HomeMy WebLinkAboutRDC January 29, 2025 JEFFERSONVILLE REDEVELOPMENT COMMISSION REGULAR MEETING MINUTES January 29, 2025 The Jeffersonville Redevelopment Commission held a Regular Meeting on January 29, 2025 that was called to order at 4:00 pm in the Mayor's Conference Room located at 500 Quartermaster Court, Jeffersonville, Indiana Board Members present: Scott Hawkins, Evan Stoner, Mike Moore, Sophia O'Coffey, Duard Avery, Teresa Perkins Staff Members present: Redevelopment Director Rob Waiz, Redevelopment Commission Attorney/City Attorney Les Merkley, Grant Administrator DeLynn Campbell, Administrative Assistant/Secretary Theresa Treadway, City Controller Heather Metcalf, Assistant Controller Yvonne Dowd, City Engineer Andy Crouch Guests: Josh Darby with Jacobi, Toombs & Lanz, Kevin Daeger and Chris Gardner with HWC, John Kraft with MAC Construction, Josh Hillman and Scott Adams with DC Develop Company. CALL TO ORDER Mr. Hawkins, President called the meeting to order at 4:00 PM APPROVAL OF AGENDA Change to Agenda—Election of Officers—Mr. Stoner made a motion to approve the addition to the agenda with Mr. Moore seconding passing unanimously 5-0. Mr. Moore made motion to keep Scott Hawkins, President, Sophia O'Coffey, Vice President and Duard Avery, Secretary. Mr. Stoner made a motion to approve the officers to remain the same, with Mr. Moore seconding,passing unanimously 5-0. CONSENT REPORTS Minutes: Mr. Moore made a motion to approve the minutes from December 18, 2024 with Ms. O'Coffey seconding,passing unanimously 5-0. Claims: Mr. Moore made a motion to approve the TIF Claims in the amount of$6,730,477.27 with Mr. Stoner seconding,passing unanimously 5-0. Mr. Stoner made a motion to approve the Redevelopment Operating Claims in the amount of $10,877.76 with Mr. Avery seconding, passing unanimously 5-0. JTL Ongoing Projects Update: Falls Landing Park(8th Street and Ohio Avenue) • All permanent electrical equipment has been installed. Waiting for Duke to transfer over the electric service, then final inspection can be held. HWC Engineering Project Update: Hike the Pike Project • Chris Gardner—All right of way has been cleared. Bids to be opened on February 19th and awarded on February 26th. Charlestown Pike Project • Kevin Daeger—Weather has hindered the construction on Utica Sellersburg Road/Charlestown Pike Project. Pending weather, MAC is hoping for soft open of Utica Sellersburg on February 17th. Once open, Charlestown Pike will be closed to through traffic, residents only. NEW BUSINESS Duke Relocation Hike the Pike-Andy Crouch—This is a reimbursement agreement with Duke to relocate a couple of poles along Utica Pike. Mr. Moore made a motion to approve the $32,669.54 reimbursement of moving poles with Mr. Stoner seconding, passing unanimously 5-0. Lottie Oglesby Park—Mike Moore—This Park is being used tremendously but we are having trouble with lighting staying on too long and need to have them put on a timer and adjusted. We have a price from Kiesler Electric for $3475.00 to make the necessary changes. Mr. Moore made a motion to approve this cost of$3475.00 with Mr. Stoner seconding,passing unanimously 5-0. Approval of housing plans—Josh Hillman—As you can see with the plans in your packet,there is nine different designs that homeowners can chose from. We will build 61 homes in a price range from $225k-$275K. Our intention is to start construction by 2026. Mr. Moore made a motion to approve the plans with Mr.Avery seconding, passing unanimously 5-0. Resolution 2025-R-I Media Marketing—Les Merkley—This 2025-R-1 resolution is approving media marketing plan to promote economic and redevelopment on behalf of Redevelopment Commission. Mr. Moore made a motion to approve Resolution 2025-R-1 with Ms. O'Coffey seconding,passing unanimously 5-0. QUESTIONS FOR EXECUTIVE DIRECTOR Everything is going great, you know where to reach me. BOARD COMMENT Ms. Perkins—February is Black History Month, on February 15th, the boys basketball team will be dressed in purple and gold colors from the former Taylor High,the first African American school on Wall Street. They are asking everyone to wear purple to the game. Mr. Avery—Planning and Zoning board approved another development last night, Hylton Farms, continued growth off Charlestown Pike. Mr. Stoner—Great job at the Depot and NoCo area over the last year, everyone please continue to support this. A huge thank you to the street department for all their time and hard work keeping our streets safe. O'Coffey—The street department knocked it out of the park over in the surrounding areas by my house off Charlestown Pike. Mr. Moore—Redevelopment has invested millions of dollars into the Arts & Cultural District, great asset in Jeff. Jeffboat is continuing to move forward, waiting on DNR to issue permits and then it will be full steam ahead, it is going to look fantastic. Natatorium at Jeff High is looking awesome,this is going to be a great economic and educational tool. Youngstown is underway with the makeover, complete facelift. They are changing the name to Legacy Shoppes of Jeffersonville. Mr. Hawkins—Another great year. I too want to thank all the street department for a tremendous job and hours away from your family during all the snow storm, greatly appreciated.
