on at Little League Park, batting cages and several other items. Mr. Moore made a motion to cover these repairs not to exceed$1.5M, with Mr. Stoner asking Heather Metcalf, City Controller where these funds would come from. Ms. Metcalf state these funds will be appropriated from TIF Inter City Roads. With that,Mr. Stoner seconded the motion,passing unanimously 5-0. Resolution 2025-R-3—Les Merkley This resolution 2025-R-3 is approving and ratifying the purchase agreement and authorizing closing on property 3414 Charlestown Pike by City of Jeffersonville Redevelopment Commission authorizes Executive Director Rob Waiz to execute any and all documents necessary for purposes of closing on this property. Mr. Stoner made a motion to approve Resolution 2025-R-3 with Mr. Moore seconding,passing unanimously 5-0. QUESTIONS FOR EXECUTIVE DIRECTOR All is good BOARD COMMENT Mr. Avery—We need to keep up the excellent work for the City of Jeff. Everything looks fantastic. Mr. Stoner—Would like to commend all the hard work that was put in for the Pickle ball Park, it is beautiful. I have been with family and friends and every activity of this park is being utilized. Great to see so many using these fabulous facilities. O'Coffey—No comment Mr. Moore—When we had the neighborhood meeting and discussed the plans of the park with pickle ball courts the neighborhood didn't like the idea. Nice that everyone is loving the facilities and not just the pickle ball courts but the basketball courts and the other amenities the park has to offer. The City is not perfect but we continue to improve roads, sewer, and infrastructure all without using taxpayer's money, but from the TIF money coming from all the new businesses. I invite all to the sendoff of the Jeff High boys basketball team, Friday at Johnson Area at 12:30 as they are going for the 2nd state championship. The 1st being in 1993 and the girl's state title in 2011. Let them know you support them. Mr. Hawkins—I echo good luck devils. One of the first things you learn when being elected is only thing people hate is everything staying the same.
