CALL TO ORDER: The regular meeting for March 6, 2025, Fire Merit Commission was called to order by
Commissioner McCormick at 6:00 P.M.
ROLL CALL: The roll call was conducted and those present were Commissioners Troy McCormick, Donovan Sims,
Sam Smith and Thomas Spalding. Brooke Thomas was absent.
COMMISSION STAFF:
Fire Merit Commission Counsel Zach Stewart, President Union Brad Tetley, Fire Chief Shawn Grant and
Stenographer Cindy Seifert
GUESTS:
Anne Langley and Kyle Patterson
MINUTES: Commissioner Spalding made the motion to approve the minutes from February 13, 2025, seconded
by Commissioner Sims passes on a vote of 4-0.
APPROVAL OF AGENDA: Commissioner Smith made the motion to approve the Agenda, seconded by
Commissioner Spalding, passes on a vote of 4-0.
CLAIMS:
Attorney Stewart presented claims in the amount of$1,694.36 for Ascension St Vincent for testing for potential
new hire,Commissioner McCormick made the motion to approve the claims in the amount of$1,694.36,seconded
by Commissioner Smith, passes on a vote of 4-0.
BUSINESS:
ADMINISTRATION REQUEST FOR IMPLEMENTATION OF EXPERIENCED FIREFIGHTER LIST
Commissioners discussed questions on proposed Experienced Applicant List. Commissioner McCormick
questioned if this additional list would run along the same timeline,going into effect at the same time as the next
Applicant List, which it will be effective at the same time. Chief Grant explained that there are currently
experienced firefighters on the current list, he does want to proceed with list and believes if the fire territory is
established,this list will be used very quickly. Commissioner McCormick asked if instead of a separate list,can we
allow for extra points for current firefighters, as we do with military service. Attorney Stewart responded that
extra points would not be allowed. Chief explained that an Academy takes 6 months, and that 2 applicants from
list have already declined the position. The experienced list will not require taking the test,they would go straight
to interview process. Chief Grant advised that in 2028, there will be 8 retirements. Next step is to request the
city council approve a Resolution allowing the Merit Commission to amend the Fire Merit Commission Rules and
Procedures.

Union President Tetley advised that he is discussing this with Union this evening, he will have more comments at
the next Fire Merit meeting.
Commissioner McCormick made the motion to table discussion, seconded by Commissioner Smith, passes on a
vote of 4-0.

ADJOURNMENT:
With no further business before the Commission, Commissioner Sims made the motion to ADJOURN, seconded
by Commissioner Smith, passes on a vote of 4-0. Meeting adjourned at 6:28 P.M.
