HomeMy WebLinkAboutPolicy 240 Agency Mobilization Levels (BPW approved 4/2/25 Policy 340: Agency Mobilization Levels 340.1 PURPOSE AND SCOPE The purpose of this policy is to establish guidelines to ensure proper identification of scale-up measures to meet the needs of the Department and members throughout all Divisions. 340.1.1 DEFINITIONS Definitions related to this policy include: • Level 1: Regular operations, standard personnel levels, planned training event, planned special event. This includes detective callout for an incident only requiring the designated on-call investigative personnel. • Level 2: Patrol Call Diversion to another agency due to overloaded call volume or incident requiring many or all on-duty JPD patrol personnel. Incidents require patrol personnel to stay over their regular tour of duty or come in early, but not a department-wide mobilization. Incidents requiring Special Services mobilization and call out to include, Special Weapons and Tactics Team (SWAT), Quick Reaction Team (QRT), Crisis Negotiation Team (CNT), Unmanned Ariel Systems Team (UAS), Traffic Crash Investigations Team (TCIT), or K-9 Team from off-duty status. This also includes incidents or investigations requiring the need for multiple Detectives in addition to the designated on-call detective. The Chief of Police, Asst. Chief of Police, to include his or her designee may change or request a mobilization level deployment based upon incident nature. • Level 3: Department-wide Mobilizations. Any incident/event requires all personnel to respond directly to the incident site or designated command post. This mobilization level includes but is not limited to natural disasters, mass casualty incidents, large scale civil unrest, large pre-planned events (Thunder Over Louisville). 340.2 POLICY It is the policy of the Jeffersonville Police Department to reasonably scale-up resources to meet the need for any incident that may occur within the City of Jeffersonville as well as to assist our public safety partners in the region. Members shall document and report all incidents requiring and resulting in the need to scale-up resources to ensure public safety. 340.3 SUPERVISOR RESPONSIBILITY • Supervisors are responsible for recognizing the need to scale-up resources based on the totality of the circumstances and severity of the incident. All increases to the Mobilization Level shall be reported to the respective Division Commander and documented on the Shift Summary. 340.4 DOCUMENTATION AND REPORTING • Documenting and reporting incidents requiring the scale-up of resources is important to strategic planning for the future. Division Commanders shall provide a written report annually detailing each Mobilization Level increase in their respective division. Annual reports will be submitted to the Assistant Chief of Police and Chief of Police for strategic planning purposes.
