MINUTES
January 8,2025

PRESENT(VIRTUAL): Mayor Mike Moore
CALL TO ORDER Mayor Mike Moore called the meeting to order at 9:30 a.m. in the Mayor's Conference
Room in City Hall. The meeting was held in person and streamed on the City's Website. Andy Crouch
and Rob Waiz served on the board.
APPROVAL OF THE MINUTES: Mr. Crouch made the motion to approve the minutes from December 18,
2024. Mr. Waiz seconded the motion; roll call vote: Mr. Crouch—yes, Mr. Waiz—yes, Mayor Moore—
yes; motion passed, 3-0.
APPROVAL OF PAYROLL: Mr. Waiz made the motion to approve the payroll. Mr. Crouch seconded the
motion; roll call vote: Mr. Crouch—yes, Mr. Waiz—yes, Mayor Moore—yes; motion passed, 3-0.
OLD BUSINESS:
NEW BUSINESS:
1. Les Merkley-Hearing on remonstrances regarding amount of damages awarded for
condemnation of real property for a 12-foot wide sanitary sewer easement across the
lands of Quality Construction Pro, LLC—Mr. Merkley opened the public hearing at 9:31 am
and advised this was in regards to acquiring an easement that is 12 ft. wide. They noticed
the property owner and put notice in the paper of today's hearing. The property is owned
by Quality Construction, LLC. Nobody representing the property owner was present to
object. Mr. Merkley recommended continuing the matter until next Wednesday.
Mr. Crouch made the motion to recess until the matter until January 15, 2025. Mr. Waiz
seconded the motion; roll call vote: Mr. Crouch —yes, Mr. Waiz—yes, Mayor Moore—yes;
motion passed, 3-0.
2. Josh Darby-Request for approval of Change Order#4 for Jeffersonville CCMG 2023-2 street
paving project—Mr. Darby advised this was the final change order for last year's paving
project and is a net deduct in the amount of$82,642.88.
Mr. Waiz made the motion to approve the change order. Mr. Crouch seconded the motion;
roll call vote: Mr. Crouch—yes, Mr. Waiz—yes, Mayor Moore—yes; motion passed, 3-0.

ADJOURNMENT:
Mayor Moore thanked all of the departments who were involved in the crisis of the bad
weather. This storm was different than what they are used to dealing with in winter and the
challenges of just getting the primary roads cleared took a couple of days. It is his
understanding that they are now working to clear the neighborhood roads.
Mayor Moore expressed disappointment with the Town of Clarksville's response to the
interlocal agreement for the Animal Shelter. Kristie Ashcraft, the Director of the Animal Shelter
does a great job. The animal shelter does more than just take strays in; there is a veterinarian
component, facilitating adoptions, and doing a lot of things that other people don't want to do.
Jeffersonville has stepped up and covered more than its share of costs and he was disappointed
to hear that 7 months after receiving the expenditure reports they acted like they had never
seen any informati.n. The City did a 2.5 million dollar complete renovation of the animal
shelter a couple ears ago and Clarksville did not pay a dime of that. Mayor Moore advised if
Clarksvill- doe no pass the interl. al agreement at their next meeting the City will rescind the
offer an. he ar: welcome to sta/ their own animal shelter.
