CALL TO ORDER: The regular meeting for February 13, 2025, Fire Merit Commission was called to order by
Commissioner McCormick at 6:00 P.M.
ROLL CALL: The roll call was conducted and those present were Commissioners Troy McCormick, Sam Smith,
Thomas Spalding. Donovan Sims and Brooke Thomas were absent.
COMMISSION STAFF:
Fire Merit Commission Counsel Zach Stewart, Fire Chief Shawn Grant, Union Representative Kyle Patterson and
Stenographer Cindy Seifert
GUESTS: Anne Langley,Joe Hurt and Erik Northern
MINUTES:
Commissioner Spalding made the motion to approve the minutes from January 2, 2025, seconded by
Commissioner Smith, passes on a vote of 3-0.
APPROVAL OF AGENDA:
Commissioner Smith made the motion to approve the Amended Agenda, amended to add agenda item 10 for 2
open firefighter positions, seconded by Commissioner McCormick, passes on a vote of 3-0.
CLAIMS:
Attorney Stewart presented a claim for attorney fees of $2,000.00. Commissioner Smith made the motion to
approve the claim for attorney fees of$2,000.00 for Zachary Stewart,seconded by Commissioner Spalding, passes
on a vote of 3-0.
OLD BUSINESS:
ADMINISTRATION REQUEST FOR IMPLEMENTATION OF EXPERIENCED OFFICER LIST — RESOLUTION 2025-01
RESOLUTION RECOMMENDING AN AMENDMENT TO RESOLUTION ESTABLISHING MERIT BOARD FOR THE
JEFFERSONVILLE FIRE DEPARTMENT
Attorney Stewart prepared a draft of a Resolution and a draft of Version of Rule and Procedure for Experienced
Officer List. In the draft of the Rules and Procedures based on the Police departments version, Attorney Stewart
changed the scoring from 10pts to 100pts to match current scoring. There would be no written test for
experienced firefighters. Applicants would choose whether to apply as an experienced firefighter, inexperienced
or both. If the applicant was in a ranked position, they would come into the department as a firefighter.
Commissioner Smith asked how long the police department has been utilizing an Experienced Officer List,Joe Hurt
stated it was 8 years. Chief Grant explained that it makes sense if there was only one firefighter position open in
the department to hire from the experienced list. This cuts down on the need for an academy, which alleviates
the need for officers to perform training and makes the process quicker to get the firefighter on a truck. It would

be at the Chiefs discretion to choose which list to hire from. Attorney will rephrase the wording to replace the
word Officer with Firefighter to reduce confusion.
Commissioner McCormick made the motion to table the discussion, seconded by Commissioner Smith, passes on
a vote of 3-0.
NEW BUSINESS:
FILLING VACANCY IN RANK FOR RANK OF CAPTAIN
Attorney Stewart advised that Chief Grant has advised of one vacancy in the rank of Captain.
Commissioner McCormick made the motion to certify next three candidates for the rank of Sergeant: Joe Hurt,
Lorenzo Delk and Brandon Bowyer, to Chief Grant, seconded by Commissioner Spalding, passes on a vote of 3-0.
Chief Grant recommends the promotion of Joe Hurt to Captain. Commissioner McCormick made the motion to
promote Joe Hurt to Captain, seconded by Commissioner Smith, passes on a vote of 3-0.
Joe Hurt thanked the Commission for the promotion and thanked the Commission for your work.
FILLING VACANCY IN RANK FOR RANK OF LIEUTENANT
Attorney Stewart advised that Chief Grant has advised of two vacancies in the rank of Lieutenant.
Commissioner McCormick made the motion to certify next three candidates for the rank of Lieutenant: James
Haven, Kyle Patterson and Erik Northern,to Chief Grant,seconded by Commissioner Spalding, passes on a vote of
3-0. Chief Grant recommends the promotion of James Haven to Lieutenant. Commissioner McCormick made the
motion to promote James Haven to Lieutenant, seconded by Commissioner Smith, passes on a vote of 3-0.
Commissioner McCormick made the motion to certify next three candidates for the rank of Lieutenant: Kyle
Patterson, Erik Northern and Charles Hollis,to Chief Grant, seconded by Commissioner Spalding, passes on a vote
of 3-0. Chief Grant recommends the promotion of Kyle Patterson to Lieutenant. Commissioner Smith made the
motion to promote Kyle Patterson to Lieutenant, seconded by Commissioner McCormick, passes on a vote of 3-
0.
FILLING VACANCY IN RANK FOR RANK OF SERGEANT
Attorney Stewart advised that Chief Grant has advised of two vacancies in the rank of Sergeant.
Commissioner McCormick made the motion to certify next three candidates for the rank of Sergeant:Justin Rich,
Caleb Harris and Todd Hoehn, to Chief Grant, seconded by Commissioner Smith, passes on a vote of 3-0. Chief
Grant recommends the promotion of Justin Rich to Sergeant. Commissioner Smith made the motion to promote
Justin Rich to Sergeant, seconded by Commissioner Spalding, passes on a vote of 3-0.
Commissioner McCormick made the motion to certify next three candidates for the rank of Sergeant:Caleb Harris,
Todd Hoehn and Travis Herthel, to Chief Grant, seconded by Commissioner Spalding, passes on a vote of 3-0.
Chief Grant recommends the promotion of Caleb Harris to Sergeant. Commissioner Smith made the motion to
promote Caleb Harris to Sergeant, seconded by Commissioner McCormick, passes on a vote of 3-0.

FILLING VACANCY IN THE DEPARTMENT
Chief Grant notified the Commission of two vacancies in the Department.
Commissioner McCormick made the motion to authorize Anne Langley to begin calling next parties on applicant
list until both vacancies are filled, seconded by Commissioner Smith, passes on a vote of 3-0.
ATTORNEY REPORT: No Report
REPORT FROM LOCAL 558 UNION: No Report
REPORT ADMINISTRATION: No Report
FIRE MERIT COMMISSION COMMENTS:
Commissioner Smith congratulated Joe and Kyle on their promotions. Commissioner McCormick congratulated
all promoted staff.
GUEST COMMENTS:
Erik Northern presented a request to revise the requirements for lieutenant. Currently the rank of Lieutenant
requires Instructor 1 and Fire Officer 1. Instructor 1 has a 2-year expiration. Fire Officer 1, a) requires Instructor
1 and b) does not expire. So Sergeant Northern requests that the Commission removes the redundant
requirement, and remove the requirement of Instructor 1.
ADJOURNMENT:
With no further business before the Commission, Commissioner Smith made the motion to ADJOURN, seconded
by Commissioner McCormick, passes on a vote of 3-0. Meeting adjourned at 6:47 P.M.
