MINUTES
February 26,2025

PRESENT(VIRTUAL):
CALL TO ORDER Mayor Mike Moore called the meeting to order at 9:31 a.m. in the Mayor's Conference
Room in City Hall. The meeting was held in person and streamed on the City's Website. Andy Crouch
and Rob Waiz served on the board.
APPROVAL OF THE MINUTES: Mr. Crouch made the motion to approve the minutes from February 19,
2025. Mr. Waiz seconded the motion; motion passed, 3-0.
APPROVAL OF PAYROLL: Mr. Waiz made the motion to approve the payroll. Mr. Crouch seconded the
motion; motion passed, 3-0.
OLD BUSINESS:
NEW BUSINESS:
1. Larry Wallace-Request for approval of Uniform Conflict of Interest Disclosure Statement
for Theresa Treadway(T's Property Services, LLC)—Mr. Wallace advised this was a Uniform
Conflict of Interest Disclosure for Theresa Treadway for cutting grass.
Mr. Crouch made the motion to accept the uniform conflict of interest disclosure statement.
Mr. Waiz seconded the motion; motion passed, 3-0.
2. Scott McVoy-Request for approval of JPD Website Proposal from Jericko Media-Assistant
Chief McVoy advised this was a renewal however they have renegotiated the contract to
save the contract around $700 a month for services.
Mr. Crouch made the motion to approve the proposal. Mr. Waiz seconded the motion;
motion passed, 3-0.
3. Scott McVoy-Request for approval of Wellness Services Agreement between the Jeff PD
and NDS Wellness, LLC—Assistant Chief McVoy advised this was with National Diagnostic
Systems Wellness out of Michigan. There is no taxpayer money paying for this agreement
and it will cover diagnostic testing for the officers for their mental and physical wellness.
They will be using federal forfeitures money to cover the cost of the agreement.
Mr. Waiz made the motion to approve the agreement. Mr. Crouch seconded the motion;
motion passed, 3-0.
4. Luis Payton with Greenwell Plumbing—Request for approval of road closure in front of
608 Higgins Dr. from March 5-7 to replace house sewer due to sewer break under the
street— Mr. Payton advised according to the home owner several companies have been
there to try to fix the issues and have not been able to do so. The sewer line is on the
opposite side of the road. Mayor Moore asked how it would work with a road closure with
school being in session and public safety. Mr. Payton advised they are having road plates
delivered and can try to keep one lane of the road open. Mr. Crouch advised that would be
preferred but they would also need to put up signage to alert the residents and he would
alert Greater Clark County Schools and EMS.
Mr. Crouch made the motion to approve the closure contingent on leaving one lane open.
Mr. Waiz seconded the motion; motion passed, 3-0.

ADJOURNMENT:
Mayor Moore said he is happy to see Utica Sellersburg Road open. He hopes that everyone
understands a final coat still has to be applied to that however asphalt plants are closed
probably f r the next four weeks or so. Some subdivisions will need to come out Shungate and
some ne d o come out on Charlestown Pike. Those will be posted.

W i no further business, Mr. Crouch made a motion to adjourn at 9:39 a.m.
