Certificates of Appropriateness
319 Spring Street
A Certificate of Appropriateness application was filed for 319 Spring Street by Rachel Stumler.
Present at the meeting for this application was Patrick Sermersheim with B Sign Group.
Ed Siewert introduced the case and invited the applicant to present their project to the Commission.
Laura brought up some pictures provided by the applicant. There were two signs that are being
applied for,one a projecting sign toward Spring Street and one that is placed on the brick façade
facing Spring Street that will have backlighting. The location of the proposed projecting sign on
the facade would be placed where a previous sign was placed.
Ed asked Patrick if he knew the proposed lumens the sign would give off. Patrick stated he was
unsure but that it was like a glowing effect and that typically his customers were underwhelmed by
how much light was given off. He said the lights would be facing the brick and reflecting off of it
so there wouldn't be light in a person's face.

Laura Renwick stated that the lettering and logo of the sign wouldn't be cut out so the only glow
would come from around the edges of the sign. She stated that the sign is a little outside the
standards but would be consistent with other similar signs that have been allowed by the
Commission such as the ones on Match and Mediaura. Ed said that he believes the previous signs
that were approved were done so with the condition that they provide low wattage lights.
Lisa Green made a motion to approve the Certificate of Appropriateness for the two signs with the
condition that the illuminated sign's lights be at a low wattage. Maggie Moore seconded the
motion. The motion was approved unanimously, 5-0.
Other Business
Laura stated that she had approved three COAs since the last meeting-one for 305 E. Riverside
Drive for a fence that was removed and replaced in the same location, one for 411 E. Riverside for
a fence in the sideyard, and one for the Grisamore House on E. Chestnut Street which consisted of
minor repairs to the chimney and chimney cap.
Ed asked if she had anything new about the 309 E. Riverside case that had been before the
Commission in November 2024. Laura said they have not come back to her regarding finding any
evidence of a walkup to the tower on that building.
Lisa Green made a motion to adjourn, seconded by Maggie Moore. The meeting was adjourned
at 5:41pm.
